[00:00:13]

I THOUGHT PRIOR TO THE WITH THE MACHINE, I THINK, WELL, I DON'T KNOW.

DO YOU KNOW I DON'T KNOW IF THAT CAN BE DONE.

I HAD TO I'D HAVE TO ASK SEND OUT THE TAX BILL.

WANTS TO SEE BECAUSE I'M GETTING BALLOT YEAH. OKAY. NO, BECAUSE THERE'S LIKE YOU HAVE TO HAVE AN ENVELOPE INSIDE OF AN ENVELOPE AND I'M NOT SURE IF THAT MACHINE DOES THAT WAY AND YOU HAVE TO HAVE INSTRUCTIONS AND THERE ARE DIFFERENT SIZES.

IT'S I DON'T KNOW IF THAT AND YOU HAVE TO PUT THE I VOTED STICKER IN THERE.

HOW MANY PEOPLE DO YOU USE? OKAY. SO WE HAVE 18,000 REGISTERED ABSENTEE PEOPLE.

SHE'S [INAUDIBLE]. GO, GO.

WE WILL BE FINE. LET'S SEE.

ONE, TWO, THREE, FOUR.

LET ME. WE'LL BE FINE. YEAH, I JUST FEEL LIKE COURTNEY ARE THOSE YOUR GLASSES? OKAY. I CERTAINLY CAN'T CAN I GET ONLINE? YEAH. YEAH, EXACTLY.

EXACTLY. I'D LIKE TO SEE IT.

GOOD. OH, YEAH.

YEAH. MICROPHONE.

OH, I DID THAT.

I DID THAT.

THANK YOU. WE STILL CAN'T GET A FULL HOUSE.

TIMES ARE TOUGH.

PLEASE JOIN ME FOR THE PLEDGE OF ALLEGIANCE.

I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.

MR. LEMASTER WOULD YOU PLEASE CALL THE ROLL? SUPERVISOR JACKSON.

HERE. CLERK GUTHRIE.

HERE. TREASURER DESCHAINE.

HERE. TRUSTEE HENDRICKSON.

HERE. TRUSTEE WILSON.

HERE. TRUSTEE WISINSKI.

TRUSTEE SUNDLAND.

ALL PRESENT, EXCEPT FOR TRUSTEE WISINSKI AND SUNDLAND.

THANK YOU. ITEM 4 ON OUR AGENDA IS PRESENTATIONS.

I SEE NONE BEFORE US TONIGHT.

SO WE COME TO ITEM 5, WHICH IS CITIZENS ADDRESS AGENDA ITEMS AND NON AGENDA ITEMS. THERE ARE TWO OPPORTUNITIES FOR PUBLIC COMMENT.

CITIZENS WHO WISH TO ADDRESS THE AGENDA, OR NON AGENDA ITEMS WILL HAVE AN OPPORTUNITY AT THE BEGINNING OF THE MEETING AND AS WELL AS NEAR THE END OF THE MEETING.

INDIVIDUALS WHO WISH TO ADDRESS THE BOARD MUST COMPLETE A GREEN FORM LOCATED WITH THE AGENDAS NEAR THE ROOM ENTRANCE AND PRESENT THE CARD TO THE BOARD SECRETARY PRIOR TO THE START OF THE PUBLIC COMMENT PERIOD.

AT THE APPROPRIATE TIME, THE SUPERVISOR WILL CALL UPON THE INDIVIDUALS WHO HAVE COMPLETED A FORM TO SPEAK ON THE TOPICS INDICATED.

CITIZENS ARE REQUIRED TO LIMIT COMMENTS TO 3 MINUTES, EXCEPT WHEN THIS REQUIREMENT IS WAIVED IN ADVANCE FOR A GOOD CAUSE.

A TIMEKEEPER WILL COMMUNICATE TO THE INDIVIDUAL WHO IS ADDRESSING THE BOARD AT THE CONCLUSION OF THE 3 MINUTES.

THE BOARD HIGHLY VALUES PUBLIC COMMENT AND INPUT.

[00:05:03]

HOWEVER, THE BOARD MEETING FORMAT IS DESIGNED TO FACILITATE THE EVENING'S AGENDA AND THEREFORE RESTRICTS BOARD MEMBERS FROM ENGAGING IN CONVERSATION WITH SPEAKERS OR IMMEDIATELY RESPONDING TO QUESTIONS.

QUESTIONS AND CONCERNS MAY BE ADDRESSED BY THE BOARD LATER IN THE AGENDA AND OR MAY BE ASSIGNED FOR FOLLOW UP BY THE BOARD OR THE TOWNSHIP MANAGER AT A LATER DATE.

IN ORDER TO FOSTER THE ORDERLY CONDUCT OF THE BOARD'S BUSINESS ON BEHALF OF THE COMMUNITY, PLEASE REFRAIN FROM RUDE OR DISCOURTEOUS BEHAVIOR.

ADDRESS ALL COMMENTS TO THE BOARD AND NOT TO INDIVIDUAL MEMBERS OR TO OTHERS IN ATTENDANCE. FINALLY, THIS MEETING IS A MEETING OF THE BOARD OF THE TOWNSHIP, HELD IN PUBLIC FOR THE PURPOSE OF CONDUCTING THE BUSINESS OF THE TOWNSHIP.

IT IS NOT A MEETING OF THE PUBLIC.

PLEASE LIMIT COMMENTS TO THE ISSUES ON THE AGENDA TO THE GREATEST EXTENT POSSIBLE.

ARE THERE MEMBERS OF THE AUDIENCE TONIGHT WHO WOULD LIKE TO SPEAK TO THE BOARD AT THIS TIME? SEEING NONE.

WE'LL MOVE ON TO ITEM NUMBER 6 TOWNSHIP MANAGER REPORT.

[6. TOWNSHIP MANAGER REPORT]

MR. WALSH. THANK YOU, SUPERVISOR JACKSON, MEMBERS OF THE BOARD.

JUST A FEW THINGS I WANT TO COVER WITH YOU THIS EVENING.

THE FIRST THING I'D LIKE TO DO IS THANK INGHAM COUNTY AND THE BOARD OF COMMISSIONERS.

LAST TUESDAY NIGHT THEY HOSTED US IN A DISCUSSION ABOUT THE COMMERCIAL REHABILITATION ACT AND THE PROPERTY UP IN HASLETT, AND WE REALLY NEED THEIR COOPERATION.

THEY WERE GRACIOUS, THEY WERE HUMBLE.

THEY WERE VERY WELCOMING.

I WANT TO THANK THOSE THAT ATTENDED.

FIRST DIRECTOR CLARK, WHO MADE OUR PRESENTATION ON OUR BEHALF, SUPERVISOR JACKSON, WHO ALSO HAD COMMENTS THAT EVENING.

TRUSTEE HENDRICKSON WAS THERE AS AS WELL AND MANAGER OPSOMMER.

IT WENT REALLY WELL. AND I'M VERY APPRECIATIVE OF THEIR TIME AND THE GRACIOUS TONE THAT THEY SET. OUR LOCAL ROAD PROGRAM IS UNDERWAY.

YOU'LL SEE WORK IN ALL SORTS OF NEIGHBORHOODS COMING UP.

I KNOW USUALLY THAT'S MUSIC TO EVERYONE'S EARS.

THIS YEAR, I'M NOT SURE BECAUSE OF ALL THE CONSTRUCTION THAT'S GOING ON IN THE TOWNSHIP.

HAPPY TO REPORT THAT THE TWO MAIN PROJECTS, THE BRIDGE, THE OKEMOS ROAD BRIDGE AND THE GRAND RIVER PROJECT, ONE THAT'S COUNTY OVERSITE FROM THE COUNTY, WHICH IS THE BRIDGE AND THE OTHER, WHICH IS AN MDOT PROJECT ON GRAND RIVER ARE BOTH ON SCHEDULE AT THIS TIME.

I WANT TO THANK JUDGE STOKES WANDA STOKE.

SHE'S A TOWNSHIP RESIDENT.

YESTERDAY, SHE AND HER HUSBAND, COLONEL STOKES JAMES STOKES, RETIRED FROM THE US ARMY, TOOK THE TIME TO SPEAK AT OUR JUNETEENTH CELEBRATION, WHICH WE HAD YESTERDAY.

WE HAD OVER 100 OF OUR TEAM MEMBERS THERE.

IF YOU HAD A CHANCE TO GO AND I KNOW A NUMBER OF YOU WERE THERE.

JUDGE STOKES WAS JUST, AGAIN, THE WORDS I WOULD USE TO DESCRIBE HER.

THE STORIES THAT SHE SHARED AGAIN [INAUDIBLE] BE HUMBLE AND DIGNIFIED.

SHE WAS JUST IT WAS AMAZING FOR THOSE OF YOU THAT GOT TO HEAR IT.

I KNOW YOU APPRECIATE IT AS WELL.

TOMORROW WE HAVE A MEETING.

DIRECTOR SCHMITT AND I HAVE A MEETING WITH WILLIAMSTOWN TOWNSHIP SUPERVISOR BLOOMQUIST TO TALK ABOUT POTENTIAL WORKING TOGETHER ON CODE ENFORCEMENT.

I DON'T KNOW WHERE THAT'S GOING TO GO, BUT SITTING DOWN AND HAVING A CONVERSATION, IT'S CERTAINLY WORTH IT.

YOU CAN EXPECT THE SEMIANNUAL REPORT TO BE TO YOU IN THE NEXT COUPLE OF WEEKS.

IT'S DUE FROM THE STAFF ON THE 27TH AND YOU SHOULD RECEIVE IT JUST AFTER THE 1ST OF JULY.

OF COURSE, THE END OF OUR HALF YEAR IS JUNE 30TH.

BELIEVE IT OR NOT, WE'RE GOING TO BE HALFWAY THROUGH 2021 OR 2022.

CELEBRATE MERIDIAN KICKS OFF THIS WEEKEND ON SATURDAY FOLLOWING THE FARMER'S MARKET.

ALL KINDS OF ACTIVITIES GOING ON.

IT'S GOING TO BE WARM, BUT COME OUT AND CELEBRATE.

WE HAVEN'T BEEN ABLE TO HAVE THE CELEBRATE MERIDIAN SINCE 2019, BELIEVE IT OR NOT.

SO A THREE YEAR HIATUS.

IT'LL BE COMPLETE WITH FIREWORKS AT THE END, A BEER TENT, KIDS GAMES, ARTS CRAFTS, FOOD TRUCKS. IT'S JUST GOING TO BE A WONDERFUL EVENT AS WE CELEBRATE OUR COMMUNITY.

AND WHEN YOU'RE RANKED NUMBER ONE IN THE STATE BY NEWSWEEK MAGAZINE IS THE PLACE TO LIVE.

I GUESS THERE IS A REASON TO CELEBRATE.

GOOD NEWS ON OUR PENSION AND YOU'LL RECEIVE THE ACTUARIAL REPORT NEXT MEETING ON JULY 12TH. THE ACTUARIAL REPORT FOR THE TOWNSHIP PENSION.

REMEMBER, THERE'S THREE THREE PIECES OF PIE HERE.

THERE'S THE TOWNSHIP PENSION FUND, WHICH IS CLOSED.

NO CURRENT EMPLOYEES ARE IN IT.

IT'S CLOSED. AND THEN WE HAVE THE MERS PENSION, WHICH IS THE PENSION FOR POLICE AND FIRE AND A COUPLE OF OTHER GROUPS, THEN WE HAVE, OUR TOWNSHIP RETIREE HEALTH CARE.

IT'S GOOD TO KNOW THAT OUR TOWNSHIP RETIREE HEALTH CARE IS 98 AND A HALF PERCENT FUNDED.

OUR TOWNSHIP PENSION FUND IS 101% FUNDED.

AND NOW AT AN ALL TIME HIGH, OUR MERS PENSION IS FUNDED AT 72% AND YOU'LL SEE THE RESULTS

[00:10:05]

OF THAT AT YOUR MEETING ON JULY 12TH.

BETTER NEWS WE HAVE TWO POTENTIAL ADDITIONAL POLICE CANDIDATES THAT WANT TO GO THROUGH THE ACADEMY BEGINNING IN AUGUST AND CHIEF PLAGA IS GOING TO BE BRINGING THOSE CANDIDATES TO YOU, I BELIEVE, AT THE NEXT MEETING.

AND SO IT'S POTENTIAL WITH BOARD SUPPORT THAT WE COULD HAVE 4 SPONSORSHIPS IN THIS ACADEMY COMING UP. AND I BELIEVE THEY WOULD GRADUATE IN DECEMBER AND THEN THEY WOULD GO THROUGH THE FIELD TRAINING AND THEY WOULD BE PROBABLY APRIL, MAY BEFORE THEY WOULD BE SOLO ON THE STREET.

BUT WE'RE MAKING PROGRESS, AND THAT'S THE GOOD NEWS.

FOR THOSE OF YOU THAT ARE IN THE TOWNSHIP THAT ARE SERVED BY THE BOARD OF WATER AND LIGHT FOR ELECTRICITY, PAY CLOSE ATTENTION.

THOSE ARE TYPICALLY THE RESIDENTS IN WARDCLIFF OR IN THE FAR EAST SIDE OF THE TOWNSHIP OR I'M SORRY, THE WEST SIDE OF THE TOWNSHIP.

THERE'S POTENTIAL BLACKOUTS, BOARD OF WATER AND LIGHT'S TALKING ABOUT.

WE'LL HAVE INFORMATION ON OUR WEBSITE.

THERE'S A MEETING COMING UP ON IT.

AND IF YOU LIVE IN THAT AREA, BUT REALLY PAY CLOSE ATTENTION TO WHAT THE BOARD OF WATER AND LIGHT IS TALKING ABOUT.

AND WE'LL DO OUR BEST TO KEEP YOU UPDATED.

WE HAVE A MEETING TOMORROW ALSO WITH CONSUMERS ABOUT THE POWER LINES WITH THE OKEMOS PROJECT. IF YOU WERE AT THE MEETING OR THE JUNETEENTH CELEBRATION YESTERDAY, YOU NOTICED THE WIND, THE WIND COMING THROUGH IT'S STILL A PROBLEM.

YOU MAY HAVE NOTICED THE ONE WIND SCREEN THAT WAS UP AND HOW EFFECTIVE IT WAS.

AND DIRECTOR MAISNER IS WORKING ON TRYING TO BRING THOSE WIND SCREENS IN.

SO IF YOU WERE AT THE JUNETEENTH CELEBRATION YESTERDAY, YOU NOTICED THE WIND COMING IN AT A CERTAIN DIRECTION. IT WASN'T COMING FROM THE WEST, IT WAS COMING MORE FROM THE SOUTH.

THAT'S BECAUSE WE HAD ONE WIND SCREEN UP.

SO JUST HAD THAT UP IN CASE YOU HAD A CHANCE TO LOOK AT IT.

I WANT TO CLOSE WITH A COUPLE OF ACKNOWLEDGMENTS THAT ARE REALLY IMPORTANT.

I WANT TO THANK MIKE CAMPBELL, OUR FIRE CHIEF.

HE'S COMING UP ON HIS FOUR YEAR CELEBRATION ON JULY 2ND WITH US.

BUT HE'S THE OUTGOING ROTARY PRESIDENT.

AND HE DID REALLY DID A FANTASTIC JOB LEADING US.

HE FOLLOWED MARNA WILSON, TRUSTEE WILSON, WHO WAS THE PRESIDENT OF OUR CLUB.

I WANT TO THANK AND CONGRATULATE TREASURER DESCHAINE.

HE IS THE INCOMING PRESIDENT OF OUR CLUB.

AND OUR ROTARY CLUB DOES A LOT THE HASLETT OKEMOS ROTARY CLUB DOES A LOT IN THIS COMMUNITY. IF YOU LOOK AT THE ROOM THAT THEY PAID FOR, DEDICATED AT THE FIRE STATION, THE MONIES THAT THEY PUT INTO THE FARMER'S MARKET, IF YOU LOOK AT THE MONIES THAT THEY PUT INTO THE HARRIS NATURE CENTER, THERE'S A LOT OF PROJECTS YOU WALK AROUND THAT THAT ROTARY CLUB IS RESPONSIBLE FOR. AND FINALLY, I'D LIKE TO CONGRATULATE TRUSTEE WILSON.

OUT OF OUR CLUB OF 50 MEMBERS EVERY YEAR WE GET TO NOMINATE ONE ROTARY HERO, THE PERSON WHO REALLY EXEMPLIFIES SERVICE ABOVE SELF.

AND I'M PLEASED AND PROUD TO TELL YOU AND SHARE WITH YOU THAT THIS YEAR IT'S TRUSTEE MARNA WILSON, AND SHE WAS ACKNOWLEDGED TODAY AT OUR CLOSING ROTARY CLUB FOR THE YEAR.

SO THAT'S MY REPORT. SORRY [INAUDIBLE] THERE'S JUST A LOT TO COVER IN THE SUMMER MONTHS IN MERIDIAN TOWNSHIP.

THAT'S MY REPORT UNLESS THERE ARE ANY QUESTIONS, MADAM SUPERVISOR.

NO, I HAVE NO QUESTIONS PERSONALLY, BUT I WOULD TAKE THE PRIVILEGE OF CONGRATULATING TRUSTEE WILSON ON HER HONOR TODAY.

THANK YOU VERY MUCH FOR YOUR ATTENTION.

THANK YOU. OTHER BOARD MEMBER REPORTS OF ACTIVITIES AND ANNOUNCEMENTS.

[7. BOARD MEMBER REPORTS OF ACTIVITIES ANDANNOUNCEMENTS]

TREASURER DESCHAINE.

THANK YOU, MADAM SUPERVISOR. A COUPLE OF QUICK ANNOUNCEMENTS.

LAST WEEK THE CATA BOARD MET.

GOOD NEWS IS CATA RIDERSHIP IS UP AND RATES HAVE NOT GONE UP.

SO YOU CAN GET ACROSS TOWN FOR $2.50, HALF THAT IF YOU'RE A STUDENT AND $0.60 IF YOU ARE DISABLED. SO IT'S STILL A BARGAIN AND TOOK IN THESE DAYS OF FIVE AND A QUARTER GAS.

SO IT'S GOOD NEWS THAT CATA RIDERSHIP IS RETURNING CLOSER TO PRE-PANDEMIC LEVELS.

ALSO, THE ZBA MET LAST WEEK AND SOME OF THOSE CORRESPONDENCE ARE IN THE BOARD PACKET, BUT THE BOARD DID VOTE 5 TO 0 ON THAT CASE BEFORE.

I'D LIKE TO TAKE A MINUTE TONIGHT TO TALK ABOUT TAX BILLS.

ALL RESIDENTS WILL GET A TAX BILL OR A TAX NOTICE IN THE NEXT TWO WEEKS.

IT SHOULD ARRIVE IN YOUR MAILBOX ON OR ABOUT JULY 1ST.

WE'RE USING OUR NEW FORMAT THIS YEAR, LAST YEAR AND FOR AND PAST, WE USE THIS SIMPLE PRESS AND SEAL FORM.

THIS IS ONE THAT I GOT IN 2016.

YOU WOULD OPEN IT UP AND IT HAD YOUR TAX AMOUNT ON IT.

AND THEN IF YOU WERE, THIS IS FOR A MORTGAGE PAYER OR ESCROW PAYER.

IF YOU ARE PAYING YOUR TAXES YOURSELF, YOU WOULD HAVE AN ENVELOPE THAT RIPPED OUT AND YOU'D TEAR OFF ALL THE EDGES AND EVENTUALLY YOU KIND OF GET AN ENVELOPE FROM THAT AND YOU WOULD TRY AND SEAL IT UP AND PUT IT IN THE MAIL AND HOPE, KEEP YOUR FINGERS CROSSED THAT IT GOT THERE. WELL, WE'VE CHANGED THAT FORMAT.

NOW PEOPLE WILL GET ONE OF TWO DIFFERENT FULL SIZED ENVELOPES, EITHER A PROPERTY TAX BILL OR A PROPERTY TAX NOTICE.

[00:15:02]

SO THAT'S, INDULGE ME HERE AS I SHOW A SAMPLE BILL AND IT'S A FULL SIZE ENVELOPE, YOU OPEN IT UP AND YOU WILL SEE RIGHT IN THE FRONT YOUR BILL.

IT'S A BIGGER FORMAT THAN IN THE PAST, THE AMOUNT THAT IS OWED IS RIGHT HERE.

THE MILLAGES THAT ARE BEING TAXED FOR ARE HERE.

OTHER INFORMATION TO THE LEFT SAYS IN SEVERAL PLACES THAT POSTMARKS ARE NOT ALLOWED.

