[00:00:01]
SO WE WILL GO AHEAD AND CALL THIS REGULAR MEETING OF THE MERIDIAN TOWNSHIP PLANNING COMMISSION TO ORDER.THIS IS ON NOVEMBER 8TH, 2021 MEETING AND IT IS 7:02 PM.
FIRST ON OUR AGENDA IS ROLL CALL.
SO PLEASE, IF YOU WOULD MIND REMEMBER TO LET US KNOW THAT YOU ARE ATTENDING AND THAT YOU ARE ATTENDING VIRTUALLY AND FROM WHERE.
FIRST UP IS COMMISSIONER MCCONNELL.
>> PRESIDENT ATTENDING FROM MERIDIAN TOWNSHIP.
>> DAVE PREMOE ATTENDING VIRTUALLY FROM OKEMOS MICHIGAN.
>> HOLLY CORDILL PARTICIPATING FROM HER HOME IN MERIDIAN TOWNSHIP.
>> THANK YOU. COMMISSIONER SHREWSBURY.
>> YEAH. GERALD RICHARDS PARTICIPATING FROM MY HOME IN OKEMOS.
>> MARK BLUMER PARTICIPATING FROM MY HOME IN MERIDIAN TOWNSHIP.
>> COMMISSIONER SNYDER, COMMISSIONER TREZISE.
>> TREZISE PARTICIPATING REMOTELY FROM MY HOME IN MERIDIAN TOWNSHIP.
>> I AM SCOTT HENDRICKSON PARTICIPATING REMOTELY FROM MY HOME IN MERIDIAN TOWNSHIP.
NOW OUR FIRST, OUR NEXT AGENDA ITEM I SHOULD SAY IS PUBLIC REMARKS.
WE WILL HAVE TWO OPPORTUNITIES FOR PUBLIC REMARKS THIS EVENING.
ONE RIGHT NOW, AND ONE AT THE CONCLUSION OF THE MEETING.
IF YOU'D LIKE TO SPEAK TO ANY OF OUR AGENDA ITEMS, I'D ENCOURAGE YOU TO SPEAK NOW AS THE OPPORTUNITY AT THE END THE MEETING MAYBE AFTER WE'VE MADE A DECISION.
IF YOU WOULD LIKE TO JOIN US AND OFFER YOUR THOUGHTS TO THE PLANNING COMMISSION, YOU CAN DO SO IN ONE OF TWO WAYS.
YOU CAN EITHER RAISE YOUR HAND IF YOU ARE PARTICIPATING IN THE ZOOM MEETING USING THE RAISE HAND FUNCTION AND OUR STAFF WILL PROMOTE YOU TO A PANELIST.
IF YOU ARE AT HOME AND WOULD LIKE TO JOIN IN, YOU CAN CALL US AT 517-349-1232.
PLEASE REMEMBER THAT ALL PUBLIC REMARKS ARE LIMITED TO THREE MINUTES AND DURING BOTH ARE OPPORTUNITIES FOR PUBLIC REMARKS YOU MAY SPEAK ON ANY TOPIC.
FINALLY, PLEASE REMEMBER TO GIVE US YOUR NAME AND ADDRESS FOR PUBLIC RECORD AT THE BEGINNING OF YOUR REMARKS.
WITH THAT SAID, WE'LL OPEN THE FLOOR TO PUBLIC REMARKS NOW.
>> I'M HEARING NO TELEPHONE SO I'M SEEING NO HANDS, SIR.
>> OKAY. WE'LL GO AHEAD AND CLOSE PUBLIC REMARKS THEN.
NEXT ON OUR AGENDA THIS EVENING IS APPROVAL OF THE AGENDA.
DO WE HAVE A MOTION FOR THE AGENDA THIS EVENING? MOVED BY COMMISSIONER BLUMER, SECONDED BY COMMISSIONER CORDILL.
ANY CHANGES OR AMENDMENTS TO THE AGENDA? SEEING NONE ALL THOSE IN FAVOR OF THE AGENDA AS PRESENTED, SAY AYE.
>> ANY OPPOSED? THE AGENDA PASSES.
[1. CALL MEETING TO ORDER ]
NEXT UP IS THAT APPROVAL OF THE MINUTES.WE HAVE ONE SET OF MINUTES FROM OUR OCTOBER 25TH, 2021 REGULAR MEETING.
DO WE HAVE A MOTION FOR THE MINUTES THIS EVENING? MOVED BY COMMISSIONER PREMOE.
DO WE HAVE A SECOND? SECONDED BY COMMISSIONER RICHARDS.
ANY AMENDMENTS, CHANGES, OR UPDATES TO THE MINUTES? SEEING NONE, ALL THOSE IN FAVOR OF THE MINUTES AS PRESENTED SAY AYE?
>> ANY OPPOSED? THE MOTION CARRIES ALREADY.
7:05, SO HOPEFULLY OUR APPLICANT WAS ABLE TO JOIN US.
[NOISE] OUR NEXT AGENDA ITEM IS COMMUNICATIONS WE HAVE NONE, PUBLIC HEARINGS WE HAVE NONE AND SO WE ARE ON TO UNFINISHED BUSINESS, AND WE WILL TAKE THESE SEPARATELY SINCE WE DO BOTH REQUIRE A VOTE INDEPENDENTLY.
THE FIRST ITEM ON OUR AGENDA IS 8A, SPECIAL USE PERMIT NUMBER 21-101 2763 GRAND RIVER AVENUE, CONSUMERS CREDIT UNION NEW BANK WITH DRIVE-THROUGH.
I'LL TURN THINGS OVER TO DIRECTOR SCHMITT FOR A MOMENT.
>> THANK YOU VERY MUCH THIS EVENING.
OUR APPLICANT IS HERE WITH US TO SPEAK TO THE REQUEST BUT THE REQUESTS YOU HAVEN'T FUNDED THIS EVENING IS THAT REQUEST THAT THE PLANNING COMMISSION WILL TAKE ACTION ON AND IS THE FINAL DECISION-MAKING BODY.
IT IS A REQUEST FOR A DRIVE-THROUGH LANES ASSOCIATED WITH A FINANCIAL INSTITUTION, IN THIS CASE, CONSUMERS CREDIT UNION.
THE PLANNING COMMISSION DID REVIEW THIS AT THE LAST MEETING ON OCTOBER 25TH AND THERE WAS A GREAT DEAL OF DISCUSSION SPECIFICALLY AROUND TRYING TO INCORPORATE SOME OF THE IDEAS FROM THE FOREIGN-BASED CODE INTO THE PROPOSED DESIGN FOR THE BANK, AND LOT OF BACK AND FORTH WITH THE APPLICANT, VERY GOOD CONVERSATION AND ULTIMATELY THEY WERE ABLE TO DO A LOT OF THE THINGS I THINK THE PLANNING MISSION WAS LOOKING FOR.
