AND WHEN I ARRIVED, I WAS GREETED BY THIS WONDERFUL WOMAN NAMED ROBIN FOUST, AND SHE HAS BEEN OUR ADMINISTRATIVE ASSISTANT FOR TWENTY ONE YEARS, ALTHOUGH SHE HAS WORKED FOR THE TOWNSHIP, I BELIEVE FOR THIRTY TWO YEARS IN TOTAL AND WORKED FOR OTHER DEPARTMENTS.

BUT SHE WAS ONE OF THE MAIN ONES THAT HELPED KEEP THIS DEPARTMENT RUNNING, KEPT COMMUNICATIONS OPEN WITH THE PARK COMMISSION FOR SO MANY YEARS, AND SHE RECENTLY WAS PROMOTED TO DEPUTY CLERK.

AND SO SHE IS NOW WORKING OVER AT THE TOWNSHIP HALL AND NO LONGER IN THE PARKS AND RECREATION DEPARTMENT. BUT BECAUSE OF ALL OF HER WONDERFUL SERVICE AND VALUE TO WHERE WE ARE TODAY, I JUST THOUGHT IT WAS REALLY IMPORTANT FOR THE PARK COMMISSION TO RECOGNIZE HER WITH A RESOLUTION OF APPRECIATION.

AND WE WISH HER ALL THE BEST OVER AT TOWN HALL AND THE CLERK'S OFFICE.

WHEREAS ROBIN FAUST HAS BEEN DEDICATED HAS BEEN A DEDICATED EMPLOYEE OF MERIDIAN TOWNSHIP SINCE 1989 AND AS OF 2021 HAS BEEN WITH THE TOWNSHIP FOR THIRTY TWO YEARS AND IS WHERE ROBIN FAUST BEGAN HER CAREER IN THE COMMUNITY DEVELOPMENT DEPARTMENT, WHERE SHE COORDINATED DEVELOPMENT OF THE NOKOMIS LEARNING CENTER AND WORKED IN NEWLY CREATED COMMUNITY SERVICES DEPARTMENT, WHERE SHE HAD MANY RESPONSIBILITIES, AS LUANN MENTIONED, INCLUDING ADMINISTRATIVE SUPPORT TO THE PARKS DIVISION, INCLUDING SCHEDULING RECREATION FIELDS, ART FACILITIES AND THE FARMER'S MARKET.

AND THEN IN 1999 WAS PROMOTED TO DEPARTMENT SECRETARY WITH THE NEWLY CREATED PARKS AND RECREATION DEPARTMENT.

AND WHEREAS WHILE WORKING FOR THE PARKS AND RECREATION DEPARTMENT FOR THE LAST TWENTY ONE YEARS, ROBIN SERVED TO ASSIST WITH THE COORDINATION AND PROMOTION OF THE VARIOUS DIVISIONS, INCLUDING RECREATION, PROGRAMING, PARK MAINTENANCE, GROUNDS MAINTENANCE, CEMETERIES, HARRIS NATURE CENTER, FARMER'S MARKET AND SNELL TOWER RECREATION CENTER.

CREATED MULTIPLE EDITIONS OF THE PARKS AND RECREATION FAMILY FUN GUIDE, SERVED AS THE

AND WHEREAS ROBIN IS A DEPENDABLE AND VALUABLE EMPLOYEE AND WAS VITAL TO THE DAILY FUNCTION OF THE PARKS AND RECREATION OFFICE, THE PARK COMMISSION AND THE LAND PRESERVATION ADVISORY BOARD.

AND WHEREAS ROBIN HAS DEVOTED HER TIME AND ENERGY TO ASSISTING THE TOWNSHIP IN NUMEROUS CAPACITIES EXTENDING WELL BEYOND, WELL BEYOND, WELL BEYOND, I JUST WANT TO EMPHASIZE THAT THE NORMAL WORK DAY BY INCLUDING REGULARLY VOLUNTEERING AT THE HARRIS NATURE CENTER.

THE PURPOSE WAS TO CONNECT SCHOOLS, PARKS AND NEIGHBORHOODS.

SO AGAIN, PARKS IS A CRITICAL COMPONENT OF THIS AND IT'S FUNDED WITH ITS OWN DEDICATED MILLAGE SO IT'S ABOUT POINT THREE THREE MILLS ON AN ANNUAL BASIS.

THAT BRINGS IN ABOUT SIX HUNDRED THOUSAND DOLLARS.

THAT DOES EXPIRE IN 2028.

SO WE DO HAVE SOME SOME FUTURE YEARS STILL AVAILABLE BEFORE WE TALK ABOUT A RENEWAL.