WE HAVE TO RECEIVE IT BY THE DUE DATE FOR SUMMER TAXES, WHICH IS SEPTEMBER 14TH.

ON THE BACK, WE'VE GOT INFORMATION ON PAYING ONLINE OR DROPPING IT OFF AT THE TOWNSHIP.

ALSO IMPORTANT INFORMATION ON PERSONAL PROPERTY TAX AS WELL AS PROPERTY TAX DEFERRALS FOR CERTAIN RESIDENTS WHO MEET INCOME AND OTHER SPECIAL QUALIFICATIONS.

SO TAX DEFERRALS ARE AVAILABLE FOR SOME OF OUR RESIDENTS.

SO THAT IS THE BILL YOU'LL RECEIVE WHEN YOU'RE READY TO PAY IT YOU SIMPLY FOLD IT OVER.

IT'S PRE PERFORATED AND YOU CAN TEAR IT OFF AND RETURN IT TO THE TOWNSHIP IN THE ENVELOPE, AS WELL AS A REGULAR SIZE RETURN ENVELOPE PRE ADDRESSED FOR THE TOWNSHIP.

AND SO YOU POP THAT IN THERE WITH YOUR CHECK OR MONEY ORDER, DROP IT IN OUR DROP BOX OUT FRONT OR PUT IT IN THE US MAIL AND WE WILL GET IT A FEW DAYS LATER.

NOW IT'S NOT NEXT DAY AS IT USED TO BE.

IT CAN TAKE UP TO 14 DAYS.

SO IF YOU'RE GOING TO MAIL THIS IN TO US, DO IT BY SEPTEMBER 1ST OR DROP IT BY ANY TIME YOU'RE IN THE AREA IN THE WHITE DROP BOX OUT FRONT OR BRING IT TO OUR COUNTER AND WE WILL PROCESS IT THEN AND GIVE YOU A RECEIPT IF YOU'D LIKE ONE AT THAT TIME.

IF YOU ARE AN ESCROW PAYER, THAT IS, IF YOUR MORTGAGE COMPANY IS PAYING YOUR TAX BILL FOR YOU, YOU WILL GET A SLIGHTLY DIFFERENT ENVELOPE THAT WILL SAY PROPERTY TAX NOTICE INCLUDED NOT BILL BUT NOTICE.

AND YOU OPEN THAT UP AS I AM HERE WITH MY IMPROVISED LETTER OPENER AND THE TAX NOTICE LOOKS A LOT LIKE A TAX BILL, BUT IT DOES SAY NOTICE RATHER THAN BILL AND ALL THE OTHER INFORMATION YOU SAW ON THE FIRST ONE.

IT IS ALSO PERFORATED, BUT DO NOT SEND IT IN TO US.

YOUR MORTGAGE COMPANY WILL BE SENDING US PAYMENT AS YOU COUNT ON THEM PAYING FOR YOU EVERY YEAR. WHAT'S NOT INCLUDED IN THIS ENVELOPE IS A RETURN ENVELOPE, BECAUSE THERE'S NO REASON FOR US TO SEND YOU A RETURN ENVELOPE IF YOUR MORTGAGE COMPANY IS PAYING FOR IT.

IN BOTH ENVELOPES, YOU'LL FIND FROM OUR CLERK AN INSERT ON OUR NEW VOTING PRECINCTS.

WE NOW HAVE 22 VOTING PRECINCTS UP FROM 18 OR 19.

19. 19 SO WE HAVE THREE NEW VOTING PRECINCTS, AND THEY'RE ALL LISTED HERE ON THIS PAGE.

THE ADDRESS BY YOUR PRECINCT NUMBER AND WITH YOUR NEW VOTER ID CARD, YOU WILL BE GETTING YOU'LL HAVE YOUR PRECINCT NUMBER, HERE IS THE ADDRESS HERE ON THAT.

ALSO INFORMATION ON YOUR COUNTY COMMISSIONER, US CONGRESSIONAL, STATE SENATE AND STATE HOUSE SEATS. THAT'S ALL THERE.

AND ALSO THIS VERY NICE PIECE PUT OUT BY THE SECRETARY OF STATE ON MICHIGAN VOTER INFORMATION CENTER. AN EASY WAY TO GO ONLINE AND LOOK AT YOUR BALLOT AHEAD OF TIME, SEE IF YOU'RE REGISTERED, SEE IF YOU ARE ON THE LIST FOR AN ABSENTEE BALLOT AS WELL.

SO THIS WILL BE INCLUDED.

ALL TAX BILLS HAS NOTHING DIRECTLY TO DO WITH YOUR TAXES, BUT IT'S INCLUDED BECAUSE IT COST US NOTHING MORE TO INCLUDE THAT WITH YOUR TAX BILL.

AND THIS IS VALUABLE INFORMATION.

WE THOUGHT THE TAXPAYERS WOULD LIKE TO HAVE INFORMATION AS WELL ON THEIR VOTING BECAUSE OUR RESIDENTS PAY THEIR TAXES VERY WELL, 99 PLUS PERCENT PAY THEM ON TIME.

AND ALSO OUR RESIDENTS VOTE IN A VERY, VERY HIGH PERCENTAGE.

SO IT SEEMS TO MAKE SENSE TO COMBINE THE TWO THINGS TOGETHER AND SAVE THE EXPENSE OF THE CLERK, HAVING TO MAIL THOSE OUT SEPARATELY TO EVERY TAXPAYER.

THAT'S MY REPORT. THANK YOU. THANK YOU.

OTHER BOARD MEMBERS? TRUSTEE WILSON.

I JUST WANTED TO COMMENT THAT WE HAD A WONDERFUL OPPORTUNITY THIS WEEKEND TO CELEBRATE JUNETEENTH WITH A NUMBER OF DIFFERENT ACTIVITIES THAT WENT ON.

AND I TOOK ADVANTAGE OF THAT AND WENT TO THE SUNDAY SERVICE WITH REVEREND MARVIN WILLIAMS FROM TRINITY CHURCH, WHO SPOKE ABOUT THE SLAVERY AND EMANCIPATION AND ABOUT THE SPIRITUAL SONGS THAT LED PEOPLE TO MOVE NORTH FROM THE SOUTH AND WHAT THOSE SONGS MEANT.

IT WAS INSPIRING.

AND THEN I JOINED SUPERVISOR JACKSON FOR SUNDAY SUPPER AND IT WAS GREAT.

IT WAS YES. VERY GOOD.

YES. SO THAT WAS GREAT.

AND THEN WE HAD THE FOLLOW UP OF THE EMPLOYEE PICNIC YESTERDAY TO RECOGNIZE JUNETEENTH.

AND I KNOW YOU WERE THERE AND PHIL AND I WAS THERE AND SCOTT AND IT WAS WONDERFUL.

SO THANK YOU FOR ALL THOSE OPPORTUNITIES.

I WANT TO POINT OUT, DIRECTOR CLARK WAS HEAD OF THAT COMMITTEE.

YOU DID A FABULOUS JOB.

[00:20:01]

SO I WOULD LIKE TO SEE THIS KIND OF ENERGY GO INTO THIS NEXT YEAR.

THANK YOU. THANK YOU.

OTHER BOARD MEMBERS? ALL RIGHT, THEN WE COME TO APPROVAL OF OUR AGENDA.

[8. APPROVAL OF AGENDA]

TREASURER DESCHAINE.

MOVE FOR APPROVAL OF THE AGENDA AS PRESENTED.

SUPPORT. TRUSTEE WILSON SUPPORTED THE MOTION.

ANY DISCUSSION? ALL IN FAVOR OF THE MOTION PLEASE SAY AYE.

AYE. OPPOSED NAY.

CHAIR VOTES AYE.

AND THE AGENDA IS APPROVED.

COME TO THE CONSENT AGENDA, WHICH INCLUDES COMMUNICATIONS MINUTES OF THE JUNE 7, 2022

[9. CONSENT AGENDA (SALMON)]

REGULAR MEETING AND THE MANAGER'S BILLS.

TRUSTEE HENDRICKSON.

THANK YOU, MADAM SUPERVISOR. I MOVE THE CONSENT AGENDA AS PROPOSED.

SUPPORT.

SUPPORTED BY TRUSTEE WILSON.

ANY OTHER DISCUSSIONS OR COMMENTS THEN MR. LEMASTER WE'LL HAVE A ROLL CALL VOTE.

SUPERVISOR JACKSON.

YES. CLERK GUTHRIE.

YES. TREASURER DESCHAINE.

YES. TRUSTEE HENDRICKSON.

YES. TRUSTEE WILSON.

YES. MOTION CARRIED FIVE ZERO.

THANK YOU. NEXT ON OUR AGENDA ARE OUR ACTION ITEMS. ITEM 12.

[12A. Ordinance 2022-10 – Decks in Planned Unit Developments-Introduction]

ITEM 12 A IS ORDINANCE 2022-10 DECKS IN PLANNED UNIT DEVELOPMENTS AND INTRODUCTION.

WE WILL HEAR FROM DIRECTOR SCHMITT.

THANK YOU, MADAM SUPERVISOR.

THE BOARD SAW THIS AT THEIR LAST MEETING AND GENERALLY HAD NO PROBLEMS WITH IT.

ONE QUESTION WAS BROUGHT UP BY TRUSTEE HENDRICKSON.

THE AREAS WE MIGHT SEE THIS BEING USED IN AND THE TWO AREAS WE KNOW OF OFF THE TOP OF OUR HEADS BECAUSE WE ACTUALLY ALREADY HAVE APPLICATIONS FROM THEM ARE THE WILDWOOD LAKES AREA. SO SOUTH OF BURCHAM THERE, JUST TO THE EAST OF PARK LAKE AND CONVENIENTLY ALSO OFF PARK LAKE, THE GREENS AND WALNUT HILLS.

WE ALSO BELIEVE THAT THERE ARE A COUPLE OF NEIGHBORHOODS AROUND LAKE OF THE HILLS THAT MAY FALL UNDER THIS SPECIFIC PROVISION.

WE HAVEN'T GOTTEN A FORMAL REQUEST FROM THEM, BUT LOOKING QUICKLY INTO THE CONDOMINIUM PAPERWORK ON THEM, WE BELIEVE THAT THEY WOULD ALSO BENEFIT FROM THIS.

SO, AGAIN, VERY SMALL, WEIRD LITTLE PROBLEM, BUT IT WILL DEFINITELY HELP OUT A CERTAIN SEGMENT OF HOMEOWNERS DRAMATICALLY GOING FORWARD IN TERMS OF BEING ABLE TO REPLACE THEIR DECKS. SO STAFF WOULD RECOMMEND APPROVAL OF THIS.

AND WE HAVE PROVIDED YOU WITH A RESOLUTION TO INTRODUCE THE ORDINANCE THIS EVENING IF YOU SO CHOOSE.

OKAY. BOARD MEMBERS. TRUSTEE HENDRICKSON.

ANSWERING MY QUESTION. I'M SURE THAT THE RESIDENTS OF THOSE AREAS WILL BE PLEASED SHOULD THIS PASS, THAT THEY ARE ABLE TO BUILD DECKS WITHOUT HAVING TO GO THROUGH AN INCREDIBLY DIFFICULT PROCESS INVOLVING A LOT OF RED TAPE.

ANYONE ELSE. MR. SCHMITT, MAY I ASK YOU TO SPEAK A LITTLE BIT ABOUT THIS SPECIFIC ISSUE THAT THIS IS ADDRESSING? YES MA'AM.

I FOUND IT VERY INTERESTING.

I HAD NOT THOUGHT ABOUT THE BUILDING ENVELOPE ISSUE IN A PLANNED UNIT DEVELOPMENT AND HOW THAT MOTIVATED THIS CHANGE AND THIS ADDITION OF SOME FLEXIBILITY AND MAKING ADJUSTMENTS THERE. YEAH. SO FUNDAMENTALLY, THESE WERE STRUCTURED THE LEGAL DOCUMENTS THAT ESTABLISH THESE OR GENERAL CONDOMINIUMS. SO GENERAL CONDO, WHERE YOU GENERALLY OWN THE BUILDING AND A SITE CONDO, WHERE YOU GENERALLY OWN THE LAND AND THE BUILDING.

SO IN A GENERAL CONDO YOU ESTABLISH A BUILDING ENVELOPE.

AND IN THE CASE OF EARLY CONDOS, WHEN MICHIGAN WAS FIRST STARTING TO DO THIS, IT WAS OFTEN JUST THE BUILDING, THE SQUARE OF THE BUILDING, NOT THINKING THROUGH PORCHES AND DECKS AND DRIVEWAYS AND ALL THE OTHER THINGS THAT EVENTUALLY GOT US TO SITE CONDOS AS A STATE, BECAUSE THAT BECAME A LITTLE MORE FLEXIBLE FROM A HOME OWNERSHIP PERSPECTIVE.

SO ANY TIME YOU CHANGE THOSE UNDER TYPICALLY UNDER THEIR UNDERLYING APPROVAL, IN OUR CASE A PUD AND OTHER COMMUNITIES, IT WOULD BE ANOTHER THING YOU ARE CHANGING THE OPEN SPACE BECAUSE YOU'RE ADDING TO THAT BOX.

AND SO THAT IS TYPICALLY A MAJOR AMENDMENT TO THE UNDERLYING APPROVAL BECAUSE IT'S CHANGING THE OPEN SPACE, WHICH IS WHY YOU ADOPTED THESE ORDINANCES TO BEGIN WITH TO

[00:25:03]

PRESERVE OPEN SPACE. SO WHAT THIS DOES IS IT ALLOWS US TO TAKE INTO ACCOUNT THAT THOSE EXTRAS THAT YOU OFTEN SEE WITH A HOME AND GIVE THEM A LITTLE FLEXIBILITY BECAUSE IT'S ALREADY THERE. WE KNOW IT'S ALREADY THERE.

IT WAS ADDED ON AS PART OF THE ORIGINAL CONDOMINIUM.

IT JUST WASN'T TAKEN INTO ACCOUNT WHAT IF WE EVER HAVE TO CHANGE THOSE? OKAY, THANK YOU.

SO WHAT IS BEFORE US IS A MOTION APPROVING THE INTRODUCTION OF A ZONING AMENDMENT.

TREASURER DESCHAINE.

I TOO SUPPORT THIS ORDINANCE CHANGE.

AND I'LL MAKE THE MOTION I MOVE TO ADOPT THE RESOLUTION APPROVING FOR INTRODUCTION ZONING AMENDMENT NUMBER 2022-10 TO AMEND THE ZONING ORDINANCE OF THE CHARTER TOWNSHIP OF MERIDIAN AND AT SECTION 86439 TO AMEND THE STANDARDS FOR ENLARGING DECKS IN PLANNED UNIT DEVELOPMENTS. SUPPORT.

SUPPORTED BY TRUSTEE WILSON.

MR. DESCHAINE, DO YOU HAVE ANYTHING TO ADD? JUST AGAIN TO THANK STAFF FOR BRINGING UP THESE RATHER OBSCURE ZONING QUIRKS THAT WE'VE GOT AND HELPING US TO ADDRESS THEM PROACTIVELY.

LIKE THIS IS SOMETHING THIS BOARD MEMBER APPRECIATES VERY MUCH.

ALL CREDIT TO ASSISTANT PLANNER CHAPMAN ON THIS ONE.

IT TOOK HIM A WHILE TO EXPLAIN IT TO ME, BUT ONCE I FINALLY UNDERSTOOD IT, I WAS LIKE, OKAY LET'S TAKE CARE OF THIS.

GREAT. AND TRUSTEE WILSON, DO YOU HAVE? IT SEEMS LIKE A PRACTICAL MATTER TO ME, SO I AM SUPPORTING IT.

I WOULD JUST ADD THAT I BET THERE'S SOMEONE WHO WILL VIEW THIS, THE RECORDING OF THIS AND REALIZE, OH, I NEVER THOUGHT OF THAT.

[LAUGHTER] AND THEN MAYBE APPRECIATE YOUR EFFORTS EVEN MORE.

OTHER COMMENTS.

THIS WILL CALL FOR A VOICE VOTE.

MR. LEMASTER.

YEAH. YOU'RE NOT ACTUALLY AMENDING THE ORDINANCE AT THIS TIME.

IT'S JUST FOR INTRODUCTION.

OKAY, SO ALL IN FAVOR OF THE MOTION THAT'S BEEN PROPERLY MADE AND SECONDED TO APPROVE FOR ADOPTION THE RESOLUTION PLEASE SAY YES.

YES. OPPOSED NO.

THE CHAIR VOTES YES AND THE MOTION PASSES.

THANK YOU. THANK YOU.

MR. SCHMITT. ITEM 12 B UNDER ACTION ITEMS IS THE FIRE CONTRACT MODIFICATION [INAUDIBLE]

[12B. Fire Contract Modifications]

MR. WALSH WILL.

SO AS YOU KNOW WELL, FIRST OF ALL, THINK ABOUT THIS, THAT ONCE YOU GO GET YOUR EMT LICENSE AND THEN YOU TAKE THE NEXT YEAR, YEAR AND A HALF, SPEND $18,000 DOLLARS AND GO THROUGH YOUR PARAMEDIC LICENSE AND THEN GO TO THE STATE AND TAKE YOUR PARAMEDIC LICENSING, WHICH YOU GET THROUGH ALL THAT.

YOU COME AND YOU GET A JOB AND YOU'RE RESPONSIBLE FOR THE YOUNG CHILD WHO'S FOUND IN THE POOL UNRESPONSIVE FOR THE PERSON WHO'S GONE IN CARDIAC ARREST AT THE COURT ONE AND ON AND ON.

THINK ABOUT THE RESPONSIBILITIES AFTER YOU GO THROUGH ALL THAT SCHOOLING AND WHAT RESPONSIBILITY, NOT EVEN GETTING INTO THE BURNING BUILDING AND WHO'S INSIDE AND ALL OF THAT. BUT THINK ABOUT THE RESPONSIBILITY THAT COMES WITH BEING A PARAMEDIC FIREFIGHTER.

IT'S DAUNTING.

TONIGHT, AS YOU KNOW, IF YOU REWIND THE TAPE THREE MONTHS AGO, TWO MONTHS AGO, RECRUITMENT IS A DIFFICULT THING FOR ALL COMMUNITIES RIGHT NOW, NOT JUST IN MICHIGAN, BUT NATIONWIDE FOR PARAMEDICS AND FOR POLICE OFFICERS.

WE'RE THANKFUL HERE IN MERIDIAN TOWNSHIP, WE ARE FULLY STAFFED ON THE PARAMEDIC SIDE.

WE'RE MAKING HEADWAY ON THE POLICE DEPARTMENT SIDE.

BUT A LOT OF THAT'S BECAUSE OF THE EFFORTS OF OUR TWO CHIEFS AND THE TOWNSHIP BOARD.

TONIGHT THE PROPOSAL BEFORE YOU IS TO ELIMINATE THE BOTTOM TIER OF THE SALARY SCHEDULE FOR FIREFIGHTER PARAMEDICS, AND THAT EVERYONE THAT'S INCLUDED IN THAT SCALE WOULD MOVE UP ONE LEVEL. NOW, THAT'S DIFFERENT FROM THE POLICE DEPARTMENT.

I'LL TELL YOU WHY. THE POLICE DEPARTMENT HAS SIX LEVELS FOR A SALARY SCHEDULE.

AND REMEMBER THE FIRE ONLY HAS FIVE.

WE'VE SAT DOWN, WE'VE MET BECAUSE WE WANT TO MAKE SURE THAT THERE'S AN ISSUE OF FAIRNESS AND EQUITY RIGHT AMONG THE FIRE AND POLICE DEPARTMENTS, EQUALLY WITH SIGNIFICANT RESPONSIBILITIES FOR THE TOWNSHIP.

IF THIS PROPOSAL PASSES TONIGHT, THE LOWER LEVEL OF THE WAGES FOR THE FIRE DEPARTMENT WOULD BE ELIMINATED.

EVERYONE WOULD GO UP ONE LEVEL.

AND ALSO THOSE THAT ARE NOT INCLUDED IN THAT, THE LOWER LEVEL THAT HAVE BEEN HERE FOR A

[00:30:06]

NUMBER OF YEARS. ONE OF THE THINGS THAT THE BENEFIT FOR THEM IN THIS IS THAT THE EXTRA ONE AND A HALF PERCENT THAT WAS GIVEN TO THE MORE SENIOR STAFFING WOULD REMAIN AND BE COMPOUNDED FOR NEXT YEAR.