THE BUILDING HAS BEEN SLUDGE CLOSER TO GRAND RIVER, THE PARKING WAS REMOVED FROM IN FRONT OF THE BUILDING, THE DRIVE AISLE IS NOW A ONE-WAY LANE, SO IT'S LESS PAVEMENT IN THAT AREA.
THEY STILL SHOULD BE ABLE TO MEET ALL OF THE ORDINANCE REQUIREMENTS, STAFFS INITIAL REVIEW, A SITE PLANNING PERSPECTIVE IS INDICATED NO MAJOR CONCERNS,
[00:05:03]
AND WE'RE PRETTY PLEASED WITH HOW THIS TURNED OUT ACTUALLY.NICK LOEKS, NICK I'M GOING TO HATCH AT YOUR NAME, I APOLOGIZE.
NICK LOEKS IS HERE THIS EVENING TO SPEAK TO THOSE CHANGES BUT STAFF HAS IDENTIFIED IMAGE CONCERNS AND CAN
[4. APPROVAL OF AGENDA ]
RECOMMEND APPROVAL OF THE REQUESTS AT THIS TIME.>> OKAY. THANK YOU VERY MUCH, DIRECTOR SCHMITT.
I WOULD LIKE TO GIVE THE APPLICANT AND OPPORTUNITY TO SPEAK TO THE CHANGES BRIEFLY BEFORE WE GET INTO IT, WITH THE APPLICANT'S REPRESENTATIVE WOULD LIKE TO GIVE A BRIEF OVERVIEW OF WHAT'S CHANGED, IF THERE IS ANYTHING YOU WANTED TO ADD TO
[5. APPROVAL OF MINUTES ]
DIRECTOR SCHMITT'S REVIEW OF THE PROPOSAL THIS EVENING.>> THANK YOU, CHAIRMAN. LIKE TIM SAID, MY NAME IS NICK LOEKS AND I REPRESENT CONSUMERS CREDIT UNION.
I WORK FOR BOSCH [INAUDIBLE] IN MY ADDRESS, OR NO.
JUST FOR PUBLIC RECORD PURPOSES.
>> 365 VINEYARD PARKWAY, KALAMAZOO, MICHIGAN.
STEVE BOSH REPRESENTED US LAST TIME I HAD ANOTHER COMMITMENT, SO I WAS ABLE TO ATTEND BUT I'M THE ONE WHO PREPARED THE PLAN ORIGINALLY AND REDID THE PLAN BASED ON THE COMMENTS SO WE'VE TYPED UP A LETTER.
WE MOVED THE BUILDING APPROXIMATE 28.5 FEET CLOSER TO GRAND RIVER.
IT'S ABOUT EIGHT FOOT FURTHER AWAY FROM NORTH WIND AND THAT WAS JUST FOR CONFIGURATION AS HOW THE DRIVE-THROUGH WORKED OUT.
[8A. Special Use Permit #21-101 – 2763 Grand River Avenue – Consumers Credit Union – New bank with drive through ]
WE HAD TO MOVE IT A LITTLE SHIFT, A LITTLE BIT FURTHER TO THE EAST.WE ELIMINATED SEVEN PARKING SPACES ALONG GRAND RIVER AS TIM SAID, MOVED THE ADA ACCESS TO THE WEST SIDE OF THE PARCEL OR THE WEST SIDE OF THE BUILDING, AND THEN WE ENLARGE THE PLANNING AREA ON THE SOUTH SIDE.
WE BASICALLY STRETCHED THAT UP AND WHEN WE MOVE THAT BUILDING, THAT PLANNING AREA GOT QUITE A BIT BIGGER.
THE CREDIT UNION PARCEL ALONE HAS ABOUT 47 PERCENT OPEN SPACE ON AND SO ARE THERE ANY QUESTIONS FOR ME ON THAT?
>> WE WILL GO AHEAD AND START OUR DISCUSSION AND WE MAY VERY WELL HAVE QUESTIONS FOR YOU, SO YOU COULD STICK AROUND, PLEASE.
>> ACTUALLY, I JUST WANTED TO COMMENT ON THE FACT THAT I THOUGHT YOUR RESPONSE WAS VERY APPROPRIATE AND I VERY MUCH APPRECIATE YOUR WILLINGNESS TO MAKE THOSE CHANGES.
I THINK THEY ARE WELL WITHIN KEEPING AS MUCH AS POSSIBLE OF WHAT WE REQUESTED, SO THANK YOU.
>> COMMISSIONER BLUMER THEN COMMISSIONER RICHARDS.
>> I JUST WANTED TO SAY THAT AGAIN I DROVE PAST THAT PARKING LOT AND I THINK [NOISE] A DEFINITE IMPROVEMENT TO THE LOOKS AND FEEL OF THAT PORTION OF THE COMMUNITY.
I THINK IT'S A BENEFIT AND I WILL BE VOTING IN FAVOR OF THE REQUEST.
>> YEAH. I THINK THIS IS A MATTER OF PROCEDURE.
I'D LIKE TO AT LEAST OFFER THE RESOLUTION FOR CONSIDERATION THAT IS FOR THE PERMIT AS TO GET THE DISCUSSION GOING.
[NOISE] TO CLARIFY THAT WAS A MOTION TO APPROVE, A RESOLUTION TO APPROVE SPECIAL USE PERMIT 21-101?
>> DO WE HAVE A SECOND? SECONDED BY COMMISSIONER PREMOE. THANK YOU VERY MUCH.
NOW WE CAN OFFICIALLY BEGIN DISCUSSING IT [LAUGHTER] EVENTHOUGH WE'VE GOT SOME COMMENTS ALREADY ON THE RECORD ABOUT THIS.
ANYONE ELSE WISHING TO SPEAK ON THIS MATTER? COMMISSIONER MCCONNELL.
>> YEAH. PLEASE REMIND ME IF WE TALKED ABOUT THIS BEFORE, BUT IT'S THE ACCESS TO THE DRIVE-THROUGH.
I'M INTERESTED IN THE BANK'S CURRENT POLICY ON WHAT VEHICLES ARE APPROPRIATE TO USE THE DRIVE-THROUGH.
I THEN DISCOURAGED IN THE PAST FROM USING THOSE TERMINALS AND ANYTHING OTHER THAN A PRIVATE VEHICLE AND I'M CURIOUS WHAT THE BANKS POLICY ON THAT MIGHT BE.
>> TYPICALLY, WE HAVE A 10-FOOT CLEARANCE UNDERNEATH OF OUR CANOPY FOR A PRIVATE VEHICLE USE.
HOWEVER, CONSUMERS CREDIT UNION WAS STARTED AS A CONSUMERS ENERGY OR CONSUMERS POWER BACK IN THE '50S CREDIT UNION FOR THEIR EMPLOYEES SO THERE'S A COUPLE OF BRANCHES HERE IN KALAMAZOO THAT HAVE ATMS THAT ARE A LITTLE BIT FURTHER THAT DON'T HAVE THE CANOPY FOR THOSE LARGE VEHICLE ACCESS.
