THE FIRST WILL BE A RETIREMENT TRIBUTE TO CHIEF POLICE CHIEF, MR. WALSH.WOULD YOU PLEASE JOIN MR. WALSH? SO, BEFORE I READ THE RESOLUTION, I WAS GOING TO TELL YOU ABOUT A PHONE CALL THAT I HAD TODAY WITH A CANDIDATE FOR TO BE OUR NEXT POLICE CHIEF.
AND THEY WERE DOING SOME OF THEIR OWN RESEARCH TO FIND OUT IF THIS IS A PLACE WHERE THEY WANTED TO BE.
AND THE PERSON ASKED ME AN INTERESTING QUESTION.
THEY SAID, WHAT ARE THE TOP FIVE QUALITIES OR THINGS THAT YOU'RE LOOKING FOR IN THE NEXT POLICE CHIEF? AND I PAUSED AND THOUGHT TO MYSELF, CAN I CALL YOU BACK? I THOUGHT THAT WAS A REALLY INTERESTING QUESTION.
AND SO I CALLED THAT PERSON BACK AFTER LUNCH AND I WROTE DOWN THESE FIVE THINGS.
NUMBER ONE, BUILDING TRUST WITHIN THE DEPARTMENT.

RECRUITING AND RETAINING TALENT.
EFFECTIVE AND TRANSPARENT COMMUNICATION.
AND OF COURSE, COMMUNITY SAFETY.
THOSE ARE THE FIVE THINGS I THINK THAT WHEN OUR PANELS AND THE BOARD LOOKS AND RECOMMENDS THE NEXT POLICE CHIEF.
AND THEN I GOT THINKING ABOUT CHIEF PLAGGA'S, 29 YEARS HERE, I CAN ONLY SPEAK TO TEN OF THOSE.
I CAN SPEAK TO FIVE OF THEM AS CHIEF AND THE FIVE BEFORE THAT WHEN HE SERVED AS ASSISTANT CHIEF AND I THINK CAPTAIN, ASSISTANT CHIEF, CAPTAIN, MANY PEOPLE DON'T REALIZE SOME OF THE THINGS THAT WE'VE BEEN THROUGH.
WE TEND TO FORGET THOSE THINGS.
I REMEMBER BACK WHEN WE WERE GOING THROUGH THE BRYAN RANDALL, REMEMBER IN 2018, CHIEF WAS THEN ASSISTANT CHIEF.
AND AS YOU RECALL, THE DEPARTMENT AND MANY OTHERS WERE STANDING IN THIS ROOM, HAD TO GO THROUGH 17 YEARS OF REPORTS LOOKING FOR ANYTHING THAT MAY HAVE BEEN MISSED.
THIS GENTLEMAN TO MY LEFT LED THAT REVIEW OF 17 YEARS AND DID AN EXCELLENT JOB WITH IT.
THERE ARE MANY, MANY EXAMPLES THAT I CAN TELL YOU OF WHAT CHIEF PLAGGA HAS MEANT TO THIS DEPARTMENT.