SO THERE'S A LITTLE BIT IN THIS PROPOSAL FOR ALL 34 MEMBERS OF OUR POLICE DEPARTMENT OR OUR FIRE DEPARTMENT. SO THAT'S WHAT'S BEFORE YOU TONIGHT IS THE ADJUSTMENT IN THE SALARY SCALE FOR THE FIREFIGHTER, PARAMEDICS BY THE ELIMINATION OF THE LOWER LEVEL AND A ONE BUMP FOR EVERYONE THAT'S INCLUDED.

AND THAT WOULD BE FIREFIGHTER PARAMEDICS WHO HAVE BEEN HERE FIVE YEARS OR LESS.

I'D BE HAPPY TO ANSWER ANY QUESTIONS YOU HAVE.

BOARD MEMBERS. DO WE HAVE A MOTION? DID THEIR MOTION NOT GET PUT ON THERE.

OKAY. I DON'T SEE A MOTION? SO A MOTION TO APPROVE THE ATTACHED SALARIES YEAH.

OH, AND IT'LL TAKE EFFECT AS THE MEMO STATES.

I SHOULD CLARIFY TOO MADAM SUPERVISOR AND BOARD MEMBERS THAT THIS WILL TAKE, IF IT'S APPROVED, WOULD BE RETRO FOR THREE DAYS AGO TO JUNE 18TH, BECAUSE THAT'S THE BEGINNING OF THE PAYROLL, AND IT MAKES IT A LOT EASIER FOR OUR PAYROLL OFFICE.

OKAY.

I'M SORRY, TRUSTEE WILSON.

FOR QUESTIONS OR FOR A MOTION.

I THINK WE SHOULD HAVE A MOTION FIRST AND THEN DISCUSS.

I MOVE THAT WE ACCEPT THE FIRE RECRUITMENT AND RETENTION PROGRAM AS PRESENTED TO US TONIGHT BY MANAGER WALSH.

SUPPORT.

GUTHRIE SECONDED THE MOTION.

YOU THEN CAN LEAD OUR COMMENTS AND QUESTIONS.

WELL, I THINK WE'VE RECOGNIZED RECENTLY THAT WE HAVE NOT BEEN AS EQUITABLE AS WE SHOULD HAVE BEEN. AND IN COMPARISON TO OTHER COMMUNITIES, WE HAVE NOT BEEN COMPENSATING OUR INDIVIDUALS AS WELL AS WE WOULD HOPE, AND THIS HAS LED TO SOME CHALLENGES WITH RETENTION.

SO I THINK THESE ARE STEPS IN THE RIGHT DIRECTION FOR BOTH THE POLICE DEPARTMENT AND THE FIRE DEPARTMENT TO OFFER A SLIDING SCALE WAGE THAT IS MORE IN TUNE WITH WHAT OUR ECONOMIC SITUATION IS TODAY.

AND CLERK GUTHRIE.

THANK YOU. WE'VE HEARD THE TOWNSHIP MANAGER SAY THIS OVER AND OVER AGAIN.

OUR NUMBER ONE JOB IS CUSTOMER SERVICE.

AND EACH AND EVERY STAFF POSITION IN THIS TOWNSHIP IS PROVIDING CUSTOMER SERVICE.

AND JUST ECHOING WHAT TRUSTEE WILSON SAID IN REGARDS TO HAVING PAY THAT IS EQUITABLE FOR THE SERVICES THAT OUR STAFF IS PROVIDING OUR COMMUNITY MEMBERS AND I LIKE THIS PROPOSAL AS IT'S PRESENTED, I THINK IT'S AN EXCELLENT ADDITIONAL DIRECTION THAT I'VE SEEN THE MANAGER AND THE HR DEPARTMENT TAKE IN REGARDS TO THE WAGE SCALE, AND PARTICULARLY IN REGARDS TO POLICE AND FIRE AND PROTECTING OUR COMMUNITY MEMBERS.

AND YOU KNOW, FROM THE EXAMPLES THAT MANAGER WALSH TALKED ABOUT TO OUR AGING POPULATION AND HOW OUR POLICE AND FIRE TAKES CARE OF OUR AGING POPULATION AND OUR ELDERLY.

AND I'VE PERSONALLY HAD THAT EXPERIENCE THIS YEAR TWICE WITH MY MOM HAVING TO HAVE FIREFIGHTERS COME TO HER HOME AND ASSIST HER AND TAKE HER TO THE HOSPITAL.

THERE'S NOTHING MORE APPRECIATIVE THAN HAVING STAFF WHO TAKES CARE OF THE PEOPLE WHO LIVE HERE AND THE POLICE AND FIRE IS PART OF THAT AND SO LARGE PART OF THAT.

AND SO I'M HAPPY TO SEE THIS IN PLACE AND SEE THE TOWNSHIP MOVE IN THIS DIRECTION.

THAT'S WHY I SUPPORT THIS.

TRUSTEE HENDRICKSON.

THANK YOU, MADAM SUPERVISOR.

AND I AGREE WITH EVERYTHING THAT'S BEEN SAID THUS FAR ABOUT OUR FIREFIGHTERS AND PARAMEDICS. THIS IS THE CONTINUATION OF A SERIES OF ACTIONS THAT THIS BOARD HAS TAKEN AT THE GUIDANCE OF THE MANAGER TO HELP TO MAKE OUR PUBLIC SAFETY WORKERS, OUR POLICE AND FIREFIGHTERS HAVE REASON TO STICK AROUND IN THE TOWNSHIP IN WHAT IS A VERY COMPETITIVE

[00:35:07]

MARKET FOR TALENTED RECRUITS, BUT ALSO TALENTED EMPLOYEES TO REMAIN HERE.

ALL IN ALL, THE $55,000 PRICE TAG ON THIS, THE ESTIMATED COST OF THIS BEING IMPLEMENTED IS WELL WORTH THE MONEY SPENT TO RETAIN THE HIGH QUALITY EMPLOYEES THAT WE ALREADY HAVE AND TO ATTRACT THE BEST AND BRIGHTEST TO COME AND WORK FOR US.

I ALSO THINK WE'RE ACKNOWLEDGING THAT SIMPLY THE COST OF LIVING HAS INCREASED MUCH FASTER THAN ANTICIPATED THIS YEAR.

THAT'S PART OF THE REASON WHY THE MARKET IS SO COMPETITIVE.

AND I THINK IT'S FORWARD THINKING COMMUNITIES LIKE THIS ONE THAT WILL TAKE PROACTIVE STEPS TO ADDRESS THAT.

THAT WILL BE THE WINNERS OF THOSE RECRUITING FIGHTS TO COME.

SO I THANK THE MANAGER FOR BRINGING THIS TO US, AND I'LL BE SUPPORTIVE OF THIS MOTION.

TREASURER DESCHAINE. THANK YOU.

I TOO WILL BE SUPPORTING THIS.

I'M GLAD THE MANAGER HAS BROUGHT THIS BEFORE US.

IT DOES RECOGNIZE THE ESSENTIAL WORK DONE BY OUR PARAMEDICS AND FIREFIGHTERS.

THEY ARE THE MOST HIGHLY RECOGNIZED AND HIGHLY RATED OF ALL OF THE TOWNSHIP SERVICES THAT WE SEE IN OUR SURVEYS WE DO EVERY THREE YEARS.

THEY SHOW UP ON TOP POLICE AND FIRE EVERY TIME BY A WIDE MARGIN.

IT IS A FACT THAT THIS WILL HAVE A SLIGHTLY RETROGRADE IMPACT ON OUR ATTEMPTS TO PAY DOWN OUR PENSIONS AS QUICKLY AS POSSIBLE.

IT'LL TAKE US A LITTLE MORE.

WE'LL HAVE TO PUT MORE IN OR ONTO TO MEET OUR GOALS THERE.

BUT AS TRUSTEE HENDRICKSON SAID, IT'S ESSENTIAL.

WE COULD END UP WITH OUR PENSIONS PAID OFF AND HALF OUR FIRE DEPARTMENT GONE BECAUSE THEY GOT BETTER JOB OFFERS. IT'S A VERY MOBILE JOB MARKET RIGHT NOW, AND YOU EITHER VALUE YOUR EMPLOYEES AND SHOW IT WITH SALARY AND BENEFITS OR YOU LOSE EMPLOYEES RIGHT NOW.

SO WE'VE GOT TO BE COMPETITIVE IN THIS MARKET.

WE'VE GOT HIGHLY SKILLED, VERY HARD WORKING AND DEDICATED POLICE AND FIRE, AND WE NEED TO KEEP THEM AND FILL OUT THE RANKS, PARTICULARLY IN THE POLICE DEPARTMENT.

THIS IS A GOOD STEP ALONG THAT WAY.

THANK YOU. TRUSTEE WILSON, DID YOU MAKE THE MOTION? WOULD YOU REPEAT THE MOTION FOR ME? LET ME SEE IF I CAN.

I MOVE TO ACCEPT WHAT'S THE WORD? WHAT'S THE VERB I NEED? I THINK WHAT YOU SAID IS I GO TO SUPPORT THE RETENTION AND RECRUITMENT PROGRAMS OUTLINED BY THE MANAGER EFFECTIVE JUNE 18TH.

THAT'S WHAT I SAID.

OKAY [LAUGHTER] THANK YOU, MR. LEMASTER. THE MOTION WAS MADE BY TRUSTEE WILSON AND SECONDED BY, I BELIEVE, CLERK GUTHRIE.

AND I BELIEVE WE NEED A ROLL CALL VOTE FOR THIS.

YES. CLERK GUTHRIE. YES.

TREASURER DESCHAINE.

YES. TRUSTEE HENDRICKSON.

YES. TRUSTEE WILSON.

YES. SUPERVISOR JACKSON.

YES. MOTION CARRIED FIVE ZERO.

THANK YOU. THANK YOU. AND I REALLY APPRECIATE YOUR SUPPORT.

AND I KNOW THEY DO AS WELL.

THANK YOU. WE MOVE NOW TO ITEM 13 BOARD DISCUSSION ITEMS 13 A

[13A. Mixed Use Planned Unit Development #22014-1621 & 1625 Haslett Road-Haslett Village]

IS THE MIXED USE PLAN UNIT DEVELOPMENT NUMBER 22014-1621.

NO I'M SORRY, LET ME START AGAIN.

MIXED USE PLAN UNIT DEVELOPMENT NUMBER #22014-AT 1614.

THAT'S NOT RIGHT EITHER.

I'M NOT READING THIS CORRECTLY.

THE NUMBER FOR THE ACTION IS 22014.

RIGHT.

THE ADDRESSES ARE THE OTHER TWO NUMBERS OKAY.

ITEM 13 A.

MR. SCHMITT. [LAUGHTER] MADAM SUPERVISOR, I APPRECIATE YOU STALLING FOR ME WHILE I CAN GET THE SITE PLAN UP ON THE SCREEN.

[LAUGHTER] IT'S VERY KIND OF YOU.

ANYTIME. YOU KNOW, I WILL JUST GO BACK BRIEFLY.

AND, YOU KNOW, WHEN I FIRST WAS ASKED TO TO CONSIDER COMING HERE, THIS WAS ONE OF THE PROJECTS THAT I WAS MOST EXCITED ABOUT, BECAUSE I'VE NEVER KNOWN ANYTHING IN THE SHOPPING

[00:40:01]

CENTER SINCE I MOVED TO LANSING.

SO THIS IS A LONG TIME COMING AND THIS IS A GREAT PROJECT TO BRING FORWARD.

SO THIS IS THE REDEVELOPMENT OF THE HASLETT VILLAGE SQUARE SHOPPING CENTER, THE REMAINDER OF THE SHOPPING CENTER.

SO LET ME JUST BRIEFLY ORIENT YOU HERE.

AND THIS IS NOT THE IDEAL SCENARIO TO ORIENT YOU, BUT THIS IS MARSH ROAD AND HASLETT ROAD. THE PINE VILLAGE PROJECT, WHICH IS NOW KNOWN AS AMERICAN HOUSE, IS LOCATED JUST TO THE WEST.

SO THIS IS THE PROJECT.

AND IN THIS VIEW, MARSH ROAD IS ON THE TOP.

SO WE'RE NOW ROTATED 90 DEGREES.

SO THE REQUEST IN FRONT OF YOU THIS EVENING IS A CULMINATION OF PLANNING EFFORTS BY THE DEVELOPMENT TEAM, MEETINGS WITH STAFF, AND MANAGER WALSH, ECONOMIC DEVELOPMENT DIRECTOR CLARK AND THEN PLANNING COMMISSION, WHO HAS ALSO REVIEWED THIS MATTER MULTIPLE OCCASIONS.

SO THEY WOULD REMOVE THE ENTIRETY OF THE BUILDINGS ON THE PROPERTY WITH THE EXCEPTION OF THE BUILDING RIGHT IN THE FRONT MIDDLE HERE ALONG HASLETT ROAD.

THAT BUILDING IS PROPOSED TO BE RETAINED AND RESTORED AND RENOVATED AND USED IN THE FUTURE PLANS.

THE REMAINDER OF THE COMMERCIAL BUILDINGS WOULD BE REMOVED IN ITS PLACE.

YOU WOULD HAVE A SERIES OF 20 TOTAL BUILDINGS, 19 NEW BUILDINGS AND ONE EXISTING BUILDING ON THE CORNER AS PROPOSED A NEW RETAIL BUILDING 21,000.

MY APOLOGIES. I WAS DOING THE TOTAL MATH.

IT'S ABOUT 14,000 SQUARE FEET.

THE RETAINED BUILDING TO THE SOUTH IS ABOUT 7,000 SQUARE FEET, WHICH GETS US TO THE 21,000 TOTAL SQUARE FEET.

THE BUILDING TO THE SOUTH OF THAT BUILDING, A 1 ROUGHLY THE SAME HEIGHT AS THE PINE VILLAGE BUILDING.

THE REMAINDER OF THE BUILDINGS IN THE MIDDLE HERE ARE STACKED FLATS BUILDINGS, AND THEN THE BUILDINGS ALONG THE REAR, ARE TOWNHOUSES.

SO MORE SIDE BY SIDE TYPE UNITS.

IN TOTAL PROPOSED 290 RESIDENTIAL UNITS IN THOSE 20 NEW BUILDINGS.

THE APPLICANT IS PROPOSING THIS UNDER THE MUPUD AND THIS IS THE FIRST PROJECT UNDER THE NEWLY REVISED MIXED UNIT USE PLAN UNIT DEVELOPMENT DISTRICT.

AND SO THERE IS A WHOLE NEW SERIES OF AMENITY REQUIREMENTS THAT I WILL BRIEFLY DISCUSS FOR YOU AND THAT MR. SENIOR PLANNER SHORKEY HAS OUTLINED IN HIS MEMO.

SO AS YOU MAY RECALL, THERE IS A REQUIREMENT THAT THERE IS AT LEAST ONE TIER ONE AMENITY FOR ANY PROJECT THAT GETS TO A CERTAIN NUMBER OF WAIVERS, WHICH IN THIS CASE THEY HAVE REACHED. AND THERE IS ALSO A REQUIREMENT FOR THAT ONLY ONE TIER THREE AMENITY CAN COUNT TOWARDS THEIR TOTAL.

SO IN THIS CASE, THEY ARE REQUESTING WAIVER FOR A SETBACK ALONG HASLETT ROAD BECAUSE WE ARE AGAIN TRYING TO PUSH CLOSER TO HASLETT AND MARSH ROADS TO BE SIMILAR TO THE MARATHON.

IN THIS CASE WE WON'T BE QUITE AS CLOSE BECAUSE WE ARE PLANNING ON POTENTIAL FOR OUTDOOR SEATING. IF THERE IS A RESTAURANT IN THAT AREA, IT'D BE A GOOD SPOT TO PUT A PATIO.

SO IT'S CLOSE, BUT IT'S NOT QUITE AS CLOSE AS HASLETT MARATHON.

BUT THEY ARE REQUESTING A WAIVER ALONG HASLETT ROAD AND A WAIVER ALONG MARSH ROAD OF THE 100 FOOT SETBACK.

A WAIVER, ODDLY ENOUGH, TO THE SOUTH BECAUSE THE RAILROAD TRACKS ARE ZONED RESIDENTIAL.

SO THERE'S A WAIVER REQUIREMENT ADJACENT TO RESIDENTIAL ZONED PROPERTY.

THEY ARE REQUESTING WAIVER OF THE PARKING REQUIRED FOR THE PROJECT.

AND I WILL GET BACK TO THAT AND I KNOW THE APPLICANT WILL SPEAK TO THAT FURTHER AND A WAIVER OF THE PARKING SETBACK.

AND IT'S REALLY JUST IN THIS LITTLE AREA RIGHT UP HERE.

SO FOR THOSE WAIVERS, A TOTAL OF TEN AMENITIES ARE REQUIRED.

SO THE MUPUD REQUIRES ONE NO MATTER WHAT.

EVEN IF YOU MEET ALL THE ORDINANCE REQUIREMENTS YOU HAVE TO GIVE US ONE AMENITY.

EACH REQUESTED WAIVER REQUIRES A ONE FOR ONE.

AND SO IN THIS CASE, FIVE ADDITIONAL AMENITIES ARE REQUIRED.

AND THEN BECAUSE THEY ARE USING THE DENSITY BONUS THAT'S ALLOWED IN DOWNTOWN HASLETT AND DOWNTOWN OKEMOS, ADDITIONAL FOUR ARE REQUIRED.

SO A TOTAL OF TEN AMENITIES ARE REQUIRED.

THEY ACTUALLY EXCEED THAT, BUT ONLY BECAUSE IN THE TIER THREE ONLY ONE COUNTS.

THEY ARE AT TEN.

SO IN THIS CASE THEY ARE PROPOSING TO CONSTRUCT A TRAILHEAD AREA HERE AT THE LAKE LANSING MSU PATHWAY TRAIL, WHERE IT TURNS AS YOU'RE GOING.

HOPEFULLY I WON'T HAVE TO GO UP THE HILL ANYMORE AND THEN COME BACK DOWN THE HILL.

HOPEFULLY THEY CAN CUT THROUGH THIS NEW PARK, BUT PROPOSING A TRAILHEAD THERE WITH PARKING BATHROOMS, WATER FOUNTAINS THAT WOULD BE DEDICATED TO THE TOWNSHIP, THEY'RE PROPOSING ELECTRIC CAR CHARGING STATIONS THROUGHOUT THE PROJECT, BOTH PUBLIC AND PRIVATE.

THEY ARE PROPOSING AN OUTDOOR SEATING PLAZA ADJACENT TO THE BUILDING THAT'S BEING RETAINED. WHAT THEY'RE SHOOTING FOR, FOR THIS BUILDING IS A BIT OF A COMMUNITY SPACE.

AND SO THERE WILL BE AREAS THAT ARE PUBLIC, THERE WILL BE AREAS THAT ARE SEMI PRIVATE, THE USE OF THE SPACE TO BE DETERMINED, BUT SOME SORT OF A COMMUNITY COMMERCIAL USE TO

[00:45:06]

BRING PEOPLE IN, GIVE HASLETT A PLACE TO GATHER.

AS DIRECTOR CLARK HAS TOLD ME, WE NEED SOMETHING OTHER THAN THE CHICKEN SHOP THAT'S COMING, WHICH I'M VERY EXCITED ABOUT.

AND LASTLY, THEY ARE MEETING ONE OF THE ITEMS THAT I THINK I PUSHED FOR WAS TO TRY AND MAKE SURE WE INCLUDED, WHICH WAS THE NO MORE THAN 50% OF ANY ONE DWELLING UNIT TYPE, BECAUSE WHAT WE NEED IS A DIVERSITY OF HOUSING OPTIONS AND THEY ARE DOING THAT IN THIS CASE. WE DO HAVE A FEW STUDIOS WHICH ARE NOT HUGE IN THIS MARKET, BUT A COUPLE.

AND THEN WE ACTUALLY HAVE SOME THREE BEDROOM UNITS COMING IN NOW, WHICH ARE YOU KNOW A LARGER FAMILY THAT'S NOT QUITE READY TO BUY.

BUT THIS IS AN OPPORTUNITY FOR THEM TO GET INTO THE HASLETT SCHOOL DISTRICT AND THE TRADITIONAL ONE, TWO BEDROOMS IN THE MIDDLE.

THE BOTTOM TIER AMENITIES OF WHICH ONLY ONE COUNT.

BUT I WILL POINT OUT WHAT THEY ARE PROPOSING.

THEY ARE WELL IN EXCESS OF THE GREEN SPACE REQUIREMENT THAT'S PROPOSED.

THEY ARE PROPOSING LOW FLOW PLUMBING FIXTURES, WIRELESS ACCESS POINTS THROUGHOUT AND DECORATIVE LIGHTING FIXTURES THROUGHOUT.