BUT TYPICALLY THE DRIVE-THROUGHS ARE MADE FOR PRIVATE VEHICLES.
>> IF SOMEONE ROLLS UP ON TWO WHEELS, WILL THEY BE WELCOMED FOR SERVICE?
>> YES. THESE AREN'T YOUR TRADITIONAL ATM PER SE.
THEY ARE CALLED THE TELLER PLUS OR AN ITM.
ALL THE PEOPLE THAT STAFF THEM ARE ACTUALLY LOCATED IN KALAMAZOO.
[00:10:01]
YOU COME UP, YOU CAN EITHER USE AS A REGULAR ATM OR YOU CAN COME UP, PRESS A BUTTON AND YOU'RE CONNECTED VIA VIDEO AS SOMEONE WHO'S ACTUALLY IN THE CORPORATE HEADQUARTERS, AND THEN ALL THE MONEY AND STUFF IS ACTUALLY IN WITHIN THE MACHINE, SO THEY CAN DO A LOT OF DIFFERENT TRANSACTIONS VIA VIDEO OVER THE TELLER PLUS AS OPPOSED TO GOING BACK AND FORTH THROUGH A NORMAL TUBE LIKE YOU'RE USED TO IN A REGULAR BANK.>> ANY OTHER QUESTIONS? CHRISTIAN BLUBBER.
>> I WAS JUST GOING TO MAKE A JOKE LAST WEEK ABOUT THE ARCHITECT'S RENDERING SHOWING ONLY VW BEETLES UNDERNEATH THERE.
I THOUGHT THEY MIGHT HAVE SOMETHING TO DO WITH MICHENER FROM MCDONALD'S COME IN.
>> WE ACTUALLY HAVE A ONE THAT SHOWS LIKE A VAN, BUT IT'S LIKE ONE OF THOSE CREEPY VANS THAT YOU DON'T WANT TO LIKE PUT ON A DRAWING.
>> IT'S A VERY PARTICULAR CLIENTELE.
>> ANY OTHER COMMENTS, QUESTIONS? WELL, I'LL GO AHEAD AND ADD MY THANKS TO THE APPLICANT FOR TAKING OUR CONSIDERATION.
FOR TAKING OUR COMMENTS INTO CONSIDERATION RATHER.
FROM THE LAST MEETING, I THINK THIS IS FAR MORE IN KEEPING WITH WHERE WE INTEND TO GO AS A COMMUNITY.
I DON'T THINK THAT THIS WILL CAUSE ANY FUTURE DEVELOPMENT TO LOOK UNUSUAL.
I DON'T THINK THINGS WILL LOOK UNUSUAL COMPARED TO ANY FUTURE DEVELOPMENT AFTER THE ORDINANCE PASSES.
THE ONLY THOUGHT I HAD ALONG THE WAY AND I'M NOT GOING TO BE A STICKLER ABOUT IT BECAUSE I'LL LET THE BOARD TALK ABOUT THIS IF THEY WANT TO AFTER THE OTHER SIDE OF THIS IS THE ONE-WAY DIRECTION FOR THE ACCESS LANE.
I ABSOLUTELY UNDERSTAND WHY THAT CHOICE WAS MADE.
I THINK THAT WE MAY WANT FOR THE FREE FLOW OF TRAFFIC TO GO IN BOTH DIRECTIONS.
BUT GENERALLY, I THINK THAT IF THAT DIDN'T HAPPEN, THERE'S ENOUGH SPACE IN THIS PARCEL AND SURROUNDING TO ACCOMMODATE THE FLOW OF TRAFFIC.
I'M HAPPY WITH WHERE THIS PROPOSAL ENDED AND I'M EXCITED THAT WE WERE ABLE TO MAKE SOME POSITIVE CHANGES TOGETHER WITH THE APPLICANTS AND I LOOK FORWARD TO HAVING THIS USE JOIN THE COMMUNITY.
ANY OTHER DISCUSSION? DON'T SEE ANYONE JUMPING UP THE CHANCE, SO WE'LL GO AHEAD AND TAKE A VOTE.
>> YES. I APPRECIATE THE REVISIONS MADE BY THE ARCHITECTS. THANK YOU.
>> THE CHAIR VOTES YES. RESOLUTION CARRIES.
NEXT UP ON OUR AGENDA IS AGENDA ITEM 8 B SPECIAL USE PERMIT NUMBER 21-111 2763 GRAND RIVER AVENUE, CONSUMER'S CREDIT UNION MODIFICATION OF THE SPECIAL UNIT AS PERMIT FOR BUILDING GREATER THAN 25000 SQUARE FEET.
GO AHEAD AND TURN THINGS BACK OVER TO DIRECTOR SCHMITT IF YOU'D LIKE TO INTRODUCE THAT, AND THEN WE'LL ENTERTAIN A MOTION ON THIS IN A MOMENT.
>> JUST BRIEFLY, THIS IS A RECOMMENDATION TO THE TOWNSHIP BOARD.
THE TOWNSHIP BOARD WILL TAKE FINAL ACTION ON THIS MATTER.
THE REASON WE ARE DOING THIS FOR A 2153 SQUARE FOOT BANK BRANCH, CREDIT UNION BRANCH, MY APOLOGIES IS BECAUSE THIS PROPERTY WAS ORIGINALLY INCLUDED IN THE OVERALL APPROVAL FOR WHAT IS NOW THE HOBBY LOBBY SITE.
SO ANY MODIFICATIONS TO THAT OVERALL SITE REQUIRE MODIFICATION TO THAT SPECIAL USE PERMIT.
THAT'S WHY WE'RE HERE THIS EVENING.
STAFF HAS IDENTIFIED NO MAJOR CONCERNS THAT ADDING THIS SMALLEST SCALE OF A BUILDING WILL HAVE ON WHAT THE ORIGINAL APPROVAL WAS GRANTED FOR AND BELIEVE THAT THIS IS A GOOD ADDITION AS WELL.
THEREFORE, WE RECOMMEND APPROVAL AT THIS TIME.
>> THANK YOU. TO THE MOTION FOR THIS FOR THIS AGENDA ITEM. COMMISSIONER PREMOE.
>> ANY SUPPORT? SUPPORTED BY COMMISSIONER RICHARDS.
ANY DISCUSSION ON THIS AGENDA ITEM ON THIS RESOLUTION? IT DOESN'T LOOK LIKE ANYONE.
I THINK WE ALL GOT OUR COMMENTS OUT AT THE LAST ONE SO WE'LL GO AHEAD AND TAKE A VOTE ON THIS.
[00:15:01]
>> THE CHAIR VOTES, YES. MOTION CARRIES.
THANK YOU VERY MUCH, MR. LOEKS.
WE APPRECIATE YOUR JOINING US THIS EVENING AND WE LOOK FORWARD TO HAVING YOU JOIN MERIDIAN TOWNSHIP.