BUT THOSE SIX HUNDRED THOUSAND DOLLARS REALLY FUND MAINTENANCE AND REPAIRS OF THE PATHWAY. WE TRY TO BUDGET A CERTAIN AMOUNT EACH YEAR FOR THAT, CONSTRUCTION OF NEW PATHWAYS AND ALSO WE TRY TO LEVERAGE THAT AS BEST AS POSSIBLE WITH GRANTS.

FOR THE MOST PART, WE'VE LEFT THE TRUST FUND ALONE BECAUSE WE KNOW THAT'S A BIG SOURCE OF MONEY FOR THE PARK SYSTEM.

SO WE TRY NOT TO DOUBLE DIP, BE COMPETITIVE IN THAT.

BUT NOW THAT YOU'RE GRANTS HAVE WOUND UP, WE'RE ACTUALLY LOOKING AT THAT FOR PHASE THREE OF THE MSU TO LAKE LANSING.

SO HOPEFULLY WE'LL BE SUCCESSFUL WITH THAT.

SO, AGAIN, GREAT PARTNERSHIP WITH THAT.

WHERE WE HAVE BEEN VERY SUCCESSFUL IS WITH THE COUNTY'S PARKS AND TRAIL MILLAGE.

WE'VE BEEN ABLE TO PRETTY MUCH GET BACK EVERY DOLLAR THAT OUR RESIDENTS HAVE SENT TO THE COUNTY AND BROUGHT THEM BACK TO THE TOWNSHIP FOR OUR PROJECTS HERE.

SO A LOT OF SUCCESS WITH THAT, WHICH HAS ALLOWED US TO DO SOME GREAT PROJECTS LIKE THE OKEMOS ROAD BOARDWALK.

AGAIN, THAT'S BEEN ON THE MASTER PLAN FOR YEARS, PROBABLY THOUGHT IT WAS SKY IN THE PIE, OR YOU KNOW PIE IN THE SKY KIND OF DEAL, BUT WITH THE COUNTY'S FUNDING ALLOWED US TO BUILD THAT MILLION DOLLAR BOARDWALK, WHICH NOW REALLY IS AN ATTRACTION, I THINK, FOR A LOT OF PEOPLE. SO EVER SO WITH THE MILLAGE, THERE'S SOME SOME GUIDELINES THAT WERE SET UP THAT BASICALLY YOU NEED A MASTER PLAN TO KIND OF GUIDE HOW THOSE DOLLARS ARE SPENT.

AND REALLY, IT'S NOT A BIG DOCUMENT, PER SAY.

IT'S REALLY A MAP. AND THAT'S WHAT'S BEEN IN PLACE.

OUR THOUGHT IS IF WE'RE GOING TO DO THE MSU TO LAKE LANSING PATHWAY, IT MAKES SENSE TO COMPLETE THIS GAP THAT WOULD ALLOW PEOPLE TO KIND OF LOOP BACK INTO THE TOWNSHIP.

SO WE SEE THAT AS MAKING A LOT OF SENSE DO THAT ONE.

NUMBER TWO IS CARLTON ROAD PATHWAY, VERY POPULAR FOR PEOPLE TO WALK AROUND THE LAKE.

WE WANT TO CREATE SOME CONNECTIVITY THERE.

WE KNOW WE GOT TO RECONSTRUCT CARLTON ROAD HERE IN THE NEAR FUTURE.

IT SEEMS TO MAKE SENSE THAT WE [INAUDIBLE] DO SOMETHING ALONG THERE IN CONJUNCTION WITH THAT. I KNOW WE TALKED ABOUT THIS WITH LAND PRESERVATION, BUT UNDERSTAND THAT MAYBE SOME OPPORTUNITIES TO MAYBE CREATE SOME TYPE OF CONNECTOR HERE THROUGH THE POTTER LAND PRESERVATION PROPERTY, TOO, IF YOU'RE GOING TO DO THAT ENHANCEMENT POTENTIALLY.

WE DO HAVE THAT CONNECTION HERE WITH THE SIERRA RIDGE, GRADE THAT OFF COUNTRY PATHWAY TO TIE INTO THE PARK. SO IN THEORY, PEOPLE COULD, YOU KNOW, DO THAT BIG LOOP IN THIS AREA, POTENTIAL DEVELOPMENT UP HERE IN THE FUTURE, TOO.

AND THAT'S A GOOD POINT I SHOULD RAISE TOO.

ONE OF THEM. ONE OF THE MAIN REASONS TO HAVE THE PATHWAY MASTER PLAN IS WHEN DEVELOPERS COME AND APPROACH THE TOWNSHIP ABOUT DOING A PROJECT.

