AND EVERYONE THOUGHT, OKAY, WE HAVE SIX SPOTS. WE'RE GOING TO HAVE SIX MEDICAL MARIJUANA FACILITIES. WELL, WHAT HAPPENED AT THAT SAME TIME IS THE RECREATIONAL MARIJUANA STARTED BECOMING PASSED BY DIFFERENT LOCATIONS. AND SO AT ONE TIME, THE NUMBER OF PEOPLE WITH MEDICAL LICENSES WAS PRETTY HIGH. AND THAT'S BECAUSE THOSE PEOPLE DIDN'T HAVE THE OPPORTUNITY FOR RECREATIONAL. ONCE THEY GOT THE OPPORTUNITY FOR RECREATIONAL, THEY WENT TO THE RECREATIONAL. BUT THAT DOESN'T MEAN THERE'S STILL ISN'T A NEED FOR MEDICAL MARIJUANA AND PEOPLE WHO NEED TO USE IT. IT'S JUST THAT IT'S NO LONGER PROFITABLE BY ITSELF. SO I DON'T THINK YOU'RE EVER GOING TO SEE A SOLELY MEDICAL MARIJUANA OPERATION, NOT ONLY HERE, BUT PRETTY MUCH ANYWHERE ELSE WHEN THE OPPORTUNITY PRESENTS ITSELF TO HAVE RECREATIONAL OR RECREATIONAL AND MEDICAL, WHICH MEANS I REALLY THINK IT'S IMPORTANT THAT WE KEEP THE MEDICAL MARIJUANA. AND WHAT HAPPENS IS THIS WHEN THEY MEET AN ATOM OR SAY LIKE THE OZONE, IT'S A MOLECULE. THEY HAVE THE MOLECULE OR ATOM HAS A STRUCTURE, IT HAS A LATTICE. AND IN YEAR 12, THEN WE WILL. ALL THE TAXING JURISDICTIONS WILL RECEIVE ALL THE TAXES FROM THE NEW PROJECT AT THE NEW VALUE LEVELS. ALL OF THAT 202.4 MILLION GOES TOWARDS DEVELOPMENT REIMBURSEMENT OF ELIGIBLE COSTS. THE REMAINING AMOUNT IS SPLIT BETWEEN LOCAL, WHICH WE WILL GET ABOUT 26,000 FOR A BROWNFIELD REDEVELOPMENT FUND AND THE ADMINISTRATION OF THE PLAN AND 314 15,000 GO TO THE STATE BROWNFIELD REVOLVING FUND. BECAUSE OF THE STATE PARTICIPATION IN THE PLAN, STAFF WAS ASKED TO LOOK INTO THIS THE PUBLIC PURPOSE CONCEPT AND AFTER EXTENSIVE REVIEW OF MULTIPLE STATE LAWS AND CONVERSATIONS WITH MULTIPLE EXPERTS IN THE FIELD, THERE IS NO FORMAL DEFINITION OF PUBLIC PURPOSE THAT REFERS BACK TO THE BROWNFIELD LAW. THERE ARE MULTIPLE DEFINITIONS OF PUBLIC PURPOSE THROUGHOUT STATE LAW THAT REFER TO THEIR SPECIFIC AREAS OF STATE LAW. BUT THERE IS NO DIRECT REFERENCE BACK. THE NATURAL RESOURCES ENVIRONMENTAL PROTECTION ACT IS THAT PUBLIC WORK IS GENERALLY IN THESE ACTS IS DEFINED AS CLEANING UP CONTAMINATION, REMEDIATING EXISTING PROBLEMS, CLEANING UP ASBESTOS, DEALING WITH OBSOLETE OR BLIGHTED BUILDINGS. SO THINGS OF THAT NATURE ARE PUBLIC PURPOSE. SO WE HAVE WRITTEN UP THIS THE RESOLUTION TO APPROVE NOTING PUBLIC PURPOSE. SPECIFICALLY, WE'LL CLEAN UP HISTORIC CONTAMINATION FROM THE FORM OF DRY CLEANER, REMOVE THE HAZARDOUS ASBESTOS FROM WITHIN THE EXISTING BUILDINGS, AND REDEVELOP A FUNCTIONALLY OBSOLETE SHOPPING CENTER, BRINGING ECONOMIC ACTIVITY TO THE AREA. THIS IS A CHANCE FOR US TO RECAPTURE SOME OF THAT MONEY AND PUT IT INTO THIS MUCH NEEDED DEVELOPMENT AT THE