SO THEY ARE REALLY MEETING THE INTENT AND GOING SOMEWHAT ABOVE AND BEYOND WHAT IS REQUIRED UNDER OUR REVISED MUPUD ORDINANCE.

THE ONLY THING I REALLY WANT TO TOUCH BASE ON IN ANY DEPTH HERE AND GIVE THEM AN OPPORTUNITY TO SPEAK AND THEN OBVIOUSLY ANSWER ANY QUESTIONS.

I JUST WANT TO TALK ABOUT THE PARKING BRIEFLY BECAUSE IT'S SOMETHING THAT CAME UP AT THE PLANNING COMMISSION LEVEL AND AND STAFF HAS LOOKED AT EXTENSIVELY.

THEY ARE REQUESTING A FAIRLY SUBSTANTIAL WAIVER OF THE PARKING REQUIREMENT.

OUR ORDINANCE ACTUALLY REQUIRES 834 PARKING SPACES.

AND THE APPLICANT IS REQUESTING A WAIVER OF 352.

ONE OF STAFF'S GOALS FOR THE YEAR THAT WE WILL BE REPORTING ON IN THE SEMIANNUAL REPORT AS YOU'LL SEE IN THE NEXT COUPLE OF WEEKS TIE THAT IN THERE IS UPDATING OUR PARKING STANDARDS. BECAUSE I THINK WE'VE ALL HAD THE MOMENT WHERE WE REALIZE, WOW, WE REQUIRE A LOT OF PARKING FOR CERTAIN USES.

THIS IS ONE OF THOSE USES.

OUR RESIDENTIAL PARKING STANDARD IS VERY HIGH, ESPECIALLY IN COMPARISON TO SURROUNDING COMMUNITIES OR JUST OTHER PROJECTS IN GENERAL.

THE APPLICANT WILL SPEAK TO THIS FURTHER.

THEY'RE VERY COMFORTABLE WITH THE PARKING PERCENTAGE THAT THEY HAVE IN TERMS OF THE RATIO OF UNITS OF SPACES THEY'VE ALSO PROVIDED AND CAN SPEAK TO OPPORTUNITIES IF THEY NEEDED TO AREAS WHERE THEY CAN ADD SOME.

AND IT'S NOT A HUGE NUMBER, BUT IT'S NOT AN INSIGNIFICANT NUMBER.

IF THEY NEEDED TO ADD SPACES AND THEY FOUND THAT THERE WAS A SHORTAGE OF 30 SPACES, THEY COULD FIND THOSE ON SITE RELATIVELY EASILY.

AND SO THAT IS WHAT'S IN FRONT OF YOU THIS EVENING.

WE HAVE NOTICES ARE OFFICIALLY OUT NOW FOR THE PUBLIC HEARING ON THE 12TH, WHICH THANK YOU AGAIN TO THE TOWNSHIP BOARD FOR SCHEDULING THAT SORT OF IN ADVANCE AND A LITTLE OUT OF ORDER. WE ACTUALLY KIND OF LIKE DOING IT IN THAT ORDER OR WE MAY START DOING THAT IN THE FUTURE. BUT IT WORKED VERY WELL IN THIS CASE.

SO WE APPRECIATE THAT.

BUT I WILL TURN IT OVER TO THE APPLICANT IF AT SUPERVISORS DISCRETION TO SPEAK FURTHER TO THE PROJECT. YES.

FIRST, IF YOU WOULD, GIVE US YOUR NAME ADDRESS AGAIN AND YOUR COMMENTS.

SURE. I'M MIKE BOSGRAAF, 873 SOUTH SHORE DRIVE, HOLLAND, MICHIGAN.

I'M PLEASED TO BE HERE TODAY WITH OUR DEVELOPMENT TEAM, WHICH IS CHAD KOSTER FROM PARAMOUNT PROPERTIES.

CHAD AND I ARE LIFETIME FRIENDS, SO THAT BRINGS US BACK ABOUT 50 SOMETHING YEARS.

WE'VE ALSO BEEN BUSINESS PARTNERS FOR WELL OVER 30.

WE HAVE MIKE CORBY, WHO IS OUR LEAD ARCHITECT FROM INTEGRATED ARCHITECTURE.

WE HAVE GREG PETRU IS NOT HERE TODAY, BUT HE IS LOCAL CIVIL ENGINEERING KEBS.

HE HAD HIS DAUGHTER'S HONORS MORE IMPORTANT. AND THEN WE HAVE DAVE VAN HAAREN FROM TRITERRA.

HE'S OUR BROWNFIELD TAX CREDIT EXPERT.

BEFORE I TURN IT OVER TO MIKE, TO KIND OF GO OVER A FEW OF THE THINGS, I TOO WANT TO THANK ADMINISTRATIVE STAFF.

WE ARE PROBABLY IN 15, 16 DIFFERENT TOWNSHIPS AND CITIES WITH DIFFERENT PROJECTS, AND WE'VE BEEN WORKING ON THIS PROJECT FOR ABOUT A YEAR AND STAFF HAS BEEN INCREDIBLY PROFESSIONAL; TIM AND AMBER.

WHEN WE GET INTO THESE PROJECTS, IT'S HARD TO GUESS WHAT EVERYBODY WANTS AND IT'S NICE WHEN WE GET GOOD FEEDBACK.

AND THE PLANNING COMMISSION DID A GREAT JOB OF GIVING US FEEDBACK, AND I THINK WE'VE HONORED THAT AND WE'VE BROUGHT CONSISTENTLY BROUGHT PLANS BACK THAT HAVE HONORED THAT FEEDBACK WERE REASONABLE.

AND WE'VE ALSO BROUGHT PLANS BACK THAT I THINK TIM AND AMBER THOUGHT WERE HITTING THE ZONING AND WE DIDN'T HAVE TO DO A LOT OF GUESSWORK, WHICH SURE TAKES A LOT OF WORK OFF

[00:50:03]

OUR PLATE. SO I NEED TO TELL YOU THAT WE DO APPRECIATE STAFF.

THEY DID A FANTASTIC JOB.

WE DO HAVE A LOT OF WORK INTO THIS AND WE THINK WE'RE BRINGING A VERY NICE PROJECT TO YOU. WE'RE EXCITED ABOUT THE TIMING.

I DON'T THINK OUR TIMING COULD GET MUCH BETTER.

THE MARKET IS STRONG.

THE MARKET IS STRONG FOR THIS TYPE OF PROJECT AND WE'RE EXCITED ABOUT THE TIMING FOR IT.

WE'RE EXCITED TO GET GOING AS SOON AS WE CAN.

YEAH, I THINK I CAN TURN IT OVER TO MR. CORBY AND HE CAN GIVE YOU A FEW HIGHLIGHTS.

MR. CORBY. GOOD EVENING, MADAM SUPERVISOR AND BOARD MEMBERS.

AGAIN, I WANT TO ECHO MIKE'S SENTIMENTS TO STAFF.

IT TOOK ME A WHILE TO LEARN WHAT TIER THINGS WERE, AND I THINK I KNOW NOW, SO I'M AN EXPERT ON THEM.

BUT IT'S BEEN PRETTY PAINLESS, ACTUALLY, GOING THROUGH THE PROCESS.

EXCUSE ME. I'M SORRY MIKE CORBY.

YES BEFORE YOU GO FURTHER WILL YOU GIVE US YOUR NAME AND ADDRESS FOR THE RECORD. I'M SORRY. MIKE CORBY INTEGRATED ARCHITECTURE 840 OTTAWA GRAND RAPIDS, MICHIGAN.

OKAY, SO I'M GOING TO JUST GO THROUGH THE HIGHLIGHTS.

WE ARE REQUIRED TO PUT A LOT OF INFORMATION TOGETHER, WHICH WE'RE EXCITED ABOUT.

SO I'LL GIVE YOU THE BENEFIT OF SEEING SOME OF THE ITEMS THAT ARE IN THERE.

BUT I WILL ALSO KIND OF FINISH WITH ADDRESSING SOME OF THE COMMENTS THAT DID COME THROUGH PLANNING COMMISSION AND HIGHLIGHT THOSE MOST SPECIFICALLY PARKING.

OOPS. I'M NOT GOING TO GO THROUGH EACH SLIDE AND EXPLAIN THEM, BUT I WANT TO GET TO A FEW OF THE THINGS. THE BASIC ATTRIBUTES OF THE PROJECT ARE VERY IMPORTANT.

THE DEVELOPMENT TEAM THAT WE'RE WORKING WITH REALLY WANTS TO LOOK AT NOT JUST HOW TO BRING HOUSING INTO THE COMMUNITY, BUT TO BRING A HOUSING TYPE THAT REALLY KIND OF SPEAKS TO THE COMMUNITY. SO A LOT OF EMPHASIS ON WALKABILITY AND THAT GOES TO HOW WE POSITION BUILDINGS AND IN RELATION TO BOTH SIDEWALKS AND VEHICLE CIRCULATION AND THINGS LIKE THAT.

SO YOU CAN SEE THAT THE STREETSCAPES ARE EVEN THOUGH THIS IS A 289 UNIT DEVELOPMENT, AS YOU TRAVEL THROUGH, IT'S A FAMILIAR AND COMFORTABLE KIND OF EXPERIENCE.

YOU'VE GOT FRONT YARDS, WE'VE GOT PORCHES, WE'VE GOT WE TRIED NOT TO HAVE IT WHERE YOU'RE DRIVING THROUGH LARGE PARKING LOTS, WE PUT PARKING AREAS KIND OF BEHIND KIND OF THOSE AVENUES THAT WE WANT TO EMPHASIZE FOR PEDESTRIAN.

SO THERE'S CIRCUITS THAT WE'RE CREATING JUST FOR WALKABILITY.

AND AGAIN, OUR MARKET IS A MARKET THAT IS GOING TO BE YOUNG PROFESSIONALS, YOUNG FAMILIES AND EVEN EMPTY NESTERS.

SO, AGAIN, THOSE THAT REALLY ARE LOOKING FORWARD TO KIND OF HAVING GOOD KINDS OF AMENITIES AND KINDS OF ATTRIBUTES.

SO WE'VE GOT A LOT OF AMENITIES.

AS TIM MENTIONED, THERE ARE AMENITIES THAT WE'RE PROVIDING THAT ARE COMMUNITY BASED IN TERMS OF THE TRAILHEAD, WHICH ALSO INCLUDES A DOG PARK.

AND I'LL SHOW YOU SOME IMAGES OF THAT IN A SECOND.

THE SOCIAL KIND OF CONNECTION THAT WE HAVE.

AND I THINK WE'VE GOT SOME ASPIRATIONS TO BE ABLE TO HOST CERTAIN THINGS LIKE FOOD TRUCKS AND THINGS LIKE THAT, AS WELL AS AMENITIES THAT ARE FOR OUR COMMUNITY MORE DIRECTLY PLAYGROUND AREA, A SMALL OUTDOOR AREA WITH POTENTIALLY A WATER LIKE A SPOOL, AND THEN PICKLEBALL COURTS AND SOME OTHER OUTDOOR ACTIVITY AREAS IN ADDITION TO KIND OF THE PATHWAYS THAT WE'RE CREATING.

BUILDING I WHICH IS THE BUILDING THAT WILL BE RENOVATED WILL BE, AS TIM MENTIONED, REPURPOSED. IT WILL BE KIND OF A COMMUNITY GATHERING SPACE.

SO THERE'LL BE SPACE THAT WILL BE ABLE TO BE A VENUE FOR ACTIVITIES THAT WILL BE AVAILABLE TO THE BROADER COMMUNITY, NOT JUST THE RESIDENTS, AS I MENTIONED EARLIER, THE POTENTIAL FOOD TRUCK CAPABILITY.

WE'RE ALSO PLANNING TO PROVIDE DRIVE THRU CAPABILITIES FOR BOTH BUILDINGS I AND BUILDING H, WHICH IS ON THE CORNER.

WE WOULD REALLY LIKE BUILDING H, WHICH IS THE CORNER BUILDING TO BE, WE'RE REALLY LOOKING FOR THE RIGHT KIND OF USER FOR THAT, WHETHER IT'S A RESTAURANT USER OR RETAIL USER OR COMBINATION. WE DO WANT TO PUT ACTIVITIES ON THE CORNER, WHICH IS A LITTLE BIT DIFFERENT THAN THE NEIGHBORING CORNER, WHERE THEY KIND OF PUT THE BACK END OF THE BUILDING.

[00:55:01]

WE'D LIKE TO KIND OF OPEN THAT UP AND HAVE MORE ACTIVITY VISIBLE FROM THE CORNER, THE DOG PARK AND TRAILHEAD.

AS TIM MENTIONED, IT WILL HAVE RESTROOMS. WE'LL ALSO HAVE A BIKE REPAIR STATION THERE.

WE'LL HAVE WATER, THE DOG PARK ITSELF, AND THEN IT'LL JUST BE CASUAL AREAS TO HANG OUT.

SO IT WILL BE TRULY A PARK AND YOU'LL BE ABLE TO ACTUALLY CONNECT THROUGH OUR NETWORK OF SIDEWALKS. IF YOU DID WANT TO KIND OF HEAD TO HASLETT ROAD TO THE SOCIAL AREA OR THE COMMERCIAL ACTIVITIES.

THE PARKING WE THE GOOD THING IS THIS DEVELOPMENT TEAM HAS A LOT OF EXPERIENCE OF HOW PARKING RATIOS WORK THAT MIGHT BE DIFFERENT FROM WHAT YOU HAVE IN YOUR ORDINANCES.

AND YOUR ORDINANCES, I WOULD AGREE WITH TIM, WE DO HOUSING PROJECTS ALL OVER THE STATE.

IT'S QUITE EXCESSIVE, ESPECIALLY WITH THE TRAJECTORY RIGHT NOW FOR VEHICLE USAGE TO BE BASICALLY WANING A LITTLE BIT.

AND WE HAVE A BUS LINE ON HASLETT ROAD.

SO HOWEVER, JUST TO BE SAFE, THERE ARE A COUPLE OF FACTORS THAT WE'VE BEEN ABLE THAT WE'RE LOOKING AT.

OBVIOUSLY, THE DEVELOPMENT TEAM WANTS TO MAKE SURE THERE IS PLENTY OF PARKING FOR THE RESIDENTS AND THERE ISN'T A PROBLEM.

SO WE'VE HIGHLIGHTED SOME AREAS ON THIS PARTICULAR SLIDE THAT ADDS ALMOST 10% MORE PARKING SPACES AVAILABLE ON SITE.

WE ARE ALSO PHASING THE PROJECT.

SO BASICALLY BUILDING I AND THE BUILDINGS THAT ARE CLOSER TO HASLETT ROAD WILL BE PHASE ONE BUILDINGS.

WE ARE GOING TO BE MARKETING BUILDING H 1 FOR THE RIGHT USER.

SO PROVIDED WE FIND THAT USER EARLY ON, THAT BUILDING WILL BE BUILT OUT IN EARLY PHASE.

HOWEVER, BECAUSE OF THE DISCRETION THAT WE WANT TO USE TO GET THE RIGHT USER, IT MIGHT FOLLOW INTO A LATTER PHASE.

BUT THE POINT THAT I WANT TO MAKE RELATED TO PARKING IS WE'LL BE ABLE TO KIND OF SEE WITH THE RESIDENTS IN THAT PHASE WHAT THE RATIOS REALLY ARE WITH NOW ACTUAL RESIDENTS.

SO WE'LL IF IT'S EXCEEDING THE RATIO THAT WE HAVE ESTABLISHED, WE'VE GOT SOME MECHANISMS WHETHER WE LOOK AT MAYBE EVEN TAKING SOME OF THE PARK AREA POSSIBLY, BUT OBVIOUSLY WE WANT TO MAKE SURE THAT IT WORKS.

BUT RIGHT NOW THE CURRENT RATIO IS ABOUT 1.7 SPACES PER UNIT.

OUR EXPERIENCE HAS BEEN 1.5 IS WHERE IT WORKS REALLY WELL.

WE'LL BE ABLE TO GET OVER 1.8 SPACES PER UNIT IF WE HAVE TO BY ADDING SOME OF THE PARKING THAT'S SHOWN ON THAT PLAN.

SO IT WAS PROBABLY THE LARGEST DISCUSSION ITEM WITH THE PLANNING COMMISSION.

AND WE, AS MIKE BOSGRAAF SAID, WE WANTED TO REALLY ADDRESS IT.

I'M NOT GOING TO GO THROUGH THESE DETAILS.

BUT AGAIN, THE MUPUD HAS A LOT OF INFORMATION THAT'S REQUIRED RELATIVE TO THE BUILDING ARCHITECTURE, WHICH IS GOING TO BE FRESH AND CONTEMPORARY.

AND BUT ALSO WE FEEL ON THE HOUSING SIDE PROPERLY SCALED.

SO WE'VE GOT THE LARGER CALL IT MORE URBAN ARCHITECTURE ALONG HASLETT.

AND THEN AS WE MOVE INTO THE SITE, WE'VE GOT SMALLER SCALED BUILDINGS.

AND THEN AS WE GET CLOSER TO THE INNER URBAN AND THE BACK OF THE SITE, WE'VE GOT TOWNHOUSES WITH GARAGES.

WE ARE GIVING A FRESH LOOK EVEN TO BUILDING I WHICH WILL BE RENOVATED.

IT SERVED ITS PURPOSE IN THE DAYS.

IT'S OBVIOUSLY SEEN BETTER DAYS.

AND SO WE WANT TO KIND OF BRING IT TO A FRESH LOOK AND ALSO KIND OF HAVE IT TIE IN ARCHITECTURALLY TO THE REST OF WHAT WE'RE PROPOSING.

AND WE'VE ALSO KIND OF ADDRESSED SIGNAGE THAT WOULD BE POTENTIALLY PART OF THE RETAIL BUILDINGS. THERE IS A POSSIBILITY, AGAIN, THIS WILL BE TESTED AS WE GET INTO THE MARKET, WHETHER WE WILL ADD CARPORT AREAS OR GARAGES THEY'RE SHOWN ON THE PLAN RIGHT NOW AS TENTATIVE ONLY BECAUSE THEY WILL NOT BE PROVIDED AS THE INITIAL PHASES.

BUT WE'LL SEE HOW THE MARKET RESPONDS TO THAT.

WE'VE SHOWN FLOOR PLANS FOR REFERENCE.

AGAIN, THESE ARE VERY WELL DEVELOPED LAYOUTS THAT THE DEVELOPMENT TEAM HAS USED IN MANY INSTANCES AND A LOT OF FOCUS ON ACCESS TO NATURAL LIGHT, LIVABILITY AND REALLY MAKING THE UNITS AS DESIRABLE AS POSSIBLE SO THAT WE CAN GET RESIDENTS AND ALSO KEEP RESIDENTS.

[01:00:12]

THE LAST THING THAT I'LL MENTION IS WE HAVE IN ADDITION TO PLANNING COMMISSION, WE HAVE RECEIVED STAFF COMMENTS FROM FIRE ENGINEERING AND TRAFFIC.

THE PLAN HAS IN SOME INSTANCES FOLLOWED SOME OF THE CURRENT SITE INFRASTRUCTURE THAT'S THERE. THERE'S A FAIR AMOUNT OF SEWER AND WATER UTILITIES THAT ARE ON SITE.

SO WE DIDN'T WANT TO DISRUPT THOSE AND WE WERE ABLE TO WORK THEM IN.

AND IF YOU DIDN'T KNOW WHERE THEY WERE, I DON'T THINK YOU COULD PICK THEM OUT BECAUSE I THINK THE PLAN FEELS REALLY GOOD EVEN THOUGH WE'VE ACCOMMODATED SOME OF THAT.

SO REALLY HAVE LOOKED AT THIS COMPREHENSIVELY AND WE'RE EXCITED ABOUT IT.

WE'RE EXCITED ABOUT KIND OF THE RESET OF THAT PART OF THE CITY OR PART OF THE TOWNSHIP, AS WELL AS BRINGING A LOT OF NEW RESIDENTS INTO THE COMMUNITY.

SO WE'RE HERE TO ANSWER QUESTIONS.

WE UNDERSTAND THERE'S NOT ACTION TONIGHT, BUT WE'RE HERE TO ANSWER ANY QUESTIONS YOU MIGHT HAVE. BUT AGAIN, THANK YOU.

THANK YOU. ARE THERE OTHERS IN THE GROUP? OKAY, THEN WE ARE OPEN TO QUESTIONS AND COMMENTS FROM THE BOARD.

TRUSTEE HENDRICKSON.