IF THAT PATHWAY HAS BEEN IDENTIFIED ON THEIR PARCEL THAT THEY'RE DEVELOPING, THAT'S ONE OF THE CONDITIONS OF THAT DEVELOPMENT.

SO IT ALLOWS US TO BASICALLY GET A DEVELOPER TO PAY TO HAVE THE PATHWAY CONSTRUCTED.

SO IT'S IMPORTANT TO KIND OF HAVE THESE BIG FUTURE PLANS OUT THERE, TOO.

SO THIS IS A PICTURE OF EASTGATE PARK, AND I'M PROPOSING TO PUT IT RIGHT HERE WHERE THE X IS AND I PICK WE PICKED THIS LOCATION BECAUSE OF THE BIKING TRACK OVER HERE.

SO I'M GOING TO PUT A BIKE PUMP AND THEN I'M PLANNING TO.

MAKE A POST WITH THE TOOLS THAT ARE NEEDED TO FIX BIKES THAT ARE COMING OFF HERE, SUCH AS WRENCHES AND [INAUDIBLE].

TO INSTALL THE BIKE PUMP, I WILL NEED ABOUT A THOUSAND DOLLARS, I'M GONNA DO THIS BY ASKING COMMUNITY MEMBERS AND FAMILY.

AND SO TO HAVE SOMETHING OUT ON THAT END OF TOWN IS IDEAL, AND ESPECIALLY WITH THE PUMP TRACK AND KIDS GETTING OUT AND USING THEIR BIKES AND ADULTS.

AND SO THIS COMES TO YOU AND TO THE TOWNSHIP BOARD IN PREPARATION OF THE ACQUISITION JANE GREENWAY HAS, WE'VE ORDERED THE PHASE ONE ENVIRONMENTAL STUDY.

AND THEN OUT OF THAT, WE IDENTIFIED THAT THEY USED FUEL OIL IN HOW THEY HEATED THE HOUSE OR WHATEVER. SO WE ENGAGED IN A PHASE TWO STUDY.

EVERYTHING CAME BACK GREAT.

SO WE'RE GOOD TO GO FROM THAT PERSPECTIVE.

THE INITIAL PRAISE APPRAISAL WAS DONE PRIOR TO APPLYING FOR THE GRANT.

SO ONCE WE EXECUTE THE AGREEMENT, THEN WE WOULD HAVE TO HAVE AN UPDATED APPRAISAL TO DNR STANDARDS AND WE ALREADY HAVE THE QUOTES FOR THAT AND READY TO GO.

IT'S BEEN THROUGH THE 60 SECTION SIXTY ONE REVIEW WITH THE PLANNING COMMISSION.

AND SO WE'RE WORKING RIGHT NOW ON THE PURCHASE AGREEMENT AND THEN THE BOUNDARY SURVEY AND

THEN WE CAN EXECUTE THE SALE AND THEN CLOSE THE GRANT.

WE HAVE ALSO OBTAINED A COST ESTIMATE FOR DEMOING THE THE STRUCTURE THAT'S ON THE SITE.

SO THIS WHOLE PROJECT RIGHT NOW IS ALL ABOUT THE ACQUISITION, NOTHING ABOUT DEVELOPMENT.

THAT'S SOMETHING WE'LL ENGAGE IN IN THE FUTURE WITH A PLAN.

BUT RIGHT NOW, WE'RE JUST LOOKING TO RECOMMEND APPROVAL OF THE ENTERING INTO THE AGREEMENT WITH THE DNR FOR THE ACQUISITION OF THE MICHIGAN [INAUDIBLE] RESOURCES TRUST FUND GRANT. THE AMOUNT OF THE PROJECT IS ESTIMATED AT ONE HUNDRED AND SEVENTY THOUSAND.

WE'RE LOOKING AT TWENTY FIVE PERCENT OF THAT COMING FROM THE PARK MILLAGE, WHICH IS AN ESTIMATED FORTY TWO FIVE, AND THE GRANT AMOUNT WOULD BE ONE TWENTY SEVEN FIVE.

NOW THIS IS ALL ESTIMATED BECAUSE WE WOULD HAVE TO HAVE AN UPGRADED SURVEY, WHAT THE HECK. THE APPRAISAL, THANK YOU, HAVE TO HAVE AN UPDATED APPRAISAL SO THAT NUMBER MAY CHANGE, WHICH MEANS THE GRANT AMOUNT IS NOT GOING TO CHANGE.

AND WE COULD HAVE ART INSTALLATIONS ALL ALONG THAT TRAIL AND ENCOURAGE THE STUDENTS TO.

AND IT DOESN'T HAVE TO BE ANYTHING GREAT.