>> THANKS EVERYONE SO MUCH. HAVE A GOOD NIGHT.
>> THANK YOU. YOU TOO. NEXT UP ON OUR AGENDA THIS EVENING IS AGENDA ITEM 9A.
THE 2022 PLANNING COMMISSION SCHEDULE.
WE HAVE THE SCHEDULE AS PREPARED BY MR. CHAPMAN, INCLUDED IN THE PACKET AND AN ACCOMPANYING MOTION TO APPROVE IF SOMEONE WOULD BE SO KIND AS TO MAKE THAT MOTION. COMMISSIONER CORDILL.
>> I MAKE A MOTION THAT WE ADOPT THIS 2022 MEETING CALENDAR AND PLANNING COMMISSION, MERIDIAN TOWNSHIP.
>> THANK YOU. DO WE HAVE A SECOND?
>> SUPPORTED BY COMMISSIONER BLUMER. ANY DISCUSSION ON THE MEETING CALENDAR?
[8B. Special Use Permit #21-111 – 2763 Grand River Avenue – Consumers Credit Union – Modification of Special Use Permit for buildings greater than 25,000 square feet ]
I DID NOT CHECK TO MAKE SURE IT DOESN'T HIT ANY HOLIDAYS, BUT I'M LOOKING AT IT.NOW, IT DOESN'T LOOK LIKE WE'RE WRAPPING.
WE HAVE CHECKED IT, WE BELIEVE WE'VE MISSED EVERYTHING AND WE'LL JUST POINT OUT THAT NOVEMBER AND DECEMBER WE ARE RECOMMENDING JUST ONE MEETING AT THE EARLIER PART OF THE MONTH TO AVOID HOLIDAY CONFLICTS.
>> ANYONE WANTS TO MEET ON DECEMBER 26TH? THAT SOUNDS LIKE FUN THOUGH.
>> IT WAS ON THE ORIGINAL CALENDAR. [LAUGHTER]
>> EVERYONE COME BACK FROM YOUR HOLIDAY PLANS.
ANY DISCUSSION ON THE CALENDAR? GOING ONCE. GOING TWICE. WE'LL GO AHEAD AND VOTE.
ALL THOSE IN FAVOR OF THE 2022 CALENDAR AS PRESENTED, SAY AYE.
>> ANY OPPOSED? THE 22 CALENDAR IS ADOPTED.
THANK YOU VERY MUCH TO STAFF FOR PUTTING THAT TOGETHER FOR US.
NEXT UP IS AGENDA ITEM 10A, TOWNSHIP BOARD UPDATE.
DIRECTOR SCHMITT, WHAT DO WE HAVE FROM THE TOWNSHIP BOARD THIS EVENING?
>> I HAVE THREE QUICK ITEMS FOR YOU.
THE JORDAN REZONING HAS BEEN INTRODUCED.
IT WILL BE UP FOR APPROVAL AT THE FIRST MEETING IN DECEMBER THAT WILL BRING THE REZONING PORTION OF THAT ODYSSEY TO A CLOSE.
THEN WE WILL WORK ON THE LAST SPLIT PORTION.
THE TOWNSHIP BOARD GREATLY APPRECIATE YOUR FINAL LOOK AT IT AND IT WILL BE INTRODUCING THAT FOR ADOPTION ON TO NEXT MEETING ON TUESDAY.
THEY HAD A COUPLE OF MINOR LAST CHANGES BUT I THINK WE'RE THERE.
LASTLY, I WOULD JUST POINT OUT THAT IT IS MUCH LIKE THIS CALENDAR IS ALSO THAT TIME OF YEAR FOR RE-APPOINTMENTS AND PLANNING COMMISSION HAS THREE MEMBERS UP FOR REAPPOINTMENT, IF YOU SO DESIRE: COMMISSIONER PREMOE, COMMISSIONER RICHARDS, AND COMMISSIONER BLUMER.
IF YOU HAVE ANY CONCERNS ABOUT SERVING AGAIN,
[9A. 2022 Planning Commission schedule ]
PLEASE, SHOULD ME A QUICK NOTE OFFLINE OUTSIDE THE MEETING.OTHERWISE, I WILL BE LETTING THE SUPERVISOR KNOW THAT YOU'RE HAPPY TO CONTINUE SERVING AND WE WILL HAVE YOU REAPPOINTED AT THE FIRST MEETING OF DECEMBER.
>> ANY QUESTIONS FOR DIRECTOR SCHMITT ON THOSE ITEMS? COMMISSIONER MCCONNELL?
>> YEAH. COULD YOU, SCHMITT, TALK A LITTLE BIT MORE ABOUT THE MINOR REVISIONS THAT THE BOARD WOULD LIKE TO MAKE TO THE MUDUP, IN YOUR OWN WORDS?
>> YEAH. IT WAS REALLY THE THINGS WE TALKED ABOUT AT THE LAST MEETING WAS FORCING THEM INTO REQUIRING A LEVEL 3 AMENITY.
THEY WERE STILL DEBATING BACK AND FORTH AS TO WHETHER OR NOT TO LIMIT A LEVEL 2 OR FORCE THE LEVEL 3.
AS I RECALL, WE LEFT IT OUT THERE.
WE'RE GOING TO THINK ABOUT IT ONE LAST TIME BEFORE THEY MADE A FINAL DECISION ON THAT.
BUT BY-AND-LARGE SUPPORTED THE REMAINDER OF THE PLANNING COMMISSION'S RECOMMENDATIONS WERE, TWO OTHER CHANGES OF NOTE.
ONE, THEY SUBSTANTIALLY INCREASED THE THRESHOLD FOR REQUIRING A TRAFFIC STUDY.
SOMETHING THE STAFF BROUGHT UP A LONG TIME AGO, AND SAID THAT THRESHOLD IS EXTRAORDINARILY LOW.
IT'S GOING TO HIT, YOU GUYS WILL TAKE EVERYTHING ELSE OUT, THAT'S GOING TO TRIGGER EVERY CHANGE.
THAT NUMBER HAS BEEN SUBSTANTIALLY INCREASED.
I BELIEVE WE MOVE IT TO 250 INSTEAD OF 50.
THE LAST CHANGE WAS TO RE-INSTITUTE THE REQUIREMENT THAT IF APPLICABLE, THE ENVIRONMENTAL COMMISSION IS PART OF THE REVIEW OF THE INITIAL PART OF THE MUPUD PLAN.
[00:20:05]
THAT IS SOMETHING THAT THEY WANTED BACK IN.[10A. Township Board update. ]
>> ANY FOLLOW-UPS ON THAT COMMISSIONER MCCONNELL?
>> WELL, I FELL ON MY SWORD IN A RECENT ENVIRONMENTAL COMMISSION MEETING FOR MISSING THAT PARTICULAR DELETION, AND I'VE GONE BACK THROUGH THE RECORDS IN TRYING TO UNDERSTAND HOW THAT ESCAPED MY ATTENTION.