HERE, BUT BEFORE THIS IN BLACKMAN TOWNSHIP AND NAPOLEON TOWNSHIP.BUT WHEREAS CHIEF KEN PLAGGA WAS BORN IN JACKSON, MICHIGAN, TO CHARLIE AND BEV PLAGGA, WHEREAS KEN WAS RAISED NEAR THE DAIRY QUEEN IN MICHIGAN CENTER AND GRADUATED FROM JACKSON LUMEN CHRISTI HIGH SCHOOL.
AND WHEREAS, KEN WENT ON TO ATTEND AND GRADUATE FROM JACKSON COMMUNITY COLLEGE WITH AN ASSOCIATE'S DEGREE.
MICHIGAN STATE UNIVERSITY WITH A BACHELOR'S DEGREE IN CRIMINAL JUSTICE AND WESTERN MICHIGAN UNIVERSITY WITH A MASTER'S DEGREE IN PUBLIC ADMINISTRATION.
WHEREAS KEN BEGAN HIS LAW ENFORCEMENT CAREER WITH BLACKMAN CHARTER TOWNSHIP, WHICH IS A TOWNSHIP JUST NORTH OF JACKSON, THE CITY OF JACKSON IN JACKSON COUNTY, AND AS A PART TIME RESERVE IN NAPOLEON TOWNSHIP, WHICH IS RIGHT NEXT TO BROOKLYN, RIGHT NEXT CLOSE TO THE MIS RACETRACK.
AND WHEREAS, IN 1996, CANON HOLLEY EXCHANGED VOWS IN JACKSON, MICHIGAN.
AND WHEREAS, ON SEPTEMBER 6TH, 1995, KEN JOINED THE MERIDIAN TOWNSHIP POLICE DEPARTMENT AS A PATROL OFFICER.
WHEREAS, ON DECEMBER 8TH, 1999, KEN WAS PROMOTED TO THE RANK OF SERGEANT.
AND WHEREAS, ON APRIL 12TH, 2005, KEN WAS PROMOTED THE RANK OF LIEUTENANT.
WHEREAS, ON FEBRUARY 18TH, 2016, THEN CHIEF HALL CAME TO ME AND ASKED ME ABOUT PROMOTING KEN TO THE ASSISTANT CHIEF POSITION IN WHICH WE DID.
WHEREAS ON THURSDAY, JULY 26TH, 2018, AT JACK'S RESTAURANT IN CHARLEVOIX, MICHIGAN, IN FRONT OF MANY OF HIS LAW ENFORCEMENT COLLEAGUES, CHIEF PLIEGO WAS OFFICIALLY NAMED MERIDIAN TOWNSHIP POLICE CHIEF.
BUT IT WAS MEANINGFUL AND WELL PLANNED OUT, WHEREAS ON MONDAY, AUGUST 26TH, ALMOST FOUR YEARS TO THE DATE OF RETIREMENT, CHIEF.
AND IT SHOULD BE, I BELIEVE, AT BEST, SERGEANT [INAUDIBLE].
SERGEANT [INAUDIBLE] JUMPED INTO WALDEN POND AND RESCUED AN ELDERLY WOMAN FROM HER SINKING CAR.
WHEREAS, CHIEF PLAGA HAS SERVED AS A NATIONAL AND STATEWIDE SPEAKER ON THE RELATIONSHIP BUILDING WITH NASSAR SURVIVOR BRIAN RANDALL GAY.
BOTH OF US ATTENDED AND SPOKE IN NASHVILLE AND WE SPOKE IN CHARLEVOIX ON THAT SUBJECT.
WHEREAS THE MERIDIAN TOWNSHIP BOARD, OUR 45,000 RESIDENTS AND OUR ENTIRE TOWNSHIP TEAM WITH CHIEF PLAGA LONG, HEALTHY RETIREMENT.
AND WHEREAS, THE COMMUNITY OF MERIDIAN WILL ALWAYS CHERISH THE EXCELLENT LEADERSHIP PROVIDED BY CHIEF PLAGA AND NOW THEREFORE BE IT RESOLVED BY THE TOWNSHIP BOARD OF THE CHARTER TOWNSHIP, INGHAM COUNTY, MICHIGAN, HEREBY OFFICIALLY NAMES AUGUST 25TH, 2023, AS CHIEF.
GOOD DAY IN MERIDIAN TOWNSHIP.