HASLETT VILLAGE SQUARE. SO AGAIN, THIS IS AN EXCELLENT WAY TO GET THIS PROJECT UNDERWAY AND FUNDED, AND I FULLY INTEND TO SUPPORT THIS. AND TRUSTEE WILSON, WE DO A LOT OF MITIGATION OF BROWNFIELDS ON THIS COMMUNITY. IT SEEMS LIKE EVERY PARCEL HAS SOME CHALLENGES, AND DRY CLEANERS ARE REMARKABLY BAD AT TAKING CARE OF THE ENVIRONMENT. AND THAT'S WHY WE HAVE HIGH LEVELS OF SATISFACTION IN OUR POLICE AND OUR FIRE AND OUR PUBLIC WORKS AND OTHER DEPARTMENTS, BECAUSE WE HIRE THE BEST, WE HAVEN'T PAY THEM THE BEST, AND THIS BUDGET MOVES TOWARDS PAYING THEM A BETTER WAGE THAT THEY'RE DESERVING OF. THIS BUDGET DOES INCLUDE THE MOST SIGNIFICANT INCREASES IN FEES AND TAXES THAN THAT I'VE VOTED FOR IN THE PAST. THE TAXES ARE GOING TO BE 5% NEXT YEAR. THE STATE WILL PEG THAT RATE AND THAT'S THE MAXIMUM THAT ALLOWED BY STATUTE. TAXES CAN GO UP BY THE RATE OF INFLATION TO A MAXIMUM OF 5%, WHICHEVER IS LESS. INFLATION RIGHT NOW IS ABOUT 8%, BUT THE STATUTE WILL KEEP IT TO FIVE. WE'RE INCREASING OUR WATER AND SEWER RATES IN THIS BUDGET BY ABOUT 10%. WE STILL HAVE THE LOWEST RATES IN THE REGION. OUR IN FACT, WHAT'S INTERESTING ABOUT THIS, OUR SISTER COMMUNITY, EAST LANSING, WE SHARE A WATER AND SEWER PLANT WITH USES THE EXACT SAME SERVICES FACILITIES WE DO THEIR WATER AND SEWER RATES ARE ALMOST TWICE WHAT OURS ARE. SO WE CHARGE OUR OUR RESIDENTS PRETTY MUCH WHAT IT COSTS. WE DON'T USE THIS AS A REVENUE SOURCE. AND YET RATES COSTS HAVE GONE UP. LABOR COSTS HAVE GONE UP, FACILITIES COSTS HAVE GONE UP. WE'RE GOING TO HEAR THIS IN THE NEXT YEAR AT THE COUNTER, AND THAT'S WHAT WE'RE HERE TO EXPLAIN TO THEM. WE'LL KEEP OUR CHART HANDY. THAT SHOWS WHERE WE STAND WITH RATES WE HAVE. IN FACT, OUR WATER AND SEWER RATES ARE SO LOW, IT GIVES US A COMPELLING. ADVANTAGE WHILE WE DO HAVE HIGHER TAXES THAN SOME COMMUNITIES. NOT ALL, BUT SOME. SO WE DID THIS A COUPLE OF TIMES WITH A COUPLE OF PLANNING COMMISSION INITIATED REZONINGS. THINKING OF ONE OVER ON HAGEDORN, THERE WAS ONE UP BY LAKE LANSING AS WELL, I BELIEVE. IS THIS THE TIME TO START TO LOOK AT THIS AND DO SOME OF THESE PROACTIVE REZONINGS WITH, OF COURSE, THE PUBLIC'S INPUT AND PUBLIC HEARINGS AND SO FORTH? IS THIS THE TIME TO START LOOKING AT THOSE ONCE THIS PLAN GETS INITIATED, OR DO WE START THOSE NOW AND PUT THEM IN THE FUTURE LAND USE MAP? IT IS SOMETHING THAT I WOULD RECOMMEND YOU DO AFTER THE FUTURE LANDS MAP IS UPDATED. IT'S A VERY GOOD IMPLEMENTATION ITEM AS A GOAL OR OBJECTIVE BECAUSE THAT IS WHAT TYPICALLY WHEN YOU DO A LONG RANGE PLAN, YOU DO A MASTER PLAN AND THEN YOU UPDATE THE IMPLEMENTATION PIECE, WHICH IS THE ZONING ORDINANCE. AND SO YES, THAT WOULD BE AN