FORTUNATELY, AS HER A SHARPER ON HIS MIND.
IT SEEMS THAT SOMETIME AROUND THIS TIME LAST YEAR THE COMMITTEE, AND THE PRINCIPAL PLANNER MENSER, MUST HAVE DISCUSSED MAY BE ISSUES ABOUT THE LENGTH OF THE PROCESS BECAUSE THAT WAS ONE OF THE ISSUES THAT THE PLANNING COMMISSION WAS TRYING TO RESOLVE.
I AM CURIOUS IF MEMBERS OF THE COMMITTEE RECALL THE THINKING AROUND STRIKING THAT CLAUSE.
>> TO BE HONEST, SIR, THE ONLY THING I COULD THINK OF IN GOING BACK THROUGH THE NOTES THAT I HAD WAS THAT THE ENTIRE THOUGHT PROCESS WAS AROUND THE REDEVELOPMENT AREAS IN THE TOWNSHIP, AND THERE WASN'T REALLY THAT THOUGHT OF WHO WILL EVER HAVE WEAPONS HERE BECAUSE WE'RE TALKING ABOUT [INAUDIBLE] ON HAZLETT.
THEY'RE STILL THEORETICALLY COULD BE ONE, ALTHOUGH I SUSPECT IT'S NOT LIKELY TO HAPPEN, BUT ACTUALLY DIRECTOR CLARK, I BELIEVE WAS ON THE PLANNING COMMISSION AT THIS TIME AND MAY HAVE SOME ADDITIONAL BACKGROUND AS WELL.
I REMEMBER TALKING ABOUT THIS AFTER WE LEFT THE MEETING LAST WEEK.
THAT IS PRETTY CLOSE TO MY RECOLLECTION OF BEING ON THE SUBCOMMITTEE WAS THAT IF WE CAME UPON A PROJECT THAT NEEDED A WETLAND USE PERMIT, THAT THEY WOULD GO THROUGH THAT PROCESS ANYWAY.
THAT IT WOULDN'T NECESSARILY BE THIS BODY TO GIVE CLEARANCE OF WHETHER OR NOT.
I THINK THE CONVERSATION CAME DOWN TO HOW DO WE KNOW WITHOUT GETTING A RECOMMENDATION FROM THE ENVIRONMENTAL COMMISSION ANYWAY THAT THIS IS APPROVED? THEY WOULD HAVE TO GO THROUGH THAT PROCESS ANYWAY AND SO WE WOULD SEE THAT.
BASICALLY, IT WAS A REDUNDANCY.
WE WERE VERY FOCUSED ON TRYING TO TAKE DOWN REDUNDANT EXPLANATIONS OR STEPS THEN THE ORDINANCE BECAUSE WHY HAVE IT?
>> THANK YOU. ANY OTHER QUESTIONS FOR DIRECTOR SCHMITT, ON THE TOWNSHIP BOARD UPDATE? SEEING NONE, WE'LL GO TO LIAISON REPORTS, AND WE'LL GO AHEAD AND START TO SAY THAT ZBA MEETING OF NOVEMBER THE 4TH WAS CANCELED.
FURTHERMORE SCINTILLATING REPORTS AFTER THE MEETING ON WEDNESDAY.
ANY OTHER LIAISON REPORTS? COMMISSIONER MCCONNELL.
>> SORRY, THE LAST ENVIRONMENTAL COMMISSION MEETING, THERE WAS A DELIGHTFUL PRESENTATION FROM THE LAST OF THE MOST RECENT OF THE GREEN INFRASTRUCTURE GRANTS THE BOARD HAS MADE TO A LOCAL SCHOOLS, THIS ONE TO RADMOOR MONTESSORI.
ON THE BASIS OF THE PRESENTATION, THE ENVIRONMENTAL COMMISSION, THEY'VE BEEN INVITED TO BOARD TO PRESENT THE WONDERFUL THINGS YOU'RE DOING OUT THERE WITH A LITTLE BIT OF FUNDING THAT THE TOWNSHIP BOARD WAS ABLE TO HELP THEM OUT WITH.
>> ANYONE ELSE, HAVE A REPORT TO GIVE? COMMISSIONER CORDILL?
>> IT'S NOT A REPORT, BUT THE CORRIDOR IMPROVEMENT AUTHORITY IS TO MEET THIS MONTH ON NOVEMBER 17TH.
>> DID ANYONE ATTEND THE MDOK MEETING THAT THE TOWNSHIP WAS TYPING ALL OVER SOCIAL MEDIA, AND CAN ANYONE GIVE ME A MINUTE, AND A HALF SYNOPSIS OF WHAT THAT WAS [NOISE] ALL ABOUT?
>> I CAN ACTUALLY SEND YOU WHAT WAS RECORDED.
I CAN SEND YOU THE LINK TO THE. [OVERLAPPING].
>> THAT'S LIKE A 2-HOUR NON SYNOPSIS.
[LAUGHTER] THE SUMMARY IS GOING TO BE VERY DIFFICULT BECAUSE THEY NEED TO RAISE THE INTERSECTION TWO FEET.
IT IS GOING [LAUGHTER] TO CAUSE A MAJOR DISTRACTION.
IT'S GOING TO BE A VERY DIFFICULT PROJECT AND PLEASE AVOID THE AREA TO THE EXTENT YOU CAN.
>> WE WON'T SEE THE FLOODING THAT WE'VE BEEN SEEING IN RECENT YEARS?
>> THEY CANNOT GUARANTEE THAT IT WILL FIX IT, BUT IT WILL CERTAINLY MAKE IT BETTER.
[LAUGHTER]. I MEAN PART OF THE PROBLEM IS YOU CAN'T FIX IT BECAUSE YOU HAVE 40 YEARS OF UNFETTERED DEVELOPMENT,
[00:25:02]
AND ABSENT PUTTING IN A LAKE OR A MAJOR RETENTION AREA.COMMISSIONER CORDILL, AND COMMISSIONER MCCONNELL.
>> I HAVE A QUESTION, HAS THERE BEEN ANY ATTEMPT TO COORDINATE THE SCHEDULING OF THE OF THE PROJECTS THAT ARE WELL NEEDED, BUT SEEM TO MAKE TRAVEL QUITE AN ORDEAL.
I'M SPEAKING OF PROJECTS THAT YOU'RE TALKING ABOUT, THE GRAND RIVER, AS WELL AS THE OKEMOS ROAD BRIDGE, WHICH IS A ROAD COMMISSION PROJECT.
>> STAFF IS ACTIVELY WORKING WITH ALL PARTIES ON
[10B. Liaison reports. ]
THESE THINGS BECAUSE IT IS GOING TO BE VERY DIFFICULT.PART OF THIS COMES DOWN TO SIMPLY THAT WE'RE HITTING FUNDING CYCLES ALL AT ONCE.