THANK YOU, MADAM SUPERVISOR.

WELL, WHAT AN EXCITING PROJECT THIS IS.

CERTAINLY, I THINK IF YOU ASK ANY OF US WHAT OUR TOP THREE PRIORITIES ARE FOR THE TOWNSHIP, IT'S SEEING NEW ACTIVITY IN THIS AREA AND IN DOWNTOWN OKEMOS AND THE THIRD ONE. [LAUGHTER] SO I HAVE A COUPLE OF QUESTIONS JUST TO CLARIFY SOME INCONSISTENCIES IN SOME OF THE MATERIALS THAT WE WERE PROVIDED.

IF ONE OF THE APPLICANTS COULD HELP ME OUT HERE WITH THE FOLLOWING, YOUR SCHEDULE, WHICH IS ON PAGE 94 OF OUR PACKET, INDICATES THAT BUILDINGS G ONE, A ONE, B, THREE, FOUR AND FIVE AND D FOUR ARE IN THE FIRST PHASE.

THAT'S THE SPRING 23, WINTER 24.

BUT THE BUILDINGS ON THE MAP THAT ARE PROVIDED THAT YOU'RE SHOWING HERE DON'T APPEAR TO THERE IS NO B FOUR OR FIVE, FOR EXAMPLE.

CAN YOU GIVE ME A SENSE OF WHAT WOULD BE IN THAT FIRST WAVE OF BUILDINGS? YEAH, I DID SEND A LETTER.

I'M NOT SURE WAS THAT IN THE PACKET.

SO YEAH, WHAT WE DID IS WE MADE SURE TO PROVIDE YOU BOTH LETTERS THAT HE SENT.

AND SO YOU'RE SEEING THE FIRST ONE, THE ONE THAT IS JUST THE FIRST PAGE BEFORE THE ACTUAL PLANS ACTUALLY HAS THE REVISED SCHEDULE BASED ON THE PLANNING COMMISSION'S INPUT.

GOT IT. OKAY.

WE'VE MADE SOME SHIFTS OVER TIME TO FOLLOW SOME OF THE COMMENTS.

AND SO THE BUILDING WE'VE ACTUALLY REDUCED SOME OF THE NUMBERS OF BUILDINGS.

AND SO I'M NOT SURE WHY WE DID IT, BUT WE KIND OF RE SHIFTED ALL THE DESIGNATION.

SO IF YOU'RE FOLLOWING THE OLD THING, IT'S VERY CONFUSING.

BUT THAT LAST, THE LAST LETTER THAT I SENT HAS BUILDINGS A ONE.

OK. WHICH IS THE FOUR STORY BUILDINGS I H AS I MENTIONED, WITH THE CAVEAT AND THEN BASICALLY THE RING OF BUILDINGS KIND OF ALONG THE NEW THE ENTRY DRIVE FROM MARSH THAT KIND OF BENDS AROUND TO A ONE.

SO THOSE WE WANT TO MAKE SURE THAT WE CREATE A COMPLETED SENSE IN THE FIRST PHASE.

SO IT KIND OF LINES ALL THE BUILDINGS ALONG THAT STREET FRONT AND THEN YOU'LL READ THE REST OF THEM. THANK YOU. YEAH, I APPRECIATE THAT AND THANK YOU FOR THE CLARIFICATION, TIM. I WAS LOOKING AT THE WRONG LIST, SO THAT'S GOOD.

SO COUPLE OF THOUGHTS I HAD AS I WAS LOOKING AT THE MATERIAL THAT WAS PROVIDED.

I VERY MUCH APPRECIATE THE MIXTURE OF HOUSING TYPES.

I THINK THAT WAS I THINK OUR STAFF HAS MENTIONED THAT THAT IS CRITICAL TO BEING ABLE TO PROVIDE A VARIED STOCK OF HOUSING IN THE TOWNSHIP.

I'M ALSO REALLY EXCITED ABOUT THE PLACEMENT OF BUILDINGS, A ONE AND H SPECIFICALLY BECAUSE I HAVE BEEN AN OUTSPOKEN PROPONENT OF FORM BASED CODE IN THE TOWNSHIP.

AND I KNOW THAT'S SOMETHING THAT'S ONE OF MY PRIORITIES, IS THAT WE START TO SLOWLY TRANSITION US TOWARD THAT.

AND I UNDERSTAND THAT WITH THE DEVELOPMENT THAT THE RENOVATION OF BUILDING I AS OPPOSED TO THE REBUILDING OF BUILDING I, THAT THAT'S SET BACK A LITTLE FURTHER.

SO A COUPLE OF THOUGHTS AND QUESTIONS RELATING TO THE BUILDINGS AS PROPOSED.

HAS THERE BEEN ANY DISCUSSION ABOUT MOVING BUILDINGS B ONE AND E ONE CLOSER TO MARSH ROAD

[01:05:01]

SO THAT YOU'RE LOOKING AT BUILDINGS AS OPPOSED TO PARKING ON THAT SIDE OF THE DEVELOPMENT ? THAT ACTUALLY CAME UP IN PLANNING COMMISSION.

THERE'S A UNIQUE ASPECT OF THE SITE IS MARSH STARTS TO KIND OF RISE.

SO THERE ARE TWO ISSUES WITH E ONE.

THERE'S A UTILITY EASEMENT GOING THROUGH WHERE THE PARKING LOT IS.

SO WE CAN'T ACTUALLY BUILD OVER THAT WITHOUT DISRUPTING IT OR MOVING IT, WHICH WE DON'T WANT TO DO. BUT ALSO THE RELATIONSHIP THAT YOU HAVE WITH THE ROAD THERE IS KIND OF AWKWARD BECAUSE IT'S SO HIGH.

SO WE WANTED TO KIND OF PROMOTE THE INTERNAL WALKABILITY JUST BECAUSE WE REALLY CAN'T CREATE THAT ON THE MARSH ROAD SIDE.

BUILDING B ONE IS AGAIN SAME REASON THE UTILITY RUNS ALONG THE EAST SIDE OF THE SITE THERE. SO WE ACTUALLY DID HAVE BUILDING B ONE CLOSER TO MARSH UNTIL GREG PETRU SAID YOU REALLY CAN'T DO THAT BECAUSE YOU'VE GOT A UTILITY THAT YOU'RE DISRUPTING.

OK. SO IT KIND OF PULLS THEM IN A LITTLE BIT TIGHTER.

SO THE INTERNAL CIRCULATION AND THE INTERNAL KIND OF ATTRIBUTES ARE A LITTLE BIT ENHANCED, I THINK.

SURE. THEN FOR THAT REASON, I WOULD BE A PROPONENT OF A GARAGE, FOR EXAMPLE, OR SOMETHING IN THAT EASTERN PARKING AREA, BECAUSE PART OF THE REASON FOR FORM BASED CODE IS TO TRY TO AVOID HAVING TO LOOK AT PARKING LOTS FULL OF CARS, RIGHT TO PUT SOMETHING MORE ARCHITECTURALLY INTERESTING CLOSER TO THE ROAD.

IF THAT'S, IF IT'S NOT POSSIBLE TO MOVE THE BUILDINGS CLOSER, AT LEAST TO BLOCK SOME OF THE SITES SO THAT WE DON'T HAVE HEADLIGHTS COMING IN FOR THOSE WHO ARE ENTERING FROM ACROSS THE STREET.

I THINK IT WOULD BE HELPFUL TO HAVE SOMETHING THERE TO BLOCK THAT VIEW.

SO I NOTE I SEE THAT YOU'VE INDICATED THE POTENTIAL FOR CARPORTS OR GARAGES.

HAVING HAD BOTH, I PREFER A GARAGE, ESPECIALLY IN MICHIGAN, AS YOU KNOW.

I'M SURE THAT CARPORTS IN THE WINTER ARE CHALLENGES.

SO THAT'D BE JUST MY PREFERENCE, SINCE THIS IS JUST A DISCUSSION THAT WE'RE HAVING.

I'M SORRY. GO AHEAD, PLEASE.

I WAS JUST GOING TO SAY, THE OTHER ASPECT OF THAT PARTICULAR SIDE OF THE SITE IS THERE ARE SOME FAIRLY MATURE CONIFEROUS TREES ALONG THERE THAT WILL HELP.

WE'LL BE ABLE TO KEEP THOSE BECAUSE THE EDGE OF THAT EAST EDGE OF THE PARKING THAT WE SHOW THERE IS ACTUALLY THE EAST EDGE OF THE CURRENT PAVEMENT.

SO IT ALLOWS US TO KEEP THOSE THAT LANDSCAPING INTACT.

AND THE OTHER THOUGHT THAT I HAD SORT OF A BIGGER, BIGGER THOUGHT I HAD WAS THE PHASING OF THE AMENITIES. AND LET ME JUST SAY, HAVING BEEN A PART OF THE ADOPTION OF THE NEW ORDINANCE TO ADD THE AMENITIES IN, SO GOOD TO SEE IT IN ACTION.

RIGHT. THIS IS EVERYTHING THAT WE HAD HOPED FOR IN TERMS OF BRINGING THESE AMENITIES INTO THESE PROJECTS.

FROM A PHASING PERSPECTIVE, I KNOW THAT WHEN WE WERE IN THE AS WE WERE TALKING THROUGH HOW TO IMPLEMENT THIS NEW ORDINANCE, THERE WAS A LOT OF DISCUSSION OF CAN WE FIND A WAY TO PHASE IN THE AMENITIES AS THE PROJECT IS BEING PHASED IN? WE FULLY SUPPORT THESE PROJECTS THAT ARE PHASED IN GETTING TO THE END RESULT.

WE DON'T WANT TO END UP IN A SPACE WHERE YOU GET THROUGH PHASE ONE AND OR A, A DEVELOPER, I SHOULD SAY, GETS THROUGH PHASE ONE AND THE AMENITIES ARE ALL IN PHASE FOUR AND WE'RE STUCK AMENITY-LESS.

[LAUGHTER] AND SO MY QUESTION TO YOU IS, IS IT POSSIBLE TO BUMP UP THE AMENITIES AS PROVIDED IN WHAT APPEARS TO BE THE 2024 YEAR INTO 2023, SO THAT WE SEE THOSE A LITTLE BIT SOONER? I THINK THAT THAT GOES A LONG WAY TO HELP ME TO KNOW THAT TO EASE MY ANXIETY OVER THE NOTION THAT IT MAY POSSIBLY HAPPEN, THAT THESE DON'T COME TO BE.

I CAN LET MAYBE ONE OF THE DEVELOPERS, BUT WE ARE THE BIGGEST ONE PROBABLY THAT YOU'RE MAYBE REFERRING TO IS THE TRAILHEAD.

AGAIN JUST IT'S POSSIBLE THAT THE THING THAT WE WERE TRYING TO DO IS KIND OF WORK OUR WAY PHYSICALLY FROM NORTH TO SOUTH.

YOU BRING UP AN INTERESTING POINT.

THE TRAILHEAD COULD EXIST WITHOUT IT HAVING TO CONNECT TO THE REST OF THE COMMERCIAL AMENITIES, AT LEAST IN A SHORT PERIOD OF TIME.

SO IT'S POSSIBLE.

YEAH. I GUESS AGAIN, I THINK THEY'RE PRETTY ADEQUATELY PHASED.

THE PROBLEM I SEE FROM A CONSTRUCTION STANDPOINT IS THAT'S ALL ROLLED CURB IN FRONT OF THIS. SO GETTING BACK TO THAT TRAILHEAD MEANS WE HAVE TO TRY TO DRAG WATER SEWER AND WE

[01:10:01]

CAN'T REALLY PAVE BECAUSE THAT CURB GOES RIGHT UP TO WELL, IT'S NOT A ROAD CURB, IT'S A WITH THE SIDEWALK AND THE CURVE.

YOU REALLY NEED TO PUT ALL THAT IN TO GET THE ASPHALT IN PLACE.

SO I'M NOT EXACTLY SURE HOW WE GET BACK THERE WITHOUT FULLY DEVELOPING THE STREET TO GET BACK THERE, WHICH MEANS WE FULLY HAVE TO DEVELOP WATER AND SEWER TO GET BACK THERE UNLESS WE CHANGED PHASING AND KNOCKED OUT BUILDING A ONE AND STARTING FROM THAT AREA AND WENT TOWARDS THE TRAILHEAD FIRST, WE CERTAINLY COULD PROBABLY DO THAT AND DEVELOP ALONG MARSH ROAD AND HASLETT ROAD WITH THE EXCEPTION OF A ONE MAYBE LEAVING THAT BLOCK OFF LATER.

ALL THE OTHER, LIKE THE SOCIAL HUB, WILL BE AN AMENITY THAT WILL BE IN PHASE ONE.

THERE ARE A LOT OF, THERE ARE SOME OF THE AMENITIES THAT ARE BASICALLY GOING TO BE PERVASIVE THROUGH THE WHOLE DEVELOPMENT THAT WILL BE PART OF WHATEVER BUILDINGS ARE BUILT IN PHASE ONE, LIKE THE STREET, TREES AND THE LIGHTS AND THINGS LIKE THAT AND THE CAR ELECTRIC CAR CHARGING. SO YEAH, THAT'S WHAT I SAY.

THE BIGGEST THING REALLY IS THAT TRAILHEAD.

IT'S JUST PHASING WISE. IT'S MORE OF A LOGISTIC ISSUE IS HOW DO WE GET PEOPLE BACK THERE? BECAUSE WE WANT TO HAVE THE PARKING AVAILABLE FOR THE TRAILHEAD TO MAKE IT WORTHWHILE.

SO YEAH, AND I APPRECIATE THAT.

AND IT'S HELPFUL TO HEAR THE UNINTENDED CONSEQUENCES THAT A REQUEST LIKE THAT MIGHT LEAD TO. I JUST WANT TO MAKE SURE THAT I'M TRYING TO KEEP US AT A PLACE WHERE THE TOWNSHIP IS AN EVERYONE'S GETTING WHAT THEY WANT OUT OF IT.

AND SO THE OTHER QUESTION I HAD IS MORE OF A TECHNICAL ONE, PERHAPS, THAT TIM MIGHT BE ABLE TO ANSWER, WHICH IS, YOU KNOW, SHOULD THIS MOVE FORWARD AS PRESENTED AND SHOULD THIS BE PASSED EVENTUALLY BY THE BOARD, THIS IS NOT ACTUALLY APPROVING THE SUP FOR A TWO DRIVE THRU'S THAT WOULD EVENTUALLY HAVE TO COME BACK TO US? IT WOULD NOT, AS PART OF THE MIXED USE PLANNED UNIT DEVELOPMENT ORDINANCE THAT WAS ADOPTED, THE MIXED USE PLANNED UNIT DEVELOPMENT AGREEMENT THAT WE PUT INTO PLACE SERVES AS ALL SPECIAL USE PERMIT REQUIREMENTS FOR THE PROJECT.

OK. THAT IS GOOD TO KNOW.

THANK YOU. AND THAT'S ALL I'VE GOT FOR NOW.

THANK YOU, TREASURER DESCHAINE.

THANK YOU. I HAVE A COUPLE OF QUESTIONS.

I TOO AM REALLY EXCITED ABOUT THIS PROJECT.

I BUILT A HOME ABOUT A MILE AND A HALF FROM HERE IN 1991, AND WE WERE IN THIS PLAZA ALL THE TIME. IT WAS IT'S A REAL CENTRAL LOCATION FOR THE HASLETT NORTH SIDE OF OUR TOWNSHIP, AND IT'S GREAT TO SEE IT REDEVELOPED.

DO HAVE A COUPLE OF QUESTIONS.

ON THE COMMUNITY SPACE I THERE YOU MENTIONED A PUBLIC PRIVATE COMMUNITY SPACE OF SOME KIND, POSSIBLY A RESTAURANT.

DO YOU HAVE ANY EXAMPLES OF THAT OTHER PROJECT YOU'VE DONE AND WHAT THAT TURNED OUT TO BE? SPECIFICALLY.

WE'RE ACTUALLY COMPLETING A PROJECT IN HUDSONVILLE.

IT'S GOT A SIMILAR IT'S BASICALLY AN EVENT SPACE.

SO THE IDEA OF THE FOOD TRUCK STAGING AREA IS SOMETHING THAT'S BECOMING MORE POPULAR IN AND AGAIN, IT PROVIDES FOR THE CONNECTION FOR THE VEHICLES.

THEN IT PROVIDES BOTH INDOOR AND OUTDOOR SPACE FOR DINING AND SOCIALIZING AS WELL AS SUPPORT SPACES LIKE RESTROOMS AND THINGS LIKE THAT.

BUT THE BASIC SPACE WILL BE RENTABLE SPACE POTENTIALLY FOR EVENTS.

SO IT AND THEN THE BALANCE OF BUILDING I WILL BE AT LEAST SPACE WE'RE LOOKING AT WITH THE DRIVE THROUGH POTENTIALLY A RETAILER OR RESTAURANT THAT IS GOING TO WANT THAT KIND OF FEATURE. SO IN ITS RAWEST TERM IT'S AN EVENT SPACE FOR SOCIALIZATION AND FOR PLUGGING IN EITHER FOOD TRUCKS OR JUST SOMEBODY CAN RUN IT FOR AN OCCASION OR SOMETHING LIKE THAT.

BUT IT'S NOT IT'S NOT DEDICATED TO JUST THE RESIDENTS.

IT'S AVAILABLE TO THE GENERAL PUBLIC.

THE THINGS THAT ARE GOING TO BE SPECIFIC TO THE RESIDENTS WILL BE THE POOL AREA.

IF WE CREATE ONE, THE PLAYGROUND.

AND THERE WILL BE A FITNESS CENTER IN THE BUILDING A ONE THAT WILL BE ON THE GRADE LEVEL FACING HASLETT AND THEN THE PICKLEBALL COURTS IN THE PARK AREA THAT'S BASICALLY ATTACHED TO THE PICKLEBALL COURTS.

SO THE PARKING AROUND I IS THAT INCLUDED IN YOUR 1.5 SPACES PER UNIT OR IS THAT ADDITIONAL PARKING MEANT FOR THE EVENT SPACE?

[01:15:02]

IT'S INCLUDED WITH THE UNDERSTANDING THAT WITH MIXED USE, THERE'S USUALLY KIND OF A COEFFICIENT THAT KIND OF TAKES THE ADDITIVE PARKING AND KIND OF DISCOUNTS THEM WHEN YOU HAVE A MIXED USE. SO IT'S WITH SITUATIONS.

AGAIN, THE HUDSONVILLE ONE HAS A VERY SIMILAR SITUATION WHERE WE'VE GOT IT'S AN EVENT SPACE. IT WILL ALSO BE IN THAT CASE WE'RE LOOKING AT DOING SOME SHORT TERM RENTALS AS WELL TO HAVE THAT FEATURE AVAILABLE FOR INSTANCE, GUESTS OF RESIDENCE OR WHATEVER.

BUT, IT DOES DO THE SAME THING WHERE IT KIND OF BLENDS THE TWO, THE PARKING RATIOS.

OK.

I'M NOT REALLY SOLD ON THIS CONCEPT, BUT I'M NOT A DEVELOPER EITHER.

I JUST DON'T WANT US TO END UP WITH LIKE A PARK TYPE PAVILION THERE THAT MET THE MUPUD REQUIREMENT OF AN AMENITY, BUT FUNCTIONALLY DOESN'T BECAUSE OF WHERE IT'S LOCATED, NOT AMIDST A NATURAL AREA, BUT CLOSE TO A BUSY STREET WOULDN'T BE A REAL ATTRACTIVE DESTINATION FOR A GRADUATION PARTY, FOR EXAMPLE, OR AN EVENT OF SOME KIND.

SO I'M GOING TO GIVE YOU THE BENEFIT OF THE DOUBT THAT YOU GUYS HAVE SOME INTENTIONS HERE TO MAKE THIS WORK.

WE WOULD LIKE TO SEE A RESTAURANT THERE.

I LIKE TO SEE A RESTAURANT THERE. I'D LIKE TO SEE SOMETHING THAT WAS PERMANENT THAT WOULD DRAW PEOPLE THERE.

I UNDERSTAND THE MARKET IS DIFFERENT AND THAT'S NOT AN EASY HURDLE TO MEET.

BUT AGAIN, I'M GOING TO TAKE YOU ON YOUR WORD THAT YOU'VE GOT SOME IDEA FOR THIS TO MAKE IT WORK. WELL, I THINK I'M NOT GOING TO SPEAK FOR [INAUDIBLE], BUT I THINK IF A RESTAURANT WAS REALLY COMPELLED TO TAKE MOST OR ALL OF BUILDING I; I DON'T THINK THEY WOULD HESITATE TO.