ITEM THAT I WOULD RECOMMEND IS AN OBJECTIVE OF THIS PLAN WHEN IT COMES RIGHT DOWN TO IT. AND THAT IS SOMETHING THAT WE TACKLE IN 2023. I KNOW THAT THE SUBCOMMITTEE OF THE PLANNING COMMISSION HAS LOOKED AT SOME OF THOSE AREAS WHERE THERE'S SOME OVERLAP, WHERE THERE'S SOME MISMATCH, AND WHERE THERE'S SOME POTENTIAL CONFLICT WITH THE EXISTING LAND USE IN THE NEIGHBORING LAND USE. SO WE WILL HAVE SOME OF THOSE ITEMS. I WILL POINT OUT. SOME OF THEM, THOUGH, ARE PROBABLY INTENTIONAL IF WE LOOK BACK AS TO WHY THEY WERE DONE. SO IT'S NOT GOING TO BE EVERY SINGLE MISMATCH. BUT THERE ARE SEVERAL. YES, THAT I HAVE A COUPLE IN THE BACK OF MY HEAD AS WELL. THERE WERE A COUPLE OF OTHER ITEMS THAT I'D LIKE TO SEE THE MASTER PLAN AS WE GO THROUGH, AS WE START TO MOVE FORWARD WITH IT, CONSIDER ONE OF THEM IS WHETHER OR NOT THE TOWNSHIP SHOULD OR SHOULD NOT ADOPT A TIFF FOR THE CORRIDOR IMPROVEMENT AND AUTHORITY FOR THE CORRIDOR DISTRICT. THIS IS, I THINK, BEEN SOMETHING THAT THAT WE COULD HAVE TAKEN ADVANTAGE OF WITH SOME OF THE IMPROVEMENTS THAT WERE COMING ALONG. AND AS A FORMER MEMBER OF THE CORRIDOR IMPROVEMENT AUTHORITY, AT LEAST A LIAISON TO, I KNOW THAT THEY HAVE BEEN ITCHING FOR THE FUNDING TO MAKE SOME OF THEIR HOPES AND DREAMS A REALITY. AND SO GIVING THEM A FUNDING SOURCE THROUGH THE TIFF MIGHT BE SOMETHING THAT WE COULD EXPLORE IN THE MASTER PLAN PROCESS TO MAKE THAT CORRIDOR HAVE SOME MONEY TO THROW AT BEAUTIFICATION AND WHATNOT AND A NUMBER OF THEIR OTHER GOALS THAT THEY HAVE. THE OTHER ITEM WHICH I KNOW I SPOKE ABOUT AT LENGTH PREVIOUSLY, BEFORE AS WELL, WAS FORM BASED CODE. AND I'M NOT ENTIRELY SURE IF THIS IS THE VENUE TO DISCUSS THAT. I KNOW THAT'S SOMETHING THAT WE HAD TAKEN SOME STRIDES ON. THERE WAS ONE AT HASLETT AND OAK ALCHEMIST'S AND ONE MITCHELL AND OKEMOS THAT SORT OF FIT THE BILL IN TERMS OF LIKE MORE COMMUNITY CENTERED NEIGHBORHOODS AND ALSO SOME COMMERCIAL. AND SO I'M EXCITED ABOUT THE IDEA OF EXPANDING THE DEFINITION OF THESE AREAS THAT WE THAT WE FOCUS ON. BECAUSE I DO THINK THERE ARE PROBABLY MORE LIKE 4 TO 6 THAT WE COULD BE SPENDING OUR TIME ON THAT. AND I THINK THE PLANNING COMMISSION WOULD AGREE THAT WE HAVEN'T HAD ENOUGH CHANGE PHYSICALLY OR FULLY UNDERSTANDING WHAT THE PANDEMIC IS CHANGING IN THE BUILT ENVIRONMENT TO REALLY DO A COMPLETE OVERHAUL AT THIS POINT. I THINK IT WOULD BE A BIT OF FOLLY TO DO A FULL BLOWN CHANGE AT THIS POINT. SO WERE IT NOT FOR THE STATE REQUIREMENT, WE DO THIS EVERY FIVE YEARS. YOUR RECOMMENDATION MIGHT BE TO WAIT A COUPLE OF YEARS AT LEAST BEFORE WE DID THIS. CORRECT. AND ONE OF YOUR OPTIONS UNDER THE STATE REQUIREMENTS IS YEP, OK. WE LOOKED AT IT.