WE'RE GETTING HIT FROM ALL SIDES BECAUSE FUNDAMENTALLY WE DON'T CONTROL ALL ROADS.
BUT YES, IT'S BEEN BROUGHT UP, AND WE ARE GOING TO CONTINUE TO WORK WITH BOTH MDOT AND THE ROAD COMMISSION TO TRY AND AVOID A SITUATION LIKE WE HAD WITH DOLBY ROAD, AND OKEMOS ROAD FOR THAT COUPLE OF WEEKS THAT CAUGHT US BY SURPRISE AS WELL.
>> THANK YOU GUYS [OVERLAPPING].
>> I WAS GOING TO SAY, I THOUGHT IT MIGHT BE A USE IT OR LOSE IT PROPOSITION, BUT GIVEN THE STREET LAYOUT, MERIDIAN TOWNSHIP, WE DON'T HAVE THE BENEFIT OF A GRID.
IT'S A VERY LINEAR COMMUNITY WITH NOT A LOT OF ALTERNATE ROUTES.
I WAS JUST WONDERING IF THERE WAS SOME WAY THAT SOME OF THESE THINGS COULD BE STAGGERED.
>> I KNOW DIRECTOR CLARK PROBABLY HAS SOME ADDITIONAL INPUT ON THIS, BUT IT IS SOMEWHAT OF A USE OR LOSE IT WHEN OUR ROADS COME UP, IF WE'RE NOT ABLE TO MOVE FORWARD WITH THEM, NEXT PROJECT COMES ALONG, ESPECIALLY IF IT'S SOMETHING THAT'S FUNDED THROUGH TRI COUNTY.
THOSE DOLLARS ON THE TIP ARE COMPETITIVE, SO THEY MOVE ON TO THE NEXT PROJECT.
>> WAS THIS MONEY MANAGE, MAYBE I'M NOT SAYING THE RIGHT TERM, BUT DOES IT GO THROUGH THE TRI COUNTY PLANNING COMMISSION?
IF I REMEMBER CORRECTLY, THE BRIDGE IS ON THE TIP.
GRAND RIVER IS AN MDOT PROJECTS.
>> THE OTHER THING I WOULD SAY AS WELL IS PART OF THE MAJOR RECONSTRUCTION IS THE UPDATE TO THE MI GRAND RIVER DRAIN, RIGHT? I CAN'T SAY THAT LAST NAME.
[LAUGHTER] INSTEAD OF PUTTING THE ENTIRE COMMUNITY THROUGH ONE MAJOR RECONSTRUCTION FOR TWO YEARS, HAVE A PAUSE OR NOT A PAUSE AND THEN COME BACK TO THE SAME INTERSECTION AND HAVE TO DO IN ANOTHER TWO YEARS, THERE'S REALLY NO POINT.
I THINK THE MISSION WAS, WELL, WE KNOW WE HAVE TO TEAR THIS ALL UP, WE KNOW THAT'S WHAT'S UNDERNEATH NEEDS TO BE FIXED, SO WE'RE ALL GOING DO IT AT THE SAME TIME.
THE TOWNSHIP'S GOING TO BE IN THERE WITH MDOT WITH THE COUNTY, WITH EVERYBODY DOING IT AND EVEN POSSIBLY OTHER PROJECTS GOING ON AT THE SAME TIME.
IT HAS TO HAPPEN. IT'LL BE INCONVENIENT.
YES, IT'LL BE A VERY STRESSFUL INCONVENIENT 18 MONTHS, BUT THEN IT'LL BE BEAUTIFUL.
IT'LL BE LIKE THE INTERSECTION OF JOLLY AND OKEMOS ROAD BY 96, WHERE IT'S VERY CLEAN AND IT'S VERY SMOOTH, AND EFFICIENT AND TRAFFIC IS WORKING IN THE RIGHT WAY, AND WE'RE LIKE, MAN, WE COULD HAVE THIS THE WHOLE TIME.
WHY DIDN'T WE HAVE THIS WHOLE TIME? YES, THE FUNDING CYCLES COME.
I DO BELIEVE THAT MDOT HAD PROPOSED DOING GRAND RIVER EARLIER, BUT THEN THE TOWNSHIP ALSO KNEW THAT WE HAD DRAIN PROBLEMS. SO COORDINATING ALL OF THAT WORK TOGETHER, THAT IS THE REASON WHY '22 JUST HAPPENS TO BE THE YEAR.
IT IS UNFORTUNATE FROM AN ECONOMIC DEVELOPMENT STANDPOINT, BECAUSE I HAVE TO GO TELL OUR BUSINESS COMMUNITY THAT MOST LARGELY SITS ON GRAND RIVER AND LOVE SITTING ON GRAND RIVER, THAT THEY ARE GOING TO BE NEGATIVELY IMPACTED AND THAT PEOPLE ARE JUST GOING TO BE LAZY AND THEY'RE GOING TO JUST LOOK AT A CHAOS AND TRYING TO GET IT OUT OF SOME OF THEIR FAVORITE STORES AND THEIR LOCATIONS IS SOMETHING THAT YOU'D RATHER NOT DO.
SO HOW DO I HELP THEM STAY AHEAD OF THAT AND LET PEOPLE KNOW THAT THEY'RE OPEN? I'VE GOT A BUSINESS GOING DOWN IN THE CORNER OF OKEMOS AND GRAND RIVER, AND I'M LIKE, "SO YOU JUST SIGN THE CONTRACT AND YOU'RE GOING TO HAVE EIGHT MONTHS WHERE NO ONE IS GOING TO BE ABLE TO EVEN COME NORTH OR SOUTH IN THAT INTERSECTION.
YOU WILL NOT BE ABLE TO GO NORTH OR SOUTH IN THE INTERSECTION OF OKEMOS ROAD AT A POINT DURING THE CONSTRUCTION.
[00:30:02]
IT WILL NOT BE THE VERY BEGINNING, BUT AT A POINT DURING THE CONSTRUCTION.YOU WILL BE ABLE TO GO EAST-WEST GRAND RIVER, BUT NOT NORTH- SOUTH." I'M JUST LETTING EVERYBODY KNOW THAT.
THE FIRE DEPARTMENT, CENTRAL FIRE IS GOING TO HAVE TO GO ON CENTRAL FIRE THROUGH CENTRAL PARK PLACE, MARSH ROAD, DOBI INTERSECTION, HAMILTON ROAD TO GET SOUTH ON OKEMOS ROAD.
THAT'S HOW YOU WILL GET AROUND IF YOU HAVE TO COME SOUTH OKEMOS ROAD AT THAT POINT, SO JUST BEAR WITH US, YOUR TAX DOLLARS AT WORK. YES.
>> EIGHTEEN MONTHS, TIM, I THINK YOU BURIED THE LEAD ON ME A LITTLE BIT.
WELL, FAIR WARNING, I MIGHT BE LATE TO A PLANNING COMMISSION MEETING AT 2:00 BECAUSE IT MIGHT TAKE ME 40 MINUTES TO GET THERE. [LAUGHTER].