ONE OF THE THINGS ONE OF THE FEATURES THAT I DIDN'T MENTION IN MY EXPLANATION IS WE'RE GOING TO TAKE BASICALLY THE WEST PORTION OF BUILDING I AND MAKE IT WE'RE GOING TO KEEP THE STRUCTURE THERE BUT MAKE IT KIND OF A COVERED OUTDOOR SPACE WITH FIREPITS.

SO I THINK WE ARE OFF THE ROAD A LITTLE BIT.

THE FOCUS IS GOING TO BE NOT ON THE ROAD AS MUCH WITH THAT KIND OF A THING.

BUT I THINK BETWEEN THE INDOOR SPACE THAT WE'RE GOING TO HAVE AN THE OUTDOOR AMENITIES AND KIND OF THE FEATURES WE'RE GOING TO HAVE, I THINK IT WOULD ACTUALLY BE ATTRACTIVE FOR RENTING FOR EVENTS.

YEAH. AND I DON'T WANT TO ALLUDE THAT IT'S A BREWPUB BUT KIND OF GET THE BREW PUB KIND OF FEEL AS YOU'RE COMING TO I THAT WE HAVE OUTSIDE SPACE WITH A CANOPY THE EXISTING ROOF OVER IT THAT PEOPLE IF THEY GO TO THE FOOD TRUCK CAN SIT THERE IF THEY HAVE A SMALL PARTY, THEY CAN BE THERE.

I THINK IF WE CAN GET A REAL RESTAURANT IN THERE, WE CERTAINLY WOULD LIKE TO GET THAT RESTAURANT IN THERE.

YOU KNOW, THE DRIVE THRU IS IMPORTANT IF YOU WANT TO ATTRACT ANYTHING, ANY KIND OF COFFEE SHOP OR ANYTHING LOCAL COFFEE, WE NEED THAT.

WHEN YOU LOOK AT H NOW, THE REALITY IS IT'S BEEN VACANT FOR A LONG TIME AND THERE'S JUST NOT THAT MUCH, YOU KNOW, IT'S LIKE WE'RE ALMOST BEING FORCED INTO COMMERCIAL AND THEN WE'RE BACKING OFF AND GOING, OKAY, NOW WE HAVE 300, ROUGHLY 300 UNITS.

THAT IS GOING TO CERTAINLY HELP COMMERCIAL.

AND WE HAVEN'T SPOKEN TO LITTLE CAESARS, BUT I COULD SEE THE ONE TENANT THAT'S IN THERE THAT'S VIABLE COULD MOVE UP TO THAT FRONT BUILDING.

BUT ALSO IF YOU LOOK AT H, THE PREVIOUS OWNER, PREVIOUS COMMERCIAL BROKER, I GOT TO IMAGINE APPROACHED EVERYBODY IN THE MARKET TRYING TO GET A PHARMACY ON THE CORNER, TRIED TO GET A RESTAURANT ON THE CORNER, TRIED TO GET ANYTHING ON THE CORNER AND FAILED.

NOW, THE ADVANTAGE WE HAVE IS WE'RE NOW BRINGING WE'RE CHANGING THE DYNAMICS OF THAT COMMUNITY. WE'RE BRINGING 300 RESIDENTS.

H COULD ALSO AND I THINK YOU HAVE A PICTURE OF IT, YOU COULD THINK OF THAT AS BEING BROKEN INTO THREE OR FOUR DIFFERENT USES, THREE OR FOUR DIFFERENT RETAIL, 2000 SQUARE FOOT USES OR SO.

IT COULD BE A SMALL RESTAURANT, COFFEE SHOP.

WE HAVE ABOUT TEN YEARS WORTH OF MOTIVATION TO GET REALLY BUSY ON I AND H RIGHT OFF THE START. AND SO WE NEED SOMETHING TO SELL FIRST AND AS SOON AS WE GET APPROVAL, THEN I THINK WE HAVE MARCHING ORDERS THAT YOU KNOW GO FILL IT UP.

AND AT THAT POINT WE HAVE CITY STAFF THAT IS CERTAINLY GOING TO HELP US WITH HOW THAT'S GOING TO WORK. THANK YOU.

OVERALL, I ALSO AGREE WITH THE REDUCTION IN PARKING.

WE ARE LARGELY OVER PARKED IN THIS COMMUNITY AND I THINK THE LESSER NUMBER WE WILL LIVE WITH. I THINK WE MAY ALSO, FROM THE TOWNSHIP'S PERSPECTIVE, HAVE A GIFT FOR THESE RESIDENCES IS THAT WE MAY HAVE OUR RAILROAD QUIET ZONE PASSED SOMETIME IN THE NEXT.

MANAGER IS NOT GIVING ME A NUMBER OVER THERE, [LAUGHTER] BUT IT'S BEEN IN DISCUSSION FOR SIX YEARS NOW AND WE'RE GETTING CLOSER TO IT, WHICH WOULD PROHIBIT THE RAILROADS FROM

[01:20:03]

SOUNDING THEIR HORN AS THEY GO THROUGH THAT INTERSECTION.

AND IT IS LOUD.

SO ANYWAY, THAT'S DOWN THE.

THAT'S OUR GOAL TO MAKE THE IMPROVE THE QUALITY OF LIFE IN THIS WHOLE NEIGHBORHOOD AND ALL OF HASLETT. THOSE ARE MY QUESTIONS.

THANK YOU. THANK YOU.

TRUSTEE WILSON. I JUST HAVE A COUPLE OF THINGS THAT I'D LIKE TO ASK ABOUT.

THE FIRST IS I LIKE THE FACT THAT YOU'RE DEVELOPING.

EXCUSE ME. I'M FALLING APART HERE.

I LIKE THE FACT THAT YOU ARE DEVELOPING H AND I FIRST TO DO THAT STREETSCAPE ALONG HASLETT ROAD THAT'S GOING TO PULL THE INTEREST INTO YOUR COMPLEX.

AND I THINK THAT'S THE WAY THAT MAKES SENSE THAT YOU'RE STARTING IT THAT WAY.

CORRECT ME IF I'M WRONG, BUT DOES NOT HASLETT.

I'M SORRY. MARSH ROAD SOUTHBOUND START TO RISE ABOUT THAT ONE BUILDING.

IS THAT WHERE THE LAUNDROMAT PARKING WAS? I'M TRYING TO GET ORIENTED AS TO WHERE THAT IT IS.

IT DOES START TO RISE.

THE ONE THING I DIDN'T MENTION BUT IT'S SOMEWHAT OBVIOUS, BUT MAYBE NOT.

THE CURB CUTS THAT WE ARE SHOWING WILL BE OBVIOUSLY IMPROVED, BUT THEY'RE ALL IN THE EXACT SAME POSITIONS THAT THEY ARE TODAY.

SO WE WERE ABLE TO WORK THROUGH THEM.

BUT YES, THAT'S MARSH STARTS TO KIND OF RISE RIGHT AFTER THAT CURB CUT THERE, THE BOULEVARD CURB CUT.

AND SO THAT PARKING'S NOT GOING TO BE VERY OBVIOUS BECAUSE YOU AREN'T PAYING ATTENTION AS YOU'RE RISING UP TO GO TO THE BRIDGE.

RIGHT, CORRECT. IT'S WITH ALL THE DISCUSSIONS, I PROBABLY SHOULD ADD AN IMAGE OF THAT IN THERE BECAUSE IT IS A LITTLE BIT DIFFERENT THAN WHAT YOU SEE IN THE TWO DIMENSIONAL PLAN . AND SEPARATE ISSUE.

ARE YOU PURSUING THE COMMERCIAL REHABILITATION ACT? YES.

OKAY, GOOD. AND THAT IT LOOKS LIKE THAT'S ON GO, THAT'S GOING TO HAPPEN.

I SEE FIVE PEOPLE YEAH. CHAD KOSTER, [INAUDIBLE] YES, WE ARE GOING AFTER THAT WHOLEHEARTEDLY.

AGAIN, STAFF HAS BEEN VERY HELPFUL ON THAT AND LOOKING FORWARD TO GETTING THAT DONE.

WE NEED IT. WE WOULD LIKE YOU TO.

GOOD. SO, THAT'S A GREAT THING.

THAT'S ALL MY COMMENTS.

THANK YOU. I'M NOT SURE IF I REALLY HAVE ANY QUESTIONS.

WELL, MAYBE I HAVE TWO QUESTIONS.

ONE, THE ELECTRIC CAR CHARGING STATIONS.

YOU SAID THERE'S GOING TO BE CHARGING STATIONS FOR PUBLIC AND FOR THE RESIDENTS.

ARE THOSE CHARGING STATIONS GOING TO BE ONES IN WHICH PEOPLE HAVE TO PAY FOR, FOR THE PUBLIC OR ARE THESE ALL [INAUDIBLE] OR HAVE YOU NOT LOOKED INTO THAT DECIDED YET? TYPICALLY, THAT'S HOW THEY'RE DONE.

IT'S WE HAVEN'T RUN INTO TOO MANY DEVELOPERS THAT WANT TO BE FREE GAS STATIONS.

SO USUALLY THEY'RE LIKE THE RESIDENTS MIGHT BE ABLE TO ACCESS IT WITH IF THERE'S A FOB SYSTEM OR SOME SYSTEM OR A CREDIT CARD.

BUT TYPICALLY THEY DO CHARGE FOR THEM JUST SO THAT PEOPLE DON'T ABUSE THAT KIND OF AMENITY. BUT AT LEAST HAVING IT AVAILABLE IS SOMETHING THAT I THINK IS IMPORTANT.

AND I WAS STRUGGLING TO FIND WHERE THERE WAS BIKE PARKING OR BIKE RACKS OR I WAS TRYING TO FIND IT ON THE MAP.

MAYBE IT'S INTEGRATED THROUGHOUT AND I'M JUST MISSING IT.

WE DO SHOW IT IN THE DEVELOPED PLAN, BUT IT IS SPREAD OUT.

THERE'S SOME CONCENTRATED AT THE SOCIAL AREA, BUT AS JUST LIKE THE CAR CHARGING STATIONS, THEY'RE NOT ALL CONCENTRATED IN ONE AREA.

SO WE'VE GOT AND I THINK THERE'S AN ACTUAL QUANTITY THAT WE HAD TO MEET AS PART OF THE ORDINANCE FOR AT LEAST THE BIKE PARKING.

YEAH. GO UP.

IT'S THE ACTUAL SITE PLAN.

IT'S THE RED DOTS ON THE PLAN YEAH. SO THIS SHOWS THE BIKE PARKING AND THE CAR CHARGING.

WHERE? I KNOW WE ADDED THE BIKE PARKING.

IT'S THE RED DOTS THAT YOU SEE ON OK. OKAY.

THANK YOU. SORRY. AND WHERE DID YOU SAY THE BUS ROUTE? WHERE IS THAT BUS ROUTE? WHERE DOES THAT STOP AT? I THINK WE HAVE BEEN TALKING TO STAFF ABOUT ACTUALLY CREATING.

I THINK THEY'RE GOING TO BE PUTTING A STATION AT ON HASLETT.

[01:25:02]

SO WE'VE BEEN HAVING WE'VE HAD CONVERSATIONS WITH CATA TO TRY TO UNDERSTAND HOW BEST TO HANDLE THIS, BECAUSE THIS CAME UP ACTUALLY DURING THE PINE VILLAGE PROJECT AND THEIR PROPOSED STOP IS ROUGHLY HERE WHERE THEIR PORTES-COCHÈRES IS.

SO THE IDEA WOULD BE THERE WOULD NEED TO BE A RETURN SOMEWHERE NEARBY.

SO WE'RE STILL TRYING TO WORK OUT THOSE DETAILS.

PRESUMABLY THAT WOULD BE ADJACENT TO A ONE WAS ALREADY A PLAZA.

BUT THIS IS OBVIOUSLY CATA HAS TO BE ABLE TO JUSTIFY MOVING THEIR ROUTE BECAUSE THERE IS NOT CURRENTLY A ROUTE THAT WOULD MAKE THAT STOP.

SO THOSE CONVERSATIONS ARE ONGOING, WHICH IS WHY THEY ARE NOT COUNTING ON IT AS AN AMENITY FOR THIS PROJECT.

OKAY. AND CAN YOU POINT THE TRAIL EASEMENT OUT TO ME WHERE THAT IS? THE TRAILHEAD.

YEAH, I THINK I WAS READING THAT THERE WAS A TRAIL EASEMENT THAT YOU WOULD GIVE THE TOWNSHIP OR MAYBE I'M UNCLEAR ON THAT.

I THINK IT'S IT RELATES TO THIS PARTICULAR AREA, WHICH WOULD INCLUDE THE TRAILHEAD FEATURES, AS WELL AS SOME ACCESS TO PARKING.

SO I THINK THAT HOW THAT GETS EXACTLY LEGALLY AGREED TO IN TERMS OF THE RELATIONSHIP BETWEEN THE TOWNSHIP AND THE DEVELOPERS, I DON'T THINK THAT'S BEEN RESOLVED YET.

BUT I THINK THERE'S A WILLINGNESS TO KIND OF HAVE THAT IN TERMS OF THE DEVELOPERS IS PROVIDING THE SPACE, HOW IT GETS TRANSFERRED LEGALLY WE HAVEN'T REACHED THAT MARKED AT ALL YET, BUT THAT'S BASICALLY THE AREA THAT WE'RE TALKING ABOUT.

SO MY UNDERSTANDING IS THAT YOU'RE LOOKING TO BUILD AND THEN ONCE IT BUILT, THE TOWNSHIP WOULD BE BASICALLY MANAGING IT.

I DON'T EVEN THINK IT'S BEEN RESOLVED EVEN TO THAT LEVEL OF WHO'S BUILDING IT, BUT I THINK THEY'RE LOOKING AT SOME SORT OF COOPERATIVE SITUATION.

AND THEN IF YOU COULD GO BACK TO THE PAGE WHERE THE FOOD TRUCKS ARE RIGHT THERE.

SO MY SON LIVES IN NORTH CAROLINA AND HE LIVES IN A HAPPENING APARTMENT COMPLEX, AND THEY HAVE VERY SIMILAR POOL, COMMUNITY SPACE, UPPER LEVEL.

AND HIS BALCONY OVERSEES ALL OF THIS ACTIVITY AND THE FOOD TRUCK IS DOWN THERE.

AND WHEN I GO VISIT HIM IN CHARLOTTE, I ALWAYS ASK HIM WHAT FOOD TRUCK IS GOING TO BE THERE WHEN I'M VISITING YOU THIS WEEKEND AND THERE'S ALWAYS A PARTY GOING ON.

I'VE NEVER SEEN AN ADULT PARTY.

I'VE ALWAYS SEEN BIRTHDAY PARTIES FOR KIDS.

AND MOST OF THE PEOPLE WHO LIVE THERE ARE HIS AGE IN THEIR EARLY TWENTIES.

BUT I'VE SEEN A LOT OF BIRTHDAY PARTIES FOR YOUNG KIDS ACROSS HIS BALCONY UP ON THAT UPPER THING WITH FOOD TRUCKS DOWN BELOW.

AND IT HAS BEEN IT'S EVERY TIME I'M THERE, IT'S QUITE AN ATTRACTION WITH THE ENTIRE COMMUNITY. I DON'T THINK IT TAKES AWAY FROM ANY OTHER RESTAURANTS AROUND THERE.

CERTAINLY DOESN'T TAKE AWAY FROM ME GOING TO OTHER RESTAURANTS AROUND THERE.

SO I'M PRETTY EXCITED TO SEE THAT AS ONE OF THE AMENITIES HERE AND SEE THIS WHOLE LITTLE ALL THE LITTLE HUBS THAT YOU HAVE AROUND HERE.

SO I'M REALLY EXCITED ABOUT THIS DESIGN PLAN AND I HAVE ZERO INTEREST IN ANY ADDITIONAL PARKING BEING BUILT ON THIS SITE.

I'M WITH TREASURER DESCHAINE AND WE HAVE SOME EXCESSIVE PARKING IN THE TOWNSHIP THAT WE NEED TO BACK OFF ON.

SO I APPRECIATE THIS PLAN THAT'S HERE.

THANK YOU. THANK YOU. OKAY.

I HAVE A FEW QUESTIONS.

WHEN YOU TALK ABOUT SETBACK NUMBER ONE AND SETBACK NUMBER TWO FOR THE 100 FOOT BUILDING IS THAT BUILDING L OR I WHERE YOU HAVE THE BIG 36 AND 26 FOOT SETBACKS FROM THE HASLETT ROAD, THE CENTER OF HASLETT ROAD? YEAH. SO SETBACK ONE IS ALONG HASLETT ROAD AND IT'S FUNCTIONALLY THE CLOSEST YOU'RE REQUIRED TO HAVE 100 FOOT BUILDING SETBACK FROM THE CENTER LINE OF HASLETT ROAD UNDER THE ORDINANCE. WHAT THEY'RE PROPOSING IS A WAIVER OF 36 FEET TO GET IT CLOSER TO THE CENTER LINE OF HASLETT OR THE SAME.

SO IT'S NOT IT'S MOSTLY ON HASLETT ROAD IS A COMBINATION OF BUILDING H AND BUILDING A ONE, BOTH BEING CLOSER TO HASLETT ROAD.

I SEE. ON MARSH ROAD, IT'S REALLY JUST BUILDING H, WHICH IS REQUIRING A WAIVER IN THAT CASE. I SEE. BUT IT'S FUNCTIONALLY IF YOU THINK ABOUT IT, IT'S A STRIPE ALONG BOTH OF THOSE IS HOW WE HAVE OUR SETBACKS BUILT IN THE ORDINANCE AND THEY ARE REQUESTING A WAIVER TO GET INTO THAT STRIPED AREA.

OKAY. THANK YOU.

FIRST, I WOULD SAY I AM IMPRESSED THAT YOU HAVE INCLUDED IN YOUR PLANS A LEEDS

[01:30:11]

CHECKLISTS TO AT LEAST NOTE CONSIDERATION OF LEED STANDARDS IN YOUR BUILDING AND DEVELOPMENT. I HAVEN'T READ THROUGH IT YET.

I WILL BY THE TIME OF THE HEARING, BUT I APPRECIATE THAT YOU HAVE GONE THAT FAR AND TRYING TO INCORPORATE THOSE KINDS OF STANDARDS IN YOUR GENERAL DESIGN.

IS ANYONE BESIDES ME A LITTLE SURPRISED BY THE TRAFFIC? THE TRAFFIC. SO.

SO THIS DISCUSSION CAME UP AT THE PLANNING COMMISSION AS WELL, AND IT'S AN ODD FUNCTION OF HOW YOU DO A TRAFFIC STUDY.

BECAUSE WHEN YOU'RE LOOKING AT SOMETHING LIKE THIS, YOU'RE COMPARING THE HIGHEST AND BEST OF THE CURRENT USE TO THE HIGHEST AND BEST OF THE PROPOSED USE.

SO WITH THE REZONING, IT'S VERY SIMPLE.

THE REZONING I TAKE, IT'S CURRENTLY ZONED TO OFFICE.

I KNOW WHAT THE HIGHEST AND BEST USE THERE IS, AND I COMPARE IT TO AN APARTMENT BUILDING OR WHATEVER YOUR REZONING TO.

OKAY. IN THE CASE OF THIS PROJECT, YOUR EXISTING IS A SHOPPING CENTER WHICH GENERATES A LOT OF TRAFFIC. NOW WE KNOW THAT FUNCTIONALLY IT'S EMPTY AND IT GENERATES VIRTUALLY NO TRAFFIC, BUT TO DO A TRAFFIC STUDY COMPARISON, YOU HAVE TO COMPARE IT TO IF IT WHAT IT IS AND IT'S A SHOPPING CENTER WOULD GENERATE THOUSANDS OF TRIPS A DAY.

AND SO THEN YOU HAVE TO COMPARE THAT TO THE PROPOSED, WHICH TECHNICALLY THEN YOU HAVE SUBSTANTIALLY LESS TRAFFIC COMING OUT OF THIS PIECE OF PROPERTY.

IT'S A BIT OF AND YOU KNOW, ALL CREDIT TO COMMISSIONER MCCONNELL, WHO ON THE PLANNING COMMISSION, WE HAD A VERY SIMILAR CONVERSATION AND HE HAS STARTED POKING AROUND ON HIS OWN AS TO POTENTIALLY ARE THERE OTHER WAYS TO HANDLE THIS? BUT IT'S JUST A UNIQUE SITUATION THAT WE HAVE WHAT IS ESSENTIALLY A FULLY VACANT SHOPPING CENTER BEING COMPARED TO A BRAND NEW DEVELOPMENT.