HE'S DONE FOR OUR TOWNSHIP.I WISH TO SPEAK TODAY, TONIGHT ABOUT A FRIEND OF MINE FOR ALMOST 40 YEARS WHO GAVE SO MUCH TIME AND ENERGY TO THE TOWNSHIP OF MERIDIAN.
LONGTIME RESIDENT MERIDIAN TOWNSHIP RESIDENT KWENDA STORY DIED ON AUGUST 6TH, 2023, LEAVING A LEGACY OF COMMUNITY ACTIVISM ON BEHALF OF RESIDENTS.
MARRIED TO DON FOR MORE THAN 40 YEARS, THEY RAISED TWO CHILDREN IN THE FOREST HILLS NEIGHBORHOOD THAT THEY NEVER LEFT.
KWENDA WAS BORN IN ARKANSAS AND ATTENDED WAYNE STATE UNIVERSITY, WHERE SHE OBTAINED HER LAW DEGREE.
AFTER A BRIEF PERIOD OF PRIVATE PRACTICE IN DETROIT, SHE MOVED TO OKEMOS IN 1983.
KWENDA WAS A WOMAN OF MANY TALENTS.
SHE WAS A CONTRACTS LAW PROFESSOR AT COOLEY LAW SCHOOL.
MANY OF HER STUDENTS ARE PROMINENT ATTORNEYS WHO ARE STILL PRACTICING AND SOME HAVE RETIRED.
SHE WAS A PUBLISHED AUTHOR ON CONSTRUCTION, LAW, JOBSITE, SAFETY AND SENIOR AND SCIENCE FOR SENIOR CITIZENS.
YOU CAN STILL FIND HER BOOKS ON AMAZON.
KWENDA WAS A VORACIOUS READER.
IN THE EARLY 1990S, SHE JOINED THE BOARD OF THE FRIENDS OF THE OKEMOS LIBRARY AND HELD THE OFFICES OF VICE PRESIDENT AND SECRETARY DURING HER DECADES LONG TENURE.
IN 2002, THE MERIDIAN TOWNSHIP BOARD APPOINTED KWENDA TO REPRESENT TOWNSHIP INTERESTS ON THE CAPITAL AREA DISTRICT LIBRARY BOARD.
SHE SERVED IN THIS ROLE FOR 15 YEARS, AND IN 2017, SUPERVISOR RON STYKA HONORED HER WITH A CERTIFICATE OF APPRECIATION FOR HER DEDICATED SERVICE.
KWENDA WAS A BELIEVER IN GRASSROOTS ORGANIZATION.
SHE WAS A LONGTIME MEMBER OF THE FOREST HILLS HOMEOWNERS ASSOCIATION BOARD.
IN 1986, WHEN A 22-STORE STRIP MALL WAS PROPOSED THAT WOULD ENCROACH ON HER NEIGHBORHOOD, KWENDA AND OTHERS LED THE PUSH TO ACQUIRE GREEN SPACE TO SEPARATE THE COMMERCIAL AREA AWAY FROM THE NEIGHBORHOOD.
DONATING HER LEGAL EXPERTISE PRO BONO, THE NEIGHBORHOOD PREVAILED IN OBTAINING A FOUR-ACRE GREEN SPACE BUFFER.
HER ACTIONS SET A PRECEDENT FOR OTHER NEIGHBORHOODS TO NEGOTIATE SUCH BUFFERS.
HER LEGAL EXPERTISE ON ZONING ISSUES, DEVELOPMENT, BUILDING CODES AND ORDINANCES WAS GENEROUSLY SHARED.
SHE DIRECTLY SUPPORTED SEVERAL INDIVIDUALS WHO RAN FOR OFFICE IN THE TOWNSHIP.
SHE HERSELF RAN FOR THE TOWNSHIP BOARD IN 1992.
AN OUTSPOKEN ADVOCATE FOR RESIDENTS, SHE ADDRESSED THE TOWNSHIP BOARD ON MANY OCCASIONS.
KWENDA WAS KNOWN AS INTELLECTUAL, PASSIONATE AND KIND.
THE TOWNSHIP BOARD RECOGNIZES AND HONORS KWENDA STOREY'S LEGACY AS AN OUTSTANDING CONTRIBUTOR TO THE MERIDIAN TOWNSHIP COMMUNITY.
C IS AN EAGLE SCOUT PROJECT THAT WE WILL HEAR FROM FROM A LITTLE BIT FROM ME.

ROTARY AND THESE GUYS AND THEIR TEAM CAME, AND WE WERE TALKING ABOUT THE FIRE SERVICE BECAUSE HE'S ACTUALLY INTERESTED SOMEDAY MAYBE IN THE FIRE SERVICE.

MY PROPOSED PROJECT IS A SMALL SERENITY GARDEN WITH A FEW BENCHES AND SOME NICE FLOWERS TO PRETTY UP THE AREA.
IT WILL BE ESTABLISHED ON THE SOUTH SIDE OF THE CENTRAL FIRE STATION, WHERE THERE IS A SMALL, UNUSED SQUARE OF GRASS.
I BELIEVE THIS AREA COULD BE PUT TO BETTER USE FOR BOTH THE COMMUNITY MEMBERS AND FIREFIGHTERS WHO ARE STATIONED THERE.
I THINK THAT THIS SMALL GARDEN WILL BE A GREAT ADDITION FOR THEM AND FOR ANYONE WHO WOULD BE HOSTING A MEETING AT THE FIRE STATION.