>> THERE'S NO LEAVING THE BUILDING.
>> [LAUGHTER]. IT'S PROBABLY WISE. COMMISSIONER MCCONNELL.
>> I ATTENDED THE AFTERNOON SESSION OF THE INFORMATION MEETING AND IT WAS ONE OF THOSE INSTANCES WHERE GOVERNMENT IS WORKING REALLY LIKE YOU HOPE IT WOULD.
THE TOWNSHIP CONVENES A MEETING, MDOT IS THERE TO PRESENT A PLAN, THE ROAD DEPARTMENT IS THERE TO TALK ABOUT THEIR ASPECTS AND REALLY A LOT OF INFORMATION, ALL OF IT RECORDED AND MADE AVAILABLE TO ANYBODY WHO WANTS IT.
A COUPLE OF THINGS I WANT TO HIGHLIGHT, A NON-MOTORIZED ADVOCACY COMMUNITY HAS BEEN ASKING FOR SAFER PEDESTRIAN CROSSINGS ON M43 IN THE TOWNSHIP FOR YEARS, AND THE PLAN PRESENTED INCLUDES THREE.
BASICALLY, THE SAME REFUGE ISLANDS IN THE MIDDLE OF THE BIG WIDE LANES AS WE SEE JUST WEST OF HAGADONE.
THAT'S JUST WONDERFUL TO SEE THE MDOT, EXPANDING ITS ARRAY OF TOOLS TO ACCOMMODATE ALL ROAD USERS IN THE CORRIDOR.
THE OTHER ISSUE CONCERNS THE BUSINESS THAT DIRECTOR CLARK WAS SPEAKING ABOUT ON GRAND RIVER, JUST EAST OF OKEMOS ROAD AND IN ORDER TO PROVIDE A TEMPORARY ACCESS TO THOSE BUSINESSES WHILE THE ROADWAY'S CLOSED, THEY'RE GOING TO CREATE A BASICALLY A SERVICE DRIVE.
IT'S JUST CIRCLING BACK TOWARDS, ESPECIALLY EARLIER ABOUT SERVICE DRIVES AND HOW THEY'RE PART OF THE FUTURE OF THE CORRIDOR.
WE'RE GOING TO HAVE A TEMPORARY ONE TO LOOK AT AND SEE AND UNDERSTAND HOW DOES THAT WORK WHEN YOU CLOSE THE TRAVEL LANES AND PROVIDE A WAY.
YOU HAVE TO CLOSE ALL THE DRIVE WAYS AT A CERTAIN POINT SO PROVIDING A SERVICE LINE IS AN ALTERNATIVE TO TRY AND SERVICE THOSE BUSINESSES.
IT'LL BE AN INTERESTING EXPERIMENT TO SEE HOW PEOPLE ADAPT.
>> THANK YOU VERY MUCH. ANY OTHER QUESTIONS OR DISCUSSION ON THAT? WELL, I APPRECIATE THOSE WHO WERE ABLE TO ATTEND AND SHARE WHAT THEY LEARNED AND THANKS TO DR. SCHMITT AND CLARK FOR BEING HERE TO TELL US ABOUT IT THEMSELVES, SO THANK YOU, EVERYONE.
WITH THAT, WE'LL GO AHEAD AND MOVE ON TO OUR NEXT AGENDA ITEM, WHICH IS PROJECT UPDATES.
THE APPLICATIONS. WE HAVE NONE SITE PLANS RECEIVED.
WE HAVE NONE SITE PLANS APPROVED, WE HAVE NONE.
SO WHICH BRINGS US TO OUR FINAL OPPORTUNITY THEN FOR PUBLIC REMARKS.
IF THERE'S ANY MEMBERS OF THE PUBLIC WHO HAVE STUCK WITH US THIS EVENING, IF YOU'D LIKE TO SPEAK TO THE PLANNING COMMISSION, NOW, IT'D BE THE TIME.
NOW, GO AHEAD AND RAISE YOUR HAND IF YOU'RE IN OUR ATTENDEES AREA OR YOU CAN GIVE US A CALL AT (517)-349-1232.
REMEMBER THAT PUBLIC REMARKS ARE LIMITED TO THREE MINUTES AND PLEASE GIVE US YOUR NAME AND ADDRESS AT THE BEGINNING OF YOUR REMARKS.
WITH THAT, I'LL GO AHEAD AND OPEN THE FLOOR.
ANYONE ON THE PHONES, DIRECTOR GIBBES?
>> THERE ARE NO TELEPHONE CALLS, I'M SEEING NO HANDS.
>> OKAY. COMMISSIONER RICHARDS.
>> A COUPLE OF THINGS I WANTED TO, IF THIS IS AN APPROPRIATE TIME.
ONE, THE LEFT TURN LANE OR A SIGNAL HAS BEEN PUT UP AT MORAL CENTRAL PARK AND GRAND RIVER, BUT IT HASN'T BEEN ACTIVATED.
IT'S BEEN UP FOR THE ACTUAL FIXTURES.
IT'S BEEN UP AND THE WIRING LOOKS LIKE IT'S UP.
IT'S BEEN THERE FOR PROBABLY AT LEAST SIX WEEKS.
I'M JUST WONDERING IF STAFF HAS ANY IDEA OF WHY THAT IS NOT BEING ACTIVATED.
>> DR. SCHMITT OR DIRECTOR CLARK, DO YOU HAVE ANY COMMENT ON THAT?
>> THAT WAS ACTUALLY BROUGHT UP AT THE PUBLIC MEETING, AND THE EXPLANATION THAT WAS GIVEN WAS THAT THERE WAS A BIT OF HARDWARE THAT WAS MISSING. ITS OWN ORDER.
>> THEY'RE PREPARING TO PUT IT IN A GREEN ARROW,
[00:35:03]
LEFT-TURN ARROW AT CENTRAL PARK, THEY'LL BE IN GRAND RIVER, BECAUSE THAT WILL BE A MAJOR NORTH-SOUTH OBVIOUSLY FOR THE COMMUNITY WHEN THE OKEMOS ROAD INTERSECTION IS DOWN.WHEN THEY GOT TO CHANGING OUT THE CABINET BECAUSE IT'S AN UPDATED BLADE, THEY REALIZED THEY NEEDED TO DO CABINET.
LO AND BEHOLD, LABOR AND SHORTAGES, EQUIPMENT, AND SHORTAGES ARE HAPPENING TO EVERYONE, INCLUDING GOVERNMENT.
UNTIL THEY GET A CABINET, THEY CAN'T OPERATE THE LIGHT.
THEY HAVE TO WAIT, AND IT'S PROBABLY ON SOME SHIPPING CONTAINER IN CALIFORNIA OR SOMETHING RIGHT NOW.
UNTIL THAT GETS HERE, THAT'S WHAT WE HAVE GOING ON.