IT DOESN'T HAPPEN VERY OFTEN.

IT'LL HAVE 290 UNITS.

IT DOESN'T HAPPEN THIS WAY VERY OFTEN.

BUT THAT IS THE EXPLANATION.

SO THE QUESTION BEING ANSWERED IS HOW WILL THE NEW DEVELOPMENT WHAT'S THE DIFFERENCE IN THE TRAFFIC GENERATED BETWEEN THE CURRENT STATUS OF THE DEVELOPMENT AND THE NEW DEVELOPMENT? CORRECT.

GOTCHA. OK BUT STILL.

[LAUGHTER] DISAGREE? [INAUDIBLE] OK I THINK THAT MIGHT BE ALL OF MY CONCERNS.

WHERE WE ARE NOW, MR. SCHMITT, IS THAT WE HAVE ALREADY SET THE DATE FOR THE.

I'M SORRY, ARE THERE OTHER QUESTIONS? A COUPLE OF QUICK ONES. I'M SORRY. MR. DESCHAINE.

THANK YOU. THE SQUARE FOOTAGE OF THE ONE BEDROOM, TWO BEDROOM AND THREE BEDROOM IS THERE A RANGE FOR THE SIZES OF THOSE UNITS AT ONE, TWO AND THREE BEDROOM? YES. I THINK ONE OF THE THINGS THAT WE'RE NOT AS FOND OF OUR STUDIOS, THEY TEND TO BE THEY TEND TO HAVE A HIGHER TURNOVER.

THEY'RE IMPORTANT ENTRY LEVEL.

BUT I THINK WHAT WE'VE DONE IN LIEU OF THAT TO STILL PROVIDE SOME SCALABILITY, I GUESS, OF RENTS IS DIFFERENT SIZED ONE BEDROOMS. SO WE'VE GOT SOME SMALLER ONES.

SO INSTEAD OF STUDIOS, THAT'S WHAT WE CHOSE TO DO.

SO YEAH, THERE ARE A NUMBER OF DIFFERENT TYPES OF ONE BEDROOMS AND THE CALL TO STACK FLAT BUILDINGS OUTSIDE OF BUILDING A ONE WITH WITH BOSGRAAF HOMES WE'VE DEVELOPED A NUMBER OF DIFFERENT TYPES SO THAT ALL THOSE BUILDINGS ARE NOT THE SAME.

THEY'VE GOT DIFFERENT MIXES WITHIN THEM.

SO, YES, THE LONGER ANSWER PROBABLY THAN YOU WANTED, BUT WE'VE GOT DIFFERENT SIZE ONE BEDROOMS. GREAT. AND AS TRUSTEE WILSON POINTED OUT I'M IMPRESSED THAT YOU'RE OFFERING TWO AND THREE BEDROOM UNITS THAT REALLY DOES MAKE IT MORE FAMILY FRIENDLY COMPARED TO I DON'T KNOW HOW MANY THEY WOULD HAVE [INAUDIBLE] THE ELEVATION, I DON'T THINK PROBABLY NEARLY AS MANY, IF ANY AT ALL, 3 BEDROOMS. I'M GLAD YOU'RE ATTRACTING LOOKING AT THAT FAMILY DEMOGRAPHIC.

AND RELATING TO A QUESTION OR COMMENT DIRECTOR SCHMITT MADE ABOUT AMPLY MEETING THE GREEN SPACE REQUIREMENT.

IS THAT ALL IN THAT SOUTHEAST TRIANGLE ON THE SITE PLAN? AND I DON'T I'M NOT SEEING A LOT OF GREEN SPACE LOOKING AT THE OVERHEAD VIEW RIGHT FROM HERE. YEAH.

YEAH. OH, IT'S IN THE ENGINEERING SET.

[01:35:07]

THAT'S RIGHT. WE COULD PROVIDE YOU WITH THAT DETAIL.

IT'S ACTUALLY IN THE ENGINEERING SET.

IT'S THIS DRAWING RIGHT HERE THAT SHOWS ALL THE OPEN SPACE ON THE PROPERTY.

IT IS A SUBSTANTIAL AMOUNT IN THAT SOUTHEAST CORNER, BUT THEY DO HAVE A LOT OF OPEN SPACE ON THIS PROJECT, I WILL SAY THAT FOR THIS AMOUNT OF REDEVELOPMENT, THEY'RE ACTUALLY ONLY INCREASING THE IMPERVIOUS SURFACE BY 12% ON THE SITE COMPARED TO WHAT'S THERE NOW.

SO THEY'RE CERTAINLY ADDING A LOT BACK IN TO GET THIS MANY BUILDINGS OUT OF THE PROPERTY, BUT WE WILL PROVIDE THAT TO YOU IN THE FUTURE.

REGARDING THAT SOUTHEAST TRIANGLE, IS THERE ANY PLANS TO PUT PATHS IN THERE OR MAKE IT TO KEEP IT FROM JUST BEING A SCRUB WOODS? IT IS LARGELY WETLANDS DOWN THERE.

WE DON'T EXPECT MUCH OF IT TO BE TOUCHED.

IT IS OK THAT WOULD MAKE IT DIFFICULT TO PASS THROUGH THEN.

THANK YOU. THOSE ARE MY QUESTIONS.

THANK YOU. OK.

ARE THERE ANY OTHERS? OKAY. MR. SCHMITT.

SO NOW ON THE 12TH OF JULY, WE WILL HAVE OUR PUBLIC HEARING ON THIS MIXED USE PUD.

YES, MA'AM. IS THERE ANYTHING ANYONE ELSE WOULD LIKE TO HAVE RESEARCHED OR ADDED TO THE DESCRIPTION BEFORE THEN? NO. WE'VE GOT A FEW FOLLOW UPS.

OBVIOUSLY, IF ANYTHING COMES UP IN YOUR REVIEW IN YOUR DETAILED REVIEW, PLEASE JUST SHOOT US A NOTE AND WE'LL GLADLY ASK MR. CORBY TO FOLLOW UP FOR US. OKAY.

THANK YOU VERY MUCH. THANK YOU.

THANK YOU, GENTLEMEN. THANK YOU THE NEXT ITEM ON OUR AGENDA IS ORDINANCE 2022-11 MUNICIPAL SIGNAGE.

[13B. Ordinance 2022-11 – Municipal Signage]

MR. SCHMITT, I BELIEVE, IS IN CHARGE OF THIS ISSUE AS WELL.

APOLOGIES. I FORGOT MY FOLDER.

THIS IS A SMALL PIECE OF THE OVERALL SIGN ORDINANCE UPDATE THAT THE PLANNING COMMISSION IS CURRENTLY WORKING ON.

IT WAS GOING TO BE A PART OF THE OVERALL PACKAGE AND THEN ASSISTANT MANAGER OPSOMMER GOT THE MUNICIPAL SIGN PROJECTS MOVING QUICKLY.

AND SO I HAD TO CATCH UP.

AND SO WHAT WE RECOMMENDED TO THE PLANNING COMMISSION IS SPLITTING OFF THIS PIECE AS A STANDALONE ORDINANCE. THE PLANNING COMMISSION SIGN SUBCOMMITTEE HAS ALREADY REVIEWED THIS AND HAD NO AND ACTUALLY WOULD RECOMMEND IT.

AND THE PLANNING COMMISSION THEN TOOK IT UP AT ITS LAST MEETING AND RECOMMENDED APPROVAL OF THIS PROPOSED CHANGE.

THIS PROPOSED CHANGE WOULD TAKE THE EXISTING LANGUAGE REGARDING TOWNSHIP SPONSORED SIGNAGE IN THE ORDINANCE AND STRIKE IT COMPLETELY AND SIMPLY EXEMPT TOWNSHIP SIGNAGE INSTALLED BY US, BY THE CHARTER OF THE TOWNSHIP OF MERIDIAN, ANY PREMISES WE OWN, OCCUPY, OR ARE UNDER THE CONTROL OR MANAGEMENT OF THE CHARTER OF THE TOWNSHIP OF MERIDIAN.

THE ISSUE YOU FIND HERE IS TWOFOLD.

FORMER MANAGER RICHARDS, WHO IS CURRENTLY COMMISSIONER RICHARDS RIGHTFULLY POINTS OUT THE VAST MAJORITY OF TOWNSHIP OWNED PROPERTIES ARE ZONED RESIDENTIAL, WHICH HAVE AN EXTREME LIMITATION ON SIGNAGE.

RIGHTFULLY SO.

WE DON'T WANT A LOT OF SIGNAGES IN OUR RESIDENTIAL NEIGHBORHOODS.

CARVING OUT AN EXCEPTION IS VERY DIFFICULT BECAUSE IT HAS TO BE CONTENT NEUTRAL AND IT'S VERY HARD TO BE CONTENT NEUTRAL WHEN YOU'RE SAYING WE ARE GOING TO ALLOW MUNICIPAL SIGNS TO DO SOMETHING SPECIFIC, WE'RE NOT GOING TO ALLOW OTHER SIGNS TO DO SOMETHING.

THE OTHER PIECE OF THIS IS REALLY THAT MUNICIPAL SIGNS SERVE A DIFFERENT PURPOSE THAN AN ADVERTISING SIGN. WE ARE SPREADING THAT INFORMATION TO OUR POPULACE THAT IS NOT OF A COMMERCIAL MESSAGE, THAT IT'S PUBLIC HEALTH, SAFETY, WELFARE TYPE ISSUES.

VOTE, VOTE HERE.

FARMERS MARKET. 3 TO 5 OR 10 TO 3.

SORRY, 10 TO 2.

[LAUGHTER] YOU KNOW, MESSAGES LIKE THAT SEVERE STORM WARNING IF WE NEEDED TO PUT SOMETHING LIKE THAT ON SIGNAGE SO IT MAKES SENSE FOR US TO EXEMPT OUR SIGNAGE.

ANY SIGNS THAT GET INSTALLED ARE REVIEWED BY STAFF.

THE TOWNSHIP BOARD HAS REVIEWED THIS PACKAGE OF SIGNAGE THAT IS MOVING FORWARD NOW.

SO IT'S NOT THAT WE ARE ALL OF A SUDDEN GOING TO HAVE CARTE BLANCHE TO DO WHATEVER WE WANT. THIS IS STILL GOES THROUGH A REVIEW PROCESS.

IT JUST WE ARE EXEMPTING OURSELVES FROM THE ORDINANCE BECAUSE WE ARE DOING THINGS THAT ARE OUTSIDE OF WHAT AN ORDINANCE WOULD COVER AND BECAUSE FUNCTIONALLY WE HAVE ZONED ALL OUR PROPERTIES RESIDENTIAL.

THAT'S REALLY THE CRUX OF THIS DISCUSSION.

BE HAPPY TO ANSWER ANY QUESTIONS OR DISCUSS THIS FURTHER WITH THE BOARD.

OK MR.

[01:40:03]

DESCHAINE. DO WE GIVE? DOES IF A TOWNSHIP WANTS TO CONSTRUCT SOMETHING, A SMALL BUILDING, DOES THE TOWNSHIP GET AN EXEMPTION FROM OUR NORMAL BUILDING PERMITTING PROCESS? NO. WE REQUIRE BUILDING PERMITS FOR ANY WORK THAT'S DONE.

ALL THE CODES WOULD APPLY.

ALL THE CODES STILL APPLY.

THE SAME AS IF WE WERE A PRIVATE DEVELOPER? SO THIS THERE ARE OTHER AREAS IN THE TOWNSHIP THAT YOU KNOW OF WHERE WE GIVE THE TOWNSHIP, WE EXEMPT THE TOWNSHIP FROM ORDINANCES.

THAT YOU'LL MENTION IN MIXED COMPANY.

AND NO, I AM QUICKLY TRYING TO GO THROUGH OUR FUNCTIONS.

AND THIS IS ONE OF THE FEW FUNCTIONS OF THE TOWNSHIP GOVERNMENT THAT TRULY INTERACTS WITH OUR ORDINANCES, BECAUSE ORDINANCES ARE TYPICALLY OUTWARD FACING TO THE POPULATION UNDER WHICH THEY SERVE. THIS IS ONE OF THE FEW PLACES WHERE WE ACTUALLY INTERACT WITH OUR OWN PIECES OF INFORMATION.

SO I CANNOT THINK OF ONE OFF THE TOP OF MY HEAD.

THE REASON I ASK IS IT DOESN'T LOOK GOOD FOR A PUBLIC BODY TO PASS ORDINANCES AND LAWS AND REQUIREMENTS, BUT THEN SAY BUT DOESN'T APPLY TO US.

WE CAN DO WHATEVER WE WANT.

WHAT I'M TRYING TO DO IS SET THE PRECEDENT.

THIS IS BREAKING THE PRECEDENT, WHICH IS NORMALLY WE FOLLOW THE SAME ORDINANCES AND REQUIREMENTS AND BUILDING PROCESSES THAT WE REQUIRE OF THE PUBLIC.

ABSOLUTELY. THIS IS DIFFERENT BECAUSE OF THE REASONS YOU JUST MENTIONED THAT THESE ARE NOT COMMERCIAL SIGNS.

THESE ARE PUBLIC INFORMATION SIGNS THAT DIRECT THE PUBLIC TO AMENITIES OR TO SHELTER OR TO RECREATION ACTIVITIES THAT ARE NOT PROFIT MAKING, BUT COMMUNITY FOCUSED.

ABSOLUTELY. THAT IS A SIGNIFICANT DIFFERENCE.

AND FOR THAT REASON, I WILL SUPPORT THIS.

BUT I WANT TO GO ON THE RECORD THAT THIS IS A RARE THING FOR US TO DO TO EXEMPT OURSELVES FROM OUR OWN RULES.

THANK YOU. OTHER COMMENTS? COMMISSIONER HENDRICKSON? YEAH, I THINK THIS IS COMMON SENSE.

I THINK THAT THE TOWNSHIP HAS AN INTEREST IN BEING ABLE TO PROVIDE EMERGENCY INFORMATION IF NEEDED IN A MORE REACTIVE WAY THAN OUR ORDINANCE MAY ALLOW OTHERWISE, IN THE SAME WAY THAT WE WOULDN'T CITE OURSELVES FOR NOISE VIOLATIONS WHEN OUR TORNADO SIRENS GO OFF, WE SHOULDN'T. YOU KNOW, THIS IS AN AREA WHERE I FEEL LIKE TO CARVE OUT THAT EXEMPTION WOULD BE MERITED.

SO I SEE NO ISSUE WITH THIS.

AND I'LL ASK TIM THIS FOLLOW UP QUESTION, WHICH IS, YOU KNOW, THE SIGN PROJECT, THE MUNICIPAL SIGN PROJECT IS MOVING QUICKLY.

IS IT SOMETHING THAT WE NEED TO TAKE ACTION ON TONIGHT OR SHOULD WE LET IT GO THROUGH? IS IT TIME WISE TO GO THROUGH OUR NORMAL PROCESS? WE CAUGHT UP WITH THEM.

THE PLANNING COMMISSION DID US A SOLID BECAUSE THE SUBCOMMITTEE HAD ALREADY LOOKED AT IT AND THEY MOVED ACTION THE SAME EVENING AS THE PUBLIC HEARING.

AND SO WE ARE PRETTY MUCH CAUGHT UP TO THEM NOW.

WE'RE IN GOOD SHAPE SO WE CAN GO THROUGH OUR NORMAL PROCESS NOW.

OK. I'M SORRY WERE YOU? NO, NO, NO. THAT WAS FINE. SO, MR. SCHMITT, HOW DO WE REGULATE SIZE AND LOCATION? FOR MUNICIPAL SIGNAGE? YES. THIS BODY, FUNDAMENTALLY, YOU HAVE REVIEWED THE SIGN PACKAGE MULTIPLE TIMES THAT IS CURRENTLY MOVING THROUGH FINAL BIDDING.

AND THROUGH THAT WE HAD LOCATIONS AND SIZES OF EVERY SIGN THAT WE'RE INSTALLING NOW AND DESIGN AND SIZE OF FUTURE SIGNS, ALTHOUGH WE STILL NEED TO DETERMINE LOCATION ON THINGS LIKE THAT. AND SO THOSE ARE THINGS THAT WILL THE BOARD HAS WEIGHED IN ON PREVIOUSLY AND WE WOULD PRESUME THAT THE BOARD WOULD WEIGH IN ON BECAUSE THOSE EXPENDITURES WILL BE EXTENSIVE ON CERTAIN SIGNS.

I'M HAVING A LITTLE PROBLEM BECAUSE I DON'T REMEMBER REVIEWING THAT LIST OF SIGNS RELATIVE TO THE LOCATION AND WHAT IS IT? THE LOCATION, CHARACTER AND EXTENT FOR EACH SIGN AND FOR EACH GROUP OF SIGNS? SO I THINK SOME OF THE SIGNS STILL HAD LOCATION TO BE DETERMINED, BUT THEY WERE INDICATING IT'S TOWN OR ROAD PARK OR IT'S FOR THE SIGNS AT MARKETPLACE ON THE GREEN, WE HAD THE EXACT LOCATION FIGURED OUT FOR THAT SIGN.

FOR THE SIGN HERE AT THE MUNICIPAL COMPLEX WE HAD THE EXACT LOCATION WORKED OUT FOR THOSE SIGNS AS WELL. SO YOUR SUGGESTION IS THAT WHEN WE WERE READY TO PLACE ONE OF THE OTHER SIGNS IN ITS NEW LOCATION THAT WE WOULD SEE THAT PARTICULAR SIGN AND THE LOCATION,

[01:45:07]

CHARACTER AND EXTENT FOR THAT PARTICULAR SIGN, AGAIN, AS A BOARD? I'LL NEED TO CONFIRM WITH ASSISTANT MANAGER OPSOMMER.

I DON'T THINK THE PLAN WAS TO BRING EVERY LOCATION BACK.

IT'S MERELY THAT WE WERE INSTALLING A SIGN AT THIS PARK NEAR THE ENTRANCE TO THIS PARK OR NEAR THE ENTRANCE TO THIS COMPLEX.

WE DID BRING TO YOU WHAT THE PURPOSE OF THE SIGNS ORDINANCE, AND THE LOOK AND FEEL MIC]. I REMEMBER THAT.

YEAH, BUT, PLACEMENT OF, OTHER KINDS OF EVEN TOWNSHIP BUILDINGS AND INFRASTRUCTURE AND THE LIKE.

IF I REMEMBER CORRECTLY, WE USED TO GO THROUGH A PROCESS WHERE VERY SPECIFIC ABOUT THE LOCATION, CHARACTER AND EXTENT FOR EACH INSTALLATION.

AND THAT WAS A PART OF THE I'M NOT SURE THE BOARD DID THAT.

THE PLANNING COMMISSION DID IT, I THINK, BUT I'M NOT SEEING THE CONNECTION BETWEEN THE SPECIFIC SIGN, ITS FUNCTION AND ITS LOCATION AND THE STANDARDIZATION OR EVEN REGULATION OF THE CHARACTER OF THE SIGN.

AM I MISSING SOMETHING? I DON'T KNOW IF I'D CHARACTERIZE AS YOU'RE MISSING SOMETHING.

WHAT I WOULD TELL YOU IS THAT ALL THE SIGNS THAT WE HAVE, HAVE BEEN BROUGHT TO THE BOARD AND THEY'VE BEEN VETTED BY SIZE, BY APPEARANCE, BY EVERYTHING HERE RECENTLY, THOUGH, I THINK THREE OR FOUR TIMES IN THE LAST MAYBE YEAR.

SO WE'RE READY TO GO WITH THE SIGNS THAT WOULD BE HERE IN CAMPUS, THE MARKETPLACE CENTRAL PARK AND THAT WE'VE TALKED ABOUT THE WE'RE JUST REPLACING.

WHEN YOU TALK ABOUT THE LOCATION, WE'RE JUST TRYING TO REPLACE THE FOUR LOCATIONS THAT WE HAVE NOW FOR ENTRANCE SIGNS NORTH SOUTH BY WHAT DENNY'S.

BUT OF COURSE THOSE ARE BECAUSE THERE'S NO SIGN ON THE SOUTH SIDE DOWN BY 711.

SO WE'RE LOOKING FOR A LOCATION THERE.

BUT BEFORE WE FIND THOSE LOCATIONS.

EXACTLY, WE'LL BE BACK BEFORE YOU.

BUT THE ACTUAL SIZE OF THOSE SIGNS HAS BEEN IT WAS INCLUDED IN THE WHOLE LAYOUT THAT WE PROVIDED TO YOU.