SO WE ARE A STUDENT LED GROUP OF ENTIRELY HIGH SCHOOL STUDENTS, JUNIOR AND UNDER AT OKEMOS HIGH SCHOOL, DEDICATED TO DESIGNING, BUILDING AND CREATING A FULLY FUNCTIONING, DRIVABLE SOLAR POWERED VEHICLE.
LAST YEAR, I TRANSFERRED TO OKEMOS FROM THE CHICAGO AREA AND I FOUND OUT THAT OKEMOS HAD A SOLAR RACING TEAM IN 2019.
I THOUGHT THAT WAS REALLY COOL, BUT I LATER FOUND OUT THAT THEY WERE DISBANDED.
SO I WAS LIKE, OH HEY, WHY WOULD I NOT BUILD A CAR OF MY OWN? SO TOWARDS THE END OF MY SOPHOMORE YEAR, I GATHERED A GROUP OF KIDS.
THESE ARE A LOT OF THE MEMBERS, BUT THERE ARE MORE AND FORMED A CLUB.
TOWARDS THE SUMMER WE BEGAN A DESIGN OF THE CAR.
WE SPENT HUNDREDS OF HOURS DESIGNING, MAKING SURE THAT EVERYTHING WAS RIGHT.
AND TOWARDS THE WINTER, THE BEGINNING OF MY JUNIOR SCHOOL YEAR, WE GATHERED, AND WE STARTED BUILDING SOME BASIC PARTS OF THE CAR, SUCH AS THE FRAME AND ADDING ON COMPONENTS SUCH AS THE WHEELS, THE STEERING AND BRAKES.
DURING THIS, WE PRESERVED, WE PERSEVERED THROUGH MANY CHALLENGES.
THERE WERE THINGS THAT WENT WRONG, THINGS THAT DID NOT GO RIGHT, THINGS WE DID NOT EXPECT.
PROBLEMS SUCH AS FUND-RAISING PARTS, BREAKING AND TIME CONSTRAINTS.
BUT WE WERE ABLE TO PERSEVERE THROUGH ALL THAT.

SO, TOWARDS THE END OF THE SCHOOL YEAR, ALL OF US GATHERED AND WE DECIDED THAT WE WOULD SPEND EVERY DAY IN THE OKEMOS HIGH SCHOOL GARAGE BUILDING AND WORKING ON THIS SOLAR CAR, SPENDING SOMEWHERE BETWEEN 6 TO 15 HOURS EVERY DAY.
AND AFTER A MONTH AND A HALF OF WORK, WE DEPARTED FOR TEXAS ON JULY 10TH.
WE ARRIVED THERE AND THEY INSPECTED OUR CAR RIGOROUSLY FOR THREE DAYS IN THE VERY, VERY HOT WEATHER.
AND WE WERE FINALLY ABLE TO PASS.
AFTER THAT WAS DONE, WE EMBARKED ON OUR LONG JOURNEY.
SO, THE JOURNEY, THE COMPETITION CONSISTS OF EIGHT DAYS OF RACING ON REAL ROADS WITH OTHER HIGH SCHOOL SOLAR CAR TEAMS. AND IT TAKES PLACE FROM DALLAS, TEXAS, TO PALMDALE, CALIFORNIA, WHICH IS ROUGHLY A 900-MILE JOURNEY.
AND WE WERE ABLE TO EMBARK ON THE JOURNEY, WHICH WAS JUST AMAZING.
DURING THAT WE RACED, AND WE WERE ONLY ABLE TO RACE FOR THREE DAYS, WHICH WAS UNFORTUNATE.

ONCE IT'S WRITTEN AND THEY HIRE A GROUP TO DO IT FOR THEM.

WELL, YEAH, I MEAN, OVER THE LAST 3 TO 5 YEARS AND MANAGER WALSH AND I HAVE HAD MANY CONVERSATIONS, YOU KNOW, OUR OUR CALL VOLUME HAS GONE UP IN THE LAST WELL, SINCE 2010.