>> I BELIEVE IT WAS SPECIFICALLY THE OPTICON THAT ALLOWS THE FIRE DEPARTMENT TO TURN THE LIGHT FROM RED TO GREEN WHEN THEY'RE COMING.
THAT'S THE EQUIPMENT IN THE CABINET THAT IS NOT THERE AT THIS TIME.
THEY CAN'T INTEGRATE WITH THE LEFT TURN ARROWS UNTIL THAT ARRIVES.
>> THANK GOODNESS FOR ALL OF OUR STAFF FOR BEING HERE THIS EVENING TO [LAUGHTER] RESPOND TO THAT QUESTION.
I NOTICED THAT THE NEXT MEETING AGENDA REALLY DOESN'T HAVE ANY ACTION ON IT.
[12. PUBLIC REMARKS ]
IT IS AROUND THANKSGIVING IS REALLY CONSIDERATION TO NOT HAVE THAT MEETING, AND PUT THE DISCUSSION ON IN DECEMBER.>> BEFORE WE ANSWER THAT QUESTION, I'M GOING TO GO AHEAD AND CLOSE PUBLIC REMARKS SINCE WE WERE TECHNICALLY STILL IN THAT SECTION 738.
I SPOKE WITH DIRECTOR SCHMITT ABOUT THE MEETING IN TWO WEEKS.
I THOUGHT THAT IT MIGHT NOT BE A BAD IDEA FOR THIS BODY STILL TO MEET, BUT TO HAVE A DISCUSSION TO TRY TO GET AHEAD OF OUR 2022 GOALS, AND ALSO TO GET A PRIMER FROM STAFF, ESPECIALLY FOR THOSE OF US WHO WERE NOT HERE IN 2017, ON WHAT THE MASTER PLAN UPDATE PROCESS MIGHT LOOK LIKE, AND WHAT OUR INVOLVEMENT WILL BE, WHAT THE OVERALL FLOW OF THE PROCESS IS, SO ON AND SO ON FORTH.
IF THERE'S AN OVERWHELMING URGE FROM EVERYONE THAT WE NOT MEET IN TWO WEEKS, WE CAN CERTAINLY SCATTER THOSE PLANS.
THERE'S NOTHING NOTICED OR ANYTHING LIKE THAT.
I THOUGHT IT MIGHT BE A GOOD IDEA, INSTEAD OF SCRAMBLING FOR OUR GOALS IN JANUARY, TO GET STARTED THINKING ABOUT THEM NOW.
BUT I'M HAPPY TO HEAR THE THOUGHTS OF THE REST OF THE COMMISSION ON THAT.
>> THE ONLY THING I WOULD ADD BASED ON OUR CONVERSATION, NOW THAT I'VE LOOKED INTO IT A LITTLE MORE, IF WE DO PUSH IT BACK TWO WEEKS TO THE MEETING IN DECEMBER, WE WOULD ACTUALLY BE AFTER THE TOWNSHIP BOARDS GOAL-SETTING SESSION.
SO WE WOULD HAVE AT LEAST THEIR FRAMEWORK FOR THE MAIN GOALS, KNOWING WHERE THAT'S GOING, AND IF THAT WOULD BE OF ANY BENEFIT TO THE COMMISSION.
WE COULD CERTAINLY STILL HAVE THE CONVERSATION [NOISE] IN DECEMBER.
AT THIS POINT, I STRONGLY SUSPECT ONE OF THE TWO MEETINGS WILL GET CANCELED DEPENDING ON HOW THE BOARD TUITION FALLS ON THIS ITEM.
>> ANY INCLINE WHAT MIGHT BE ON THE DECEMBER'S AGENDA WHEN YOU LOOK IN THE CRYSTAL BALL? [LAUGHTER]
>> AS OF RIGHT NOW, I GOT TO BE HONEST, I DON'T EXPECT WE'LL HAVE ONE.
JUST ABOUT EVERYTHING WE'VE GOT FLOATING AROUND RIGHT NOW IS STUFF THAT IS STRUGGLING TO GET A COMPLETE OBLIGATION, OR IS NOT READY.
I SUSPECT THAT EITHER THE DECEMBER MEETING OR THE SECOND MEETING IN NOVEMBER, I WILL RECOMMEND THAT WE CANCEL DEPENDING ON WHEN YOU WANT TO HOLD THE GOAL-SETTING DISCUSSION.
>> BUT WE WOULD WANT TO HOLD ONE OR THE OTHER IN ORDER TO ADDRESS THOSE ITEMS?
>> WE'RE NOT DOING THAT 2022 GOALS IN 2022? COMMISSIONER PREMOE.
>> I AGREE WITH COMMISSIONER RICHARDS.
I THINK WE DON'T NEED THAT NOVEMBER MEETING.
>> OKAY. ANYONE ELSE? COMMISSIONER BLUMER, MCCONNELL, TREZISE, ANYONE ANY THOUGHTS ON WHICH MEETING YOU'D PREFER TO NOT HAVE?
>> I DON'T REALLY HAVE A PREFERENCE ONE WAY OR THE OTHER, BUT I DO BELIEVE WE SHOULD HAVE ONE OF THOSE MEETINGS BEFORE THE FIRST OF THE YEAR.
THERE IS SOME SENSE IN WAITING TO HEAR WHAT THE BOARD IS GOING TO DO AS FAR AS THEIR GOALS SO THAT WE CAN SEE THAT AND SEE WHERE WE MAY FIT INTO THAT PROCESS.
I THINK THE DECEMBER MEETING MAY BE MORE PRODUCTIVE THAN HAVING THE NOVEMBER ONE.
[00:40:06]
>> I'M JUST THINKING THAT WE'RE GOING TO HAVE OUT-OF-TOWN COMPANY THAT WEEK.
MOVING IT INTO DECEMBER WOULD BE JUST FINE WITH ME. THANK YOU.
>> IT SOUNDS LIKE WE'VE GOT SOME MOMENTUM TOWARD CANCELING THE NEXT MEETING AND MOVING IT TO DECEMBER.
WE'LL GO AHEAD AND PLAN FOR THAT THEN.
WE WILL CANCEL OUR NOVEMBER 22ND MEETING, AND INSTEAD PLAN ON MOVING THOSE AGENDA ITEMS TO, WHAT WOULD IT BE, DECEMBER 13TH I BELIEVE.
WELL, IT'S FIVE WEEKS BETWEEN NOW AND THEN, EVERYONE.
WE WILL NOT SEE YOU FOR A WHILE, BUT MOMENT WILL ENTERTAIN A MOTION TO ADJOURN.
>> YOU ALL HAVE A GOOD THANKSGIVING.
>> ALL RIGHT. THE PLANNING COMMISSION WILL STAND ADJOURNED AT 7:43 PM.
WE'LL SEE YOU IN FIVE WEEKS EVERYONE. HAVE A GOOD THANKSGIVING.
>> GOOD EVENING. SAFE TRAVELS.