WE CAN GO OVER THAT AGAIN IF WE WEREN'T SPECIFIC ENOUGH WITH YOU.

BUT YEAH, THAT'S ALL INCLUDED.

SOME OF THE SITES ARE YET TO BE DETERMINED BECAUSE WE'RE WORKING ON THEM BECAUSE OF EASEMENTS. BUT WHEN WE GET READY TO PUT THOSE SIGNS IN, WE FIND THE LOCATION AND THEN THAT LOCATION AND THE DESIGN OF THAT SIGN GOES TO PLANNING FOR VETTING OR WHATEVER. IT WOULD COME TO THE BOARD BECAUSE WE'RE ALL SET WITH THAT WHOLE PLAN HAS BEEN DEVELOPED. ALL THE SIGNS ARE WE'VE DETERMINED ALL OF OUR SIGNS WHERE THEY'LL BE AND ALSO WHERE THE SIGNS GO INTO DIFFERENT PARKS AND STUFF.

BUT ONCE WE GET THE PROCESS STARTED ON REPLACING OUR SIGNS, WHICH HAS BEEN I THINK CLERK GUTHRIE WAS PROBABLY IN HER 14TH YEAR WITH THE TOWNSHIP WHEN WE STARTED THAT PROJECT MANY YEARS AGO. [LAUGHTER] ONCE WE GET TO THAT POINT, WE WOULD BRING THOSE BACK.

WHEN WE DETERMINE THE LOCATIONS, WE JUST DON'T HAVE THEM AT THIS TIME.

BUT SOME OF THEM WE DO.

AND WE'VE ALREADY TALKED ABOUT THE TWO THAT WOULD BE ILLUMINATED, ONE ON CAMPUS HERE AND ONE AT THE MARKET PLACE. THE MARKET THAT'S TRUE.

YEAH. OKAY.

THANK YOU. THANK YOU. AND I WOULD ADD THAT THE PLANNING COMMISSION DID REVIEW A SPECIAL USE PERMIT FOR THE MARKETPLACE SIGN AND THE SIGN HERE ON CAMPUS BECAUSE THEY HAD CHANGING MESSAGE SIGNS. AND WE STILL WE'RE FOLLOWING THAT PROCESS TO BE CONSISTENT WITH HOW WE TREAT PRIVATE BUSINESSES.

RIGHT. OKAY.

SO THE NEXT WITH THAT IS TO BRING THE ORDINANCE, AS I'M ASSUMING THAT THE BOARD IS IN AGREEMENT WITH THIS PROPOSAL? AT OUR NEXT MEETING? WE WILL BRING IT BACK FOR INTRODUCTION.

OKAY. THANK YOU.

THANK YOU. AND ITEM 13 C POLICE DEPARTMENT ORDINANCE AMENDMENTS AND ADDITIONS.

[13C. Police Department Ordinance Amendments and Additions]

CHIEF PLAGA.

MADAM SUPERVISOR, BOARD MEMBERS OUR CRIMINAL PROSECUTING ATTORNEY COLLIN HARKNESS IS ALSO GOING TO JOIN ME TODAY TO ANSWER ANY QUESTIONS THAT THE BOARD MAY HAVE.

THE REQUEST OR THE REASON THIS DISCUSSION ITEM REFERENCED THESE ORDINATE AMENDMENTS AND ADDITIONS ARE BEFORE YOU.

IS THESE ALL THESE LAWS CURRENTLY ARE IN PLACE AND WE ENFORCE THEM THROUGH THE STATE OF MICHIGAN. ONE OF THE THINGS THAT WE ARE ABLE TO DO BY ADOPTING THEM AS ORDINANCE, SEVERAL

[01:50:04]

OF THESE AMENDMENTS ARE ALREADY ORDINANCES, BUT THE STATE STATUTES HAVE CHANGED.

SO WE'RE BRINGING THEM IN LINE OUR ORDINANCES IN LINE WITH WHAT STATE STATUTE READS.

THE OTHER THING IS THAT WE ARE ABLE TO, INSTEAD OF THE STATE RECEIVING THE FUNDS FOR ANY KIND OF FINES OR PENALTIES, THE TOWNSHIP WOULD THEN RECOUP SOME OF THOSE FUNDS.

THE ONE OF THE MORE IMPORTANT THINGS THAT I FIND, TOO, IS THAT OUR TOWNSHIP HAS A DIVERSION PROGRAM. SO IF YOU'RE A FIRST TIME OFFENDER AND YOU MAKE A MISTAKE AND YOU GET CHARGED WITH A CRIME AND YOU KEEP YOURSELF OUT OF TROUBLE FOR SIX MONTHS OR WHATEVER, OUR DIVERSION PROGRAM THAT MR. HARKNESS MANAGES THAT DOESN'T GO ON YOUR PERMANENT RECORD.

IT'S KIND OF A RESTORATIVE JUSTICE PIECE, RIGHT.

WE ALL HAVE MADE MISTAKES IN THE PAST, BUT IT'S SOMETHING THAT DOESN'T FOLLOW PEOPLE AROUND FOREVER. WHEN WE START WORKING WITH STATE STATUES AND THE INGHAM COUNTY PROSECUTING ATTORNEY'S OFFICE, WE LOSE THAT CONTROL TO BE ABLE TO DO THAT FOR PEOPLE WHO, YOU KNOW, THERE ARE PROGRAMS THAT ARE OUT THERE, BUT THEY'RE NOT UNDER THE CONTROL OF THE TOWNSHIP. AND SO WE IT MAKES IT EASY FOR PROSECUTION.

MR. HARKNESS IS FAMILIAR WITH OUR OFFICERS, AND OUR OFFICERS ARE FAMILIAR WHAT'S NEEDED FOR MR. HARKNESS TO SUCCESSFULLY PROSECUTE CASES.

SO THAT IS WHY WE'RE ASKING THE BOARD TO MAKE THESE AMENDMENTS AND ADDITIONS.

AND I'D ENTERTAIN AND MR. HARKNESS WOULD ENTERTAIN ANY QUESTIONS THE BOARD MAY HAVE.

QUESTIONS. TRUSTEE WILSON.

THE BIGGEST ADVANTAGE THAT I READ IN HERE IS IT BRINGS US IN ALIGNMENT WITH STATE LAW AND WE CAN NOW HAVE A FORM OF REVENUE IF WE HAVE THESE AVAILABLE UNDER THE TOWNSHIP ORDINANCE. IS THAT NOT CORRECT? THAT IS CORRECT. SO WITHOUT IT BEING ADOPTED, IF WE WOULD STILL PROSECUTE, SOMEBODY JUST WOULD NOT BE UNDER ORDINANCE, IT'D BE UNDER STATE LAW.

AND SO THOSE REVENUES THAT WOULD BE AFFORDED TO US UNDER ORDINANCE ARE NOT AVAILABLE.

THAT TO ME WAS THE BIG WIN ON THIS PROJECT.

TRUSTEE DESCHAINE.

WE'RE 180 YEARS OLD AS THE TOWNSHIP ANY PARTICULAR REASON WHY WE HAVEN'T TAKEN ACTION ON THIS PRIOR TO NOW? WELL, SO THE AMENDMENTS ARE BRINGING CERTAIN ORDINANCES IN LINE WITH STATUTORY CHANGES, STATUTES CHANGE, CASE LAW CHANGES THE WAY STATUTES NEED TO BE WRITTEN OVER TIME.

AND SOME OF THESE STATUTES ARE NEWER.

SO WE'RE ADOPTING.

WE'RE WORKING TOWARDS ADOPTING THEM.

THE INHALATION ONE, FOR EXAMPLE, THAT IS SOMETHING THAT WE HAD A PROBLEM WITH HERE MAYBE A YEAR AGO. IT'S CYCLICAL, RIGHT? AND SO IT'S NOT SOMETHING THAT WE'VE DEALT WITH RECENTLY, BUT PEOPLE BECOME INTOXICATED OVER INHALING THESE SUBSTANCES AND WE'VE HAD TRAFFIC CRASHES AND THINGS LIKE THAT.

SO WHAT THAT ALLOWS NOW IS MR. HARKNESS TO GO AHEAD AND PROSECUTE THOSE INSTEAD OF US TAKING THOSE THROUGH THE PROSECUTING ATTORNEY'S OFFICE.

THERE HASN'T BEEN A LACK OF PROSECUTION BECAUSE OF THESE.

WHAT IT DOES IS IT BRINGS US IN LINE SO THAT WE CAN PROSECUTE THEM THROUGH OUR PROSECUTING ATTORNEY.

AND USING OUR PROSECUTING ATTORNEY, WE HAVE MORE CONTROL OVER THE SENTENCING OR RESOLUTION.

HARKNESS TO SPEAK ABOUT SENTENCING? SENTENCING PUNISHMENT RESOLUTION.

I WOULD SAY WE HAVE TOTAL CONTROL OVER RESOLUTION, BARRING AN UNFAVORABLE RULING FROM A JUDGE, BUT GENERALLY BEYOND A SENTENCING RECOMMENDATION IN A PLEA AGREEMENT, WE USUALLY DON'T PARTICIPATE IN SENTENCING UNLESS A MATTER PROCEEDS TO TRIAL.

IF IT PROCEEDS TO TRIAL, WE PARTICIPATE IN SENTENCING OR THE CAVEAT TO THAT IS, I'LL SAY, IF WE HAVE A VICTIM CRIME AND WE HAVE SUCH AS AN ASSAULT AND WE HAVE AN ACTIVELY PARTICIPATING VICTIM, THEN WE ABSOLUTELY PARTICIPATE IN SENTENCING GENERALLY WITH THE VICTIM THERE. OKAY.

MR. DESCHAINE.

ARE THESE A MIX OF BOTH MISDEMEANORS AND FELONIES? NO, THEY'RE ALL MISDEMEANORS UNDER THE CHARTER TOWNSHIP ACT WE'RE LIMITED TO MISDEMEANORS. OKAY.

ANYONE ELSE? NO.

I CAN SUPPORT THIS ACTION BECAUSE WE ARE ALREADY DOING THE WORK AND THIS JUST GIVES US A LITTLE MORE CONTROL OVER SEVERAL ASPECTS OF THAT.

BUT PERSONALLY, I THINK 5118 IS THE MOST GOD AWFUL THING I HAVE EVER READ.

AS A CHEMIST, BIOCHEMIST AND A TRAINED PHARMACOLOGIST IT IS TERRIBLE.

AND IT'S. WELL, I WON'T SAY ANYMORE ABOUT THAT.

[01:55:04]

IT'S DEFINITELY IT'S AN OLD LAW.

IT'S FROM THE SEVENTIES, THE STATE LAW.

SO IT DEFINITELY COULD USE SOME UPDATING.

OH YES. AND YOU KNOW, AND AS CHIEF PLAGA JUST POINTED OUT, MAYBE I'LL HAVE TO TALK TO OUR STATE REPS. YOU KNOW, AND AS CHIEF POINTED OUT, THE REASON THAT THAT ONE WOULD BE BENEFICIAL TO US AND AS YOU AS A BIOCHEMIST WOULD KNOW, THE PROBLEM WITH THE INHALANTS IS THEY'RE NOT LIKE ALCOHOL OR OTHER SCHEDULED CONTROLLED SUBSTANCES IN THAT THEY DISSIPATE FROM THE BLOODSTREAM SO QUICKLY.

BY THE TIME OFFICERS GET ON SCENE TO DEAL WITH THE SITUATION, IT'S ALREADY OUT OF THEIR SYSTEM. AND SO FOR PURPOSES OF PROSECUTION, FOR OPERATING WHILE INTOXICATED, WHILE IN AN IDEAL WORLD THERE'D BE SOMETHING THERE WHEN YOU'RE HUFFING CANS OF DUST OFF AND WHATEVER, IT'S ALREADY GONE. AND SO RATHER THAN HAVE THOSE INDIVIDUALS NOT HAVE ANY KIND OF OVERSIGHT OR SUPERVISION AND GETTING THE HELP THAT THEY NEED, WE CAN USE THIS PARTICULAR ORDINANCE TO AT LEAST HOLD THEM ACCOUNTABLE, GET THEM ON PROBATION, HAVE THEM PARTICIPATE IN SOME SUBSTANCE PROGRAMING, THINGS OF THAT NATURE.

AND JUST TO TREASURER DESCHAINE'S POINT THIS, WITH THE ADOPTION OF THESE ORDINANCES, THIS SHOULD MAKE THE TOWNSHIP WILL HAVE ADOPTED EVERY MISDEMEANOR CRIME THAT IT BASICALLY CAN ADOPT AT THE LOCAL LEVEL.

SO THIS SHOULD BE IT.

OH.

SO.

OKAY.

COMMENTS? THANK YOU, GENTLEMEN.

I PRESUME WE ARE AGREED WE WILL SUPPORT THIS PASSAGE APPROVAL OF THESE AMENDMENTS NEXT AT OUR NEXT MEETING.

ALL RIGHT. THANK YOU.

OH.

CHIEF PLAGA, ANYTHING ELSE? NO. I JUST WANTED TO MAKE SURE THERE WASN'T ANYTHING ELSE FOR ME. OKAY. WE NOW COME TO COMMENTS FROM THE PUBLIC IF THERE ARE OTHER MEMBERS OF THE PUBLIC HERE.

NO COMMENTS. ALL RIGHT.

OTHER MATTERS AND BOARD MEMBER COMMENTS.

[15. OTHER MATTERS AND BOARD MEMBERCOMMENTS]

TREASURER DESCHAINE.

JUST A REMINDER TO EVERYONE THAT SATURDAY, AS THE MANAGER MENTIONED, IS CELEBRATING MERIDIAN IS BACK AFTER THREE YEARS OF BEING IN COVID SHUT DOWN.

YES. WE ARE GLAD TO BRING IT BACK.

IT'S GOING TO BE FOCUSED AT THE MARKETPLACE ON THE GREEN THIS YEAR WITH SOME CHILDREN'S ACTIVITY HERE AT THE AT THE MUNICIPAL COMPLEX.

EVERYONE'S EXCITED ABOUT IT COMING BACK AND HOPEFULLY WE HAVE A GREAT TURNOUT AND LOTS OF WAYS TO STAY COOL AND ON SATURDAY BECAUSE IT'S GOING TO BE A HOT ONE.

I WOULD ADD TO THAT IF FIREWORKS AT THE END, I BELIEVE THAT YOU CAN COME AND MEET YOUR FAVORITE TOWNSHIP EMPLOYEE AND ELECTED OFFICIAL WORKING THE EVENT.

THERE'LL BE SEVERAL OF US DOING THAT.

BUT IN ANY CASE, I HOPE EVERYONE TRIES TO STAY HYDRATED, STAY COOL AND STAY HEALTHY.

MR. WALSH, THANK YOU.

JUST A COUPLE OF THINGS. ONE, FOR SOMEONE WHO'S BEEN IN SERVICE FOR ABOUT A DECADE HERE, WHEN YOU LEAVE THIS BUILDING TONIGHT, SOME OF YOU SHOULD YOU SHOULD ALL REFLECT ON THE WAY THIS BOARD HAS CONDUCTED ITSELF IN THE LAST FEW MONTHS VERSUS WHAT WE'VE HAD HERE FOR THE RELATIONSHIP. THE WAY YOU WORK TOGETHER AND I WANT TO COMPLIMENT YOU, SUPERVISOR JACKSON, YOU'VE REALLY DONE A NICE JOB IN YOUR FIRST FEW MONTHS OF SUPERVISOR.

AND AS THE CLERK KNOWS, SHE'S BEEN HERE TWICE AS LONG AS I HAVE AND HAS SEEN A LOT OF TUMULTUOUS TIMES WITH THIS BOARD.

AND IT'S REALLY REWARDING TO ME AS THE MANAGER WHO REPORTS TO ALL OF YOU TO SEE THE WAY YOU WORK TOGETHER. SO I APPRECIATE THAT.

AND IT'S WORTH SAYING THANK YOU.

AND FINALLY, JUST A NOTE TO YOU AND TO THE PUBLIC.

OUR SCHEDULE IS GOING TO BE DIFFERENT THE NEXT TWO MONTHS.

WE AREN'T ON OUR SAME SCHEDULE IN JULY.

WE'RE GOING TO MEET ON THE 12TH AND 26TH, NOT THE JULY 5TH, BECAUSE OF THE HOLIDAY.

SO AGAIN, IN JULY THE 12TH AND 26TH AND THEN IN AUGUST, WE'RE OFF A LITTLE BIT AS WELL BECAUSE THE ELECTION IS ON AUGUST 2ND, WHICH WOULD BE THE FIRST TUESDAY.

SO THAT MEETING WILL BE ON THURSDAY, THE FOURTH.

SO THE MEETINGS IN AUGUST ARE SCHEDULED FOR THE THURSDAY, THE FOURTH AND TUESDAY THE

[02:00:01]

16TH. SO BOTH THE NEXT TWO MONTHS ARE A LITTLE BIT DIFFERENT.

THANK YOU VERY MUCH. THANK YOU FOR THOSE REMINDERS.

TRUSTEE HENDRICKSON.

THANK YOU SUPERVISOR.

SO I'M GLAD THAT THE MANAGER MENTIONED THE UPCOMING ELECTION BECAUSE THAT IS COMING UP VERY QUICKLY IN MERIDIAN TOWNSHIP, A LARGE PERCENTAGE OF AS A CLERK KNOWS, A LARGE PERCENTAGE OF OUR VOTERS CHOOSE TO VOTE BY ABSENTEE BALLOT.

AND THOSE WILL BE COMING OUT IN THE NEXT WEEK OR SO HERE, BEING MAILED TO THOSE WHO HAVE REQUESTED THEM.

AND I WANTED TO TAKE A MOMENT SIMPLY TO, FIRST OF ALL, ENCOURAGE EVERYONE WHO IS ABLE, WHO IS A QUALIFIED, REGISTERED VOTER TO EXERCISE THEIR RIGHT TO VOTE.

IT'S IT'S HOW YOU HAVE A SAY AND WHAT IT IS THAT WHO IT IS THAT'S UP HERE DECIDING ON WHAT IT IS WE DO.

AND THE SECOND THING I WANTED TO MENTION WAS SIMPLY RELATED TO ONE OF THE BALLOT INITIATIVES THAT'S COMING UP.

AND I WANT TO ENCOURAGE EVERYONE WITHOUT ADVOCATING ONE WAY OR THE OTHER.

I WANT TO ENCOURAGE EVERYONE TO BE VERY CAREFUL TO READ THROUGH THE BALLOT INITIATIVE VERY CAREFULLY, BECAUSE ON THIS BALLOT INITIATIVE, IT IS TO REGARDING ADULT USE MARIJUANA, A VOTE YES IS TO OPT OUT OF ADULT USE MARIJUANA IN THE TOWNSHIP AND A VOTE NO IS TO ALLOW ADULT USE MARIJUANA.

AND I FEEL LIKE THAT'S SOMETHING THAT WHEN YOU'RE FIRST LOOKING AT IT, IT'S NOT READILY APPARENT THAT THAT IS THE CASE.

AND I WANT TO MAKE SURE THAT VOTERS ARE WELL INFORMED IF THEY HAVE QUESTIONS.

YOU KNOW, MY EMAIL IS AVAILABLE TO YOU.

YOU'RE WELCOME TO REACH OUT AT ANY POINT.

I'M SURE ANY OF US WOULD BE HAPPY TO TALK ABOUT WHAT'S ON THE BALLOT, AND I WOULD ENCOURAGE YOU TO DO SO, BECAUSE WE WANT TO MAKE SURE THAT WE'VE GOT VERY INFORMED VOTERS HERE IN MERIDIAN TOWNSHIP.

WE WANT TO MAKE SURE THAT YOU'VE GOT ALL THE BEST INFORMATION, ALL THE INFORMATION THAT YOU NEED IN ORDER TO EXERCISE YOUR RIGHT TO VOTE.

BUT REGARDLESS OF WHETHER YOU REACH OUT TO US, MAKE SURE YOU EXERCISE YOUR RIGHT TO VOTE VIA ABSENTEE BALLOT OR IN PERSON AT THE POLLS.

AND CLERK GUTHRIE WILL BE SHORTLY INFORMING YOU.

AND AS THE TREASURER MENTIONED, THROUGH OUR THROUGH OUR TAX BILLS, WE'LL BE INFORMING RESIDENTS WHERE THOSE POLLING PLACES ARE.

SO THANK YOU.

THANK YOU. ANYONE ELSE? THEN I'LL ENTERTAIN A MOTION TO ADJOURN.

AYE. OPPOSED.

WE ARE ADJOURNED.
