IN TOO MANY CASES, THE NEEDS OF THE PATHWAY USERS ARE NOT CONSIDERED. WE'RE LUCKY, EVEN IF THEY'RE AN AFTER SPOT. NOW HERE'S A CASE IN POINT ALONG GRAND RIVER WALDEN POUNDS COOPERATIVE HOMES, THE GOLF CENTER OKEMOS ROAD THAT AWAY WILLIAMSTON THAT AWAY. [00:40:03] OK, THE COUNTY DRAIN COMMISSIONER HAD A PROJECT THERE ALONG M43. THAT PROJECT SHUT DOWN A HEAVILY USED PATHWAY ON THE START SOUTH SIDE, AND IT STARTED WITH INSUFFICIENT PATHWAY, CLOSE SIGNS, IMPROPER BURIAL BARRIERS. OF COURSE, IF SOMEBODY GOT HIT WALKING ON THE ROAD, THERE WOULD BE A BURIAL. NO INSTRUCTIONS OR ACCOMMODATIONS FOR ALTERNATIVE OR OTHER SAFE ROUTES. NOW, MY COLLEAGUE TIM POTTER, WHO I THINK YOU'RE FAMILIAR WITH, HE'S ON THE TRANSPORTATION COMMITTEE. HE WAS TOLD BY THE DRAIN COMMISSIONERS CONTRACTOR THAT THIS PROJECT AND ACCOMMODATION FOR NON-MOTORIZED USERS WAS ANOTHER AGENCIES RESPONSIBILITY. NOW, EVENTUALLY, BARRIERS AND SIGNS WERE PUT IN PLACE ALONG THE PATHWAY. HOWEVER, THESE BARRIERS AND SIGNS WERE THEN LEFT IN PLACE FOR ANOTHER COUPLE OF WEEKS AFTER THE PATHWAY WAS USABLE. NOW LATER, THE CONTRACTOR DID PROVIDE AN ALTERNATIVE TO USING PATHWAYS AS A STORAGE AREA WHEN THERE WAS NO LONGER ANY SPACE ON THE PATHWAY AND THE RIGHT OF WAY ALONG HERE. THEN THE CONTRACTOR DECIDED TO SHUT DOWN A TRAFFIC LANE AND USE THE LANES FOR MATERIALS AND OTHER ITEMS. TRI-COUNTY BICYCLE ASSOCIATION THINKS THAT TAKING A LANE SHOULD BE USED A LOT MORE RATHER THAN SHUTTING DOWN THE PATHWAYS. IN THIS CASE, PEDESTRIANS AND CYCLISTS HAD NOWHERE TO GO. NOT IN THE CONSTRUCTION AREA, BUT IF THEY WANTED TO GO ON THE SOUTH SIDE, YEAH, THEY HAD TO GO INTO M43. OK, NOW VERY CRITICALLY, MDOT IS STARTING TO DEVELOP ITS PLANS FOR THE MUCH NEEDED RECONSTRUCTION OF GRAND RIVER AVENUE FOR MORE THAN TWO MILES THROUGH THE TOWNSHIP. SO BASICALLY, OUR INCOME AND ASSET LIMITS ARE 135 PERCENT HIGHER THAN THE FEDERAL GUIDELINES, AND THE FEDERAL GUIDELINES ARE UPDATED ANNUALLY. SO IF YOU'RE UNDER A CONTRACT TO PURCHASE A HOME, DO YOU QUALIFY UNDER THE POVERTY EXEMPTION? THE ANSWER IS YES. IT'S SPECIFICALLY STATED IN THE ACT, AND OUR TOWNSHIP ASSESSOR WAS KIND ENOUGH TO GET THAT ANSWER DEFINITIVELY FOR US. AND JUST FOR BOARD MEMBERS KNOWLEDGE, IF YOU'RE NOT FAMILIAR WITH LAND CONTRACTS, ESSENTIALLY, RATHER THAN GOING THROUGH A FINANCIAL INSTITUTION TO OBTAIN A MORTGAGE IN ORDER TO PURCHASE THE HOME, IT'S THE ACTUAL CURRENT OWNER WHO IS BASICALLY [01:25:02] EXTENDING YOU A LINE OF CREDIT IN FORM OF THE HOME, AND YOU'RE PAYING THAT FORMER OWNER FOR THAT HOME OVER A DURATION OF TIME, AS STIPULATED IN THE LAND CONTRACT. SO THAT'S THE REVENUE IMPACT TO THE TOWNSHIP, AND THE REVENUE IMPACT ACROSS ALL TAXING JURISDICTIONS WAS 41,700. THE FOURTEEN HOMES THAT QUALIFIED HAD JUST UNDER EIGHT HUNDRED THOUSAND IN TAXABLE VALUE, SO THAT'S $56,774 PER HOME IN TAXABLE VALUE, WHICH IS THE MARKET VALUE IS DOUBLE OR MORE, DEPENDING ON HOW LONG THAT PROPERTY HAS BEEN KEPT UNDER STATE LAW AND PROPOSAL A. AND SO THEN THE BOARD WAS INTERESTED IN LOOKING AT SOME OF THE FISCAL, YOU KNOW, THE FISCAL IMPACT NUMBERS. I DID PUT THEM IN THE PACKET, BUT THESE NUMBERS REFLECT THE PREVIOUS PROPOSAL THAT WE TALKED ABOUT. THEY DON'T REFLECT THE PROPOSAL THAT'S IN THE BOARD PACKET TONIGHT. SO I'LL SKIP OVER THOSE FOR NOW. BUT THEY'RE THERE IF YOU'RE INTERESTED. I DON'T THINK IT'S GOING TO BE A SIGNIFICANT NUMBER OF THEM, BUT UNLIKE A CITY WITH AN INCOME TAX, WE DON'T HAVE, YOU KNOW, INCOME TAX DATA TO REALLY EXTRAPOLATE. ALL WE COULD DO IS REALLY LOOK AT OTHER COMMUNITIES WITH SIMILAR MULTIPLIERS AND SIMILAR DEMOGRAPHICS AND TO KIND OF EXTRAPOLATE ON A POPULATION OR A HOUSING STOCK BASIS, YOU KNOW, HOW MANY HOMES WE COULD EXPECT TO QUALIFY. SO I SUSPECT WE COULD SEE ANYWHERE FROM SIX TO A DOZEN HOMES QUALIFY UNDER THIS PLAN FOR THE 50 PERCENT EXEMPTION ABOVE THE CURRENT 14. AND I GUESS I DON'T REALLY HAVE ANYTHING ELSE TO SHARE. OTHER THAN IT'S A FIRST STEP AND THEN WE CAN REASSESS NEXT YEAR AND THERE'S MULTIPLE OPTIONS THAT WE COULD PURSUE. WE COULD CONSIDER RAISING THE EXEMPTION PERCENTAGE FOR THE EXISTING NEW TIER